07-13-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 13, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Patrick Jentz, Engineer I Wade Rademacher, Police Captain P.J. Sorensen, Chairman Jarod Nygren, Senior Planner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary GUESTS: Stan Converse (Sunrise Builders); Craig Koontz (Sunrift Brewery); and Mark Johnson (Architect). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: First American Title — 219 E. Center; new office building. Public Works is reviewing their second submittal. No signed Maintenance Agreement yet. This will be on the agenda for next week. 45 — 61h Ave W —just off of Center St called Distillery Square; convert existing space to retail. No new development on this project. This will be on the agenda for next week. Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. Public Works has approved this. Sorensen stated Public Works may need to look at their landscape buffer/berm and how it impacts the drainage easement. Sorensen needs resubmittal of revised plans electronically. Nygren noted that they should probably put in an ADA ramp at the NE north ramp. This will be on the agenda for next week. RDO Phase 2 (Phase 1 was only interior work) — They want to remodel the existing store. Sorenson received several plans that are on the server, including enclosing some of their covered areas that they had, extending some of the paving, and the ROW improvements with the bike path. Fincher will need to look at the bike path along with MDT. This will be on the agenda for next week. Fresh Life — 31 — 2nd St E; addition to church. Detailed plans came in recently. Public Works can view them on the server. This will be on the agenda for next week. Sunrift Brewery — 55 — I" Ave WN; remodel to brewery. This is a two-phase project. Phase one will have the micro -brewery and the testing room. The second phase will be a restaurant. Koontz discussed his phasing plan. They will need eight parking spaces, including a van -accessible handicap space. They will need to shrink down their 6-ft. metal fenced storage area to get all the spaces in. They will have a 5-ft. landscaping buffer, with a 5% landscape requirement (excluding the buffer area). They could do some landscape islands in their parking area. They plan to bond for the other requirements in the other phases. They may be able to tie into the mall's stormwater area. Their outdoor patio will have an approximate 40" fence around it. Sorensen will need their exterior lighting cut sheets for the building. Phase 2 will have pole lights. This will be on the agenda for next week. Fairgrounds — 265 N Meridian; ADA and bathroom improvements. They are basically taking out old buildings and replacing them. There will also be a new stairway and ramp. Their bid came in twice as high as their estimate. They have resubmitted their plans but they look the same as their original submittal. They need to improve their hood systems for their vendors for Dedman. Public Works has some utilities in this area that need to be taken into consideration per Tabler. This will be on the agenda for next week. Great Northern Dental — 85 Village Loop; new office. There are two sub lots in there that they will need to consolidate with an Amended Plat. They have Evergreen Water. This passed through ARC. Johnson was here for this project. Sorensen needs the lighting cut sheets. This will be on the agenda for next week. Sterling West School — 135 Glenwood; new private school. Their future parking will have landscaping closing it in. They plan to put in fencing along the playground area. Johnson submitted a concept drawing to Haskins for an internal sidewalk with the drainage swale and the drainage infrastructure that is in place. Tabler stated that Public Works discussed it this morning and will require the City standards of sidewalk, curb, and gutter along the school building site. They will have joint use with the parking. The fire lane will be on the south where they will need to remove the fence for hydrant access. Dedman is okay with this. Tabler is concerned they address their stormwater for this portion now. This will be on the agenda for next week. Sassy Nails — 88 N Main St; Change of Use. This is located in the Quonset but next to Kentucky Fried Chicken. Everything is internal. Johnson has not heard back from the owner. He is waiting on his business plan. A van -accessible handicapped space will be provided off the alley. They will only be allowed to have four operators operating at one time. This will be on the agenda for next week. Buffalo Stage Professional Park — 34 Bruyer Way; new office building. Converse is concerned about too many through connections, as he has had a problem with vandalism and with skateboarders putting up a ramp and skateboarding in his complex. He believes that not having a connection on the east side would deter bikes and skateboarders from going into his complex. Rademacher agrees with him. He is willing to consult with the school about putting in a connection on the south side. There is a grade change there, so he would need to put in stairs. The connection to the east will not be required. They plan to restripe this project, especially where the handicapped parking is, including a van -accessible space. They will be going back through ARC as it was tabled previously. This is 2 passed through Site Review. Harbor Freight — Spring Prairie Ph 4; new retail. This passed through ARC. The hotel is behind this project. They did a lot line adjustment to make this fit. Their plans do not show handicapped parking, property lines, or landscape plan. They may need to do some sidewalk. They are showing a ten -foot wall at the property line. This screen wall could have some landscaping along it. We need a site plan from them. Their loading area was discussed. This will be on the agenda for next week. Blanchard Dental — 135 Commons Loop; new office. This project is moving forward again. Their plans are on the server. This was approved through Site Review last August. Sorensen asked everyone to give it another quick look to see if your approval still stands and let him know. NEW BUSINESS: PTA —105 Village Loop and Whitefish Stage Rd; new office. This is zoned RA-2. They are looking at having three office buildings in here. In RA-2, you can only have one building without getting a CUP or doing a subdivision. They will eventually do a boundary line adjustment and do a subdivision. They will need the CUP or the subdivision done before we can approve this. They will be bringing mains onto the property. There will be three different properties with three different property owners eventually. Public Works would review a private main or a public main the same way with the same standards per Tabler. They will only be building one building at this point. Their present sign will be taken out. They are planning to have signage on the building. Sorensen stated Johnson should encourage them to get going on the platting process. They will need more handicapped parking spaces to accommodate their Physical Therapy business. MDT may have some say on Whitefish Stage Road. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Multi -Family Apartments —at Husky Street and Glenwood. This will be a 3-story building with 24 units. Greg Harris from Grizzly Security, which is east of this location, has some security issues with this project. Discussion was held. Rademacher stated he did not see any security issues with this new project going in. The committee agreed. OTHER REPORTS: None.
