OLD BUSINESS:
First American Title — 219 E. Center; new office building. Tabler stated Public Works has not
received their resubmittal yet. (Received from Fucci Friday a.m.) This will be on the agenda for next
week.
45 — 61h Ave W —just off of Center St called Distillery Square; convert existing space to retail. No
new development on this project. This will be on the agenda for next week.
Pinnacle Chiropractic — 105 Westview Park Place; new office building. This project is approved
through Site Review. Tabler believes that the Public Works approval would include the condition
that the sidewalk be put in.
Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. Public Works
issued their approval of the public infrastructure. They will need a handicapped ramp from the street
to the sidewalk on the NE corner. There are five or six CUP conditions that need to be approved by
Fincher. There was discussion with Building on handicapped parking. Some of the units will be
handicapped units. We need to see the berm on their plans. This will be on the agenda for next week.
RDO Phase 2 (Phase 1 was only interior work) — They want to remodel the existing store. We are
waiting on additional plans. They will be putting in the bike path. This will be on the agenda for next
week.
Fresh Life — 31— 2nd St E; addition to church. Tabler noted that Haskins spoke with their engineer.
They want to run their roof drains down to the parking lot, and then shoot across the alley. They will
need to figure out some way for treatment of that. They are still in the process of figuring this out.
Clawson noted we will lose a street light back there when they pave their parking area. There will be
some landscaping. This will be on the agenda for next week.
Sunrift Brewery — 55 — 1st Ave WN; remodel to brewery. The mall owns this property. This is a
two-phase project. Phase one will have the micro -brewery and the testing room. The second phase
will be a restaurant. They are now showing paving of both phases and the sidewalk. They are not
showing a landscape buffer. The may need to post a bond for the landscaping. Sorensen will discuss
the project with the developers. This will be on the agenda for next week.
Fairgrounds — 265 N Meridian; ADA and bathroom improvements. They are basically taking out
old buildings and replacing them. There will also be a new stairway and ramp. Their bid came in
twice as high as their estimate. They are trying to decide where to go from here. Part of the project
will be paid for with grant money. They will also need to pay impact fees. This will be on the agenda
for next week.
Great Northern Dental — 85 Village Loop; new office. This went through ARC. Civil plans have
been submitted from A2Z. They will need to do an Amended Plat and abandon the utility connection
that was there. Johnson stated they have Evergreen Water, and Sewer is in the back. There are two
lots, so there is an extra sewer stub that needs to be abandoned. Sorensen needs lighting cut sheets
and details on the light pole with photo metrics. This will be on the agenda for next week.
Sterling West School — 135 Glenwood; new private school. The Markhams spoke with T. Jentz
previously about the CUP conditions. Their drainage is the biggest issue. They could take five feet
and do the sidewalk either by easement or dedication. They may need to put in a fence to remove this
from where the drainage swale is. Tabler stated it would need to be upgraded to an urban section like
the other side of the road, and doing a rural section through here would be a policy change. He
suggested Johnson and the Markhams speak with Haskins or S. Turner for approval. Regarding on -
site, Sorensen thought there had been some discussion about doing a portion of this, getting some
handicapped parking in there, having a turnaround area, and expanding the parking lot later. We need
a plan drawn up with these possible changes, including sidewalks. Council's original requirement was
only for sidewalks, but they may need to decide the policy change. The City Standards are
implemented by Site Review. Sorensen will need cut sheets for the lighting on the outside of the
building. This project will be going to ARC on July 25th. This will be on the agenda for next week.
Sassy Nails — 88 N Main St; Change of Use. This is located in the Quonset but next to Kentucky
Fried Chicken. Everything is internal. Johnson stated he spoke with the owners but they do not yet
have a business plan. Their parking should have a van accessible space in the front. This will be on
the agenda for next week.
Buffalo Stage Professional Park— 34 Bruyer Way; new office building. This project was started in

the mid 1990's. The site plan is from 2003. The cross -shaped parking is all in place in terms of the
paving. The building will be matching the other ones there. This was tabled by ARC as the
committee wants to see a Landscaping Plan along the backside of the buildings. A sidewalk
connection will be needed. They are basically just stripping their lots. This will be on the agenda for
next week.
Harbor Freight — Spring Prairie Ph 4; new retail. This went through ARC. Their boundary line
adjustment has been completed by Nygren. It may still need to be recorded. Mid -block crossing was
discussed. Their overall site has been approved. This will be on the agenda for next week.
Smith's — 195 3rd Ave EN; parking lot changes. There will be a new service there called "click."
You call in your grocery order ahead of time, and for a $5 fee you can pick it up at the drive -up
service area. There will be four pick-up spaces that will take out six parking spaces, but they have
plenty of parking. They only need to do some restriping. This is passed through Site Review.
Blanchard Dental — 135 Commons Loop; new office. They will be submitting their plans
electronically. Public Works had approved this project previously. This will be on the agenda for
next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Glacier Rail Park — The PUD for the Rail Park was approved by Council on Monday night.
Growth Policy — Our revised Growth Policy, after many years, has been completed and adopted.
OTHER REPORTS:
Performance Real Estate — 1803 — 3rd Avenue East — The parking area in the back needs to be
brought up to code. They have pre-existing accesses. They have been using this area for parking in
the past. We hadn't required sidewalk at the time this came in. They may also need a Stormwater
Permit if they do pave this. Discussion was held regarding the parking area.
