OLD BUSINESS:
Wade Rademacher, Police Captain
Jarod Nygren, Acting Chairman
First American Title — 219 E. Center; new office building. Public Works is close to approving this
project. This will be on the agenda for next week.
45 — 6th Ave W —just off of Center St called Distillery Square; convert existing space to retail. No
new development on this project. This will be on the agenda for next week.
Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. Public Works has
approved their current design. Nygren noted that their outstanding item is the berm. This will be on
the agenda for next week.
RDO Phase 2 (Phase 1 was only interior work) — They want to remodel the existing store. Public
Works has not received an official submittal. Nygren stated there is a new MDT Policy on this trail.
It came up with Green Nissan. We do have a more detailed drawing in. This will be on the agenda
for next week.
Fresh Life — 31— 2nd St E; addition to church. Public Works has not received a formal submittal on
this. Their last discussion with them is they are still trying to figure out what they will do with their
stormwater. Tabler stated a couple of options were presented to them but we have not heard back
from them since then. This will be on the agenda for next week.
Sunrift Brewery — 55 — 1st Ave WN; remodel to brewery. This is a two-phase project. Phase one
will have the micro -brewery and the testing room. The second phase will be a restaurant. Their
parking options with a handicapped van -accessible space were discussed previously. Nothing new
has come in on this project. This will be on the agenda for next week.
Fairgrounds — 265 N Meridian; ADA and bathroom improvements. They are basically taking out
old buildings and replacing them. There will also be a new stairway and ramp. Their bid came in
twice as high as their estimate, so they are redesigning it. This will be on the agenda for next week.
Harbor Freight — Spring Prairie Ph 4; new retail. This passed through ARC. Sorensen is reviewing
this presently. Fincher has not received a landscape plan yet. Tabler stated he has not received
anything on this, but isn't sure if Public Works will. Nygren stated that we need to make sure that we
get sidewalk on their out lot, and also on the south side. This will be on the agenda for next week.
Blanchard Dental — 135 Commons Loop; new office. This project is moving forward again. Their
plans are on the server. This was approved through Site Review last August. Public Works'
approval is good for 18 months so as long as their plans have not changed, Tabler stated they are
good to go. Nygren mentioned that Fincher had a comment on their landscaping on the island shown.
Other than that, it's pretty much the same as last year. This will be on the agenda for next week.
Great Northern Dental — 85 Village Loop; new office. There are two sub lots in there that they will
need to consolidate with an Amended Plat. They have Evergreen Water. This passed through ARC.
This will be on the agenda for next week.
Sterling West School —135 Glenwood; new private school. Nygren reiterated that we had told them
we would require the City Standard to the north end of the development. Tabler stated that he and
Haskins discussed this, and that this would have to be its own parcel for that to apply. They need to
adhere with the urban section with the stormwater and the pipe and then knowing that this is just an
interim phase of a project, that they will look at their stormwater plans with the building itself. It
would probably behoove them to look at what their finished project will be so they won't have to
rework anything. Nygen stated they are still trying to figure things out with how they are going to do
this. They don't want to do any of this now, because they are thinking that if they do any, they may
as well do it all. They primarily want to use the church parking, figure out how they are going to
fence it all off, but then not fence off the fire hydrant to the south. This will be on the agenda for next
week.
Sassy Nails — 88 N Main St; Change of Use. This is located in the Quonset but next to Kentucky
Fried Chicken. Everything is internal. We are waiting to hear from their Architect who is waiting to
hear back from the owner to determine what the number of employees there will be and their
schedules so we can figure out the parking. We haven't heard anything back on that yet. This will be
on the agenda for next week.
PTA — 105 Village Loop and Whitefish Stage Rd; new office. They have a large parcel, but are only
submitting for one building at this time. You can see their long-term plans are to subdivide this

property. They ultimately want to create this whole development at once and then subdivide it later.
Nygren noted it is their own risk to do that and figuring out how the utilities will be run and make
sure they do it right the first time so when it actually does get subdivided, they are not having to rip
anything up. They should have a Plat in within the next couple weeks. Tabler stated the sanitary
sewer will be extended from Whitefish Stage, and we'd like to see that go in as one piece. Nygren
stated the big question is ROW up there. Our initial thoughts are Urban, but we are waiting to hear
MDT's thoughts on it. This will be on the agenda for next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
The Downtown Plan — This is going to Public Hearing. If anyone wants to see a copy of it, let
Nygren know and he will send it to you.
OTHER REPORTS:
Green Nissan, etc. — Nygren stated that with all of the developments along the highway we have
been requiring a path to be put in in the ROW. MDT recently created a policy that they don't want
these paths put in the ROW, which is a pretty dramatic shift from the way it has always been. So, for
example, with Green Nissan we required a path at the intersection. We also required this at Captain's
Marine and Fred's Appliance. It looks like for maintenance reasons, MDT is either not wanting the
paths to go in or have them put on private property. The trail was part of the design of the highway
to begin with. They are calling it the shared -use path, which is more of a recreational/tourism based
path. If it is concrete sidewalk, then it's okay. There is a big gray area that we are working out.
Now they will only allow it through a Special Board of Exceptions with all these standards. For
example, you have to be within three miles of the City. We will be working on this with MDT for the
next couple of weeks.
