07-27-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 27, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary Jarod Nygren, Senior Planner Wade Rademacher, Police Captain P.J. Sorensen, Chairman GUESTS: John Casalegno (Hammerquist & Casalegno); and Ned Holling (Jackola Engineering) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: First American Title — 219 E. Center; new office building. Public Works has given a conditional approval on this project. Tabler stated they have one outstanding item. Fincher has 3 to 4 comments on this per Sorensen. This will be on the agenda for next week. 45 — 61h Ave W —just off of Center St called Distillery Square; convert existing space to retail. No new development on this project. This will be on the agenda for next week. Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. There is an open question about recreational amenities. Nygren noted the easement is there, and the berm will not be on top of it. Public Works has approved their current design. This will be on the agenda for next week. RDO Phase 2 (Phase 1 was only interior work) — They want to remodel the existing store. They have submitted civil and storm information that is on the server. Public Works has not received an official submittal. Nygren stated there is a new MDT Policy on this trail. It came up with Green Nissan. T. Jentz stated that we should require a 10 ft. concrete sidewalk in the MDT ROW or a 10 ft. asphalt path on their own property. Nygren asked if it should be 8 ft. or 10 ft. T. Jentz stated the path should be extended all the way to the south. This will be on the agenda for next week. Fresh Life — 31 — 2nd St E; addition to church. Sorensen stated Fincher has comments regarding pods up in front. The parking in back shows garage parking but no handicapped parking. Tabler noted that drainage has still not been resolved. They have new drawings in. This will be on the agenda for next week. Sunrift Brewery — 55 — 1st Ave WN; remodel to brewery. This is a two-phase project. Phase one will have the micro -brewery and the testing room. The second phase will be a restaurant. Their parking options with a handicapped van -accessible space were discussed previously. They will be making adjustments off what is shown. This will be on the agenda for next week. Fairgrounds — 265 N Meridian; ADA and bathroom improvements. They are basically taking out old buildings and replacing them. There will also be a new stairway and ramp. Their bid came in twice as high as their estimate, so they are redesigning it. This will be on the agenda for next week. Harbor Freight — Spring Prairie Phase 4; new retail. They will need to put in sidewalks on the east side and the south side. Sorensen has referred them to Public Works regarding the sidewalks and the connection. This will be on the agenda for next week. Blanchard Dental — 135 Commons Loop; new office. This project is moving forward again. Their plans are on the server. This was approved through Site Review last August. Public Works' approval is good for 18 months so as long as their plans have not changed, Tabler stated they are good to go. Their Landscape Plan was shown. Parker stated he is waiting on Kim Larson to submit his written responses to our comments. This will be on the agenda for next week. Great Northern Dental — 85 Village Loop; new office. There are two sub lots in there that they will need to consolidate with an Amended Plat. Their property line needs to be resolved. There was a call from a citizen who was concerned about their landscaping. This citizen also stated that he thought there should be a traffic light put in at Evergreen and Whitefish Stage. This will be on the agenda for next week. Sterling West School — 135 Glenwood; new private school. Haskins and Turner will be meeting with representatives from their church regarding their drainage swale. Otherwise, they have good framework on how to deal with everything else. This will be on the agenda for next week. Sassy Nails — 88 N Main St; Change of Use. This is located in the Quonset but next to Kentucky Fried Chicken. Everything is internal. We are waiting to hear what the number of employees there will be and their schedules so we can figure out the parking. Parker stated they are looking at ventilation systems for each station. This will be on the agenda for next week. PTA (Professional Therapy Associates) — 105 Village Loop and Whitefish Stage Rd; new office. They have a large parcel, but are only submitting for one building at this time. You can see their long-term plans are to subdivide this property. They ultimately want to create this whole development at once and then subdivide it later. They are still looking at doing a boundary line 2 adjustment. They want to do all their site work before doing the subdivision. Sorensen noted there is a 10 ft. roadway reserve around it. They should probably do their subdivision first and then their one building. Their roadway expansion will be 10 ft. This will be on the agenda for next week. NEW BUSINESS: Husky Street Apartments — 1110 Husky St; new apartments. This will be coming up on the 7th for their CUP. There are drawings on the server. Garages will be on the east side, with two parking lots and a 3-story building in the middle. There will also be a basketball court. This will be on the agenda for next week. PLANNING OFFICE ITEMS: The Downtown Plan — Nygren stated we are moving forward with the Public Hearing at the beginning of August. Kalispell North Town Center — We have two single plats for this project in the North Town Center Phase 1. This will be pushed back to the 21 st because there is not enough infrastructure in place for MDT. If they have this in by Monday, it will be on the agenda for August 7th OTHER REPORTS: Pinnacle — Casalegno and Holling were present for this project. After some discussion, the committee agreed that no sidewalk connection would be required. Best Buy Casino — 7th Ave EN. They are working with MDT on closing off the access on the east side of their property and relocating a sign. They want to have a drive-thru coffee area. They have existing gravel landscaping, and will be replacing some of it by extending the asphalt for the drive- thru. They may need a concrete sidewalk along Idaho.
