06-29-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 29, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Patrick Jentz, Engineer I Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Jarod Nygren, Acting Chairman Tom Jentz, Planning & Building Director Del Phipps, Industrial Pre -Treatment Coor Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); Margaret Davis (Resident); and Rory Young (Jackola Engineering). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: First American Title — 219 E. Center; new office building. Tabler spoke with the owner recently. They should be resubmitting soon to Public Works. This will be on the agenda for next week. 45 — 61h Ave W —just off of Center St called Distillery Square; convert existing space to retail. No new development on this project. This will be on the agenda for next week. Pinnacle Chiropractic — 105 Westview Park Place; new office building. Nygren stated we are waiting on Public Works regarding the connection. Young will need to coordinate with Fincher on one of their details. Public Works comments should be available this afternoon. Tabler stated that he thought there was a different type of infiltration test done for the pond. This will be on the agenda for next week. Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. Nothing new on this project. Public Works is still reviewing this. This will be on the agenda for next week. RDO Phase 2 (Phase 1 was only interior work) — They want to remodel the existing store. We are waiting on additional plans. This will be on the agenda for next week. Fresh Life — 31 — 2nd St E; addition to church. Tabler spoke with them on storm water options. They could do a filtration system, or have their system go out to the City system in the street. Or they could do an in -line structure before it hits the City system. P. Jentz stated that if they make their roof drain to the storm sewer, they will be okay. It just can't go to the parking lot. There will be some landscaping. This will be on the agenda for next week. Sunrift Brewery — 55 — 1st Ave WN; remodel to brewery. This is a two-phase project. Phase one will have the micro -brewery and the testing room. The second phase will be a restaurant. Nothing new has come in on this project. This will be on the agenda for next week. Fairgrounds — 265 N Meridian; ADA and bathroom improvements. They are basically taking out old buildings and replacing them. There will also be a new stairway and ramp. Their bid came in twice as high as their estimate. They are trying to decide where to go from here. This will be on the agenda for next week. Great Northern Dental — 85 Village Loop; new office. There are two sub lots in there that they will need to consolidate with an Amended Plat. They have Evergreen Water. This passed through ARC this week. Nothing new has been submitted yet. This will be on the agenda for next week. Sterling West School — 135 Glenwood; new private school. Their CUP does require ROW improvements to go in, including sidewalk, curb and gutter. They would like to fence off the whole project. T. Jentz met with them. There is a ditch along the property. They will need a sidewalk along the property with a sidewalk drainage system. The ultimate cost of a new storm water system with the sidewalk could kill this project. Extensive discussion was held. T. Jentz suggested they put a sidewalk on their private property. Then have a natural stormwater bio-Swale. Dedman stated he would prefer the access drive-in. This will be on the agenda for next week. Sassy Nails — 88 N Main St; Change of Use. This is located in the Quonset but next to Kentucky Fried Chicken. Everything is internal. Nothing new has come in. This will be on the agenda for next week. Buffalo Stage Professional Park— 34 Bruyer Way; new office building. This project was started in the mid 1990's. The site plan is from 2003. The cross -shaped parking is all in place in terms of the paving. The building will be matching the other ones there. This went to ARC this week but was tabled as the committee wants to see a Landscaping Plan along the backside of the buildings. A sidewalk connection will be needed. This will be on the agenda for next week. NEW BUSINESS: Harbor Freight — Spring Prairie Ph 4; new retail. This passed through ARC this week. The hotel is behind this project. They did a lot line adjustment to make this fit. They plan on breaking ground soon. This will be on the agenda for next week. Smith's — 195 3rd Ave EN; parking lot changes. There will be a new service there called "click." You call in your grocery order ahead of time, and for a $5 fee you can pick it up at the drive -up 2 service area. There will be four pick-up spaces that will take out six parking spaces, but they have plenty of parking. T. Jentz mentioned their outgoing curb onto 4th Ave E has quite a large bump along the curb line. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Kalispell North Towne Center — They want to Final Plat just the Ford lot. They will be improving Rose Crossing. Fire can do a turnaround on -site for now. As soon as MDT finishes their final approval in August, the whole project (12 lots) will be Final Platted. Tabler noted that he heard back from the engineer that they modeled the water system without making the loop at the Armory. They may not have the easement by the time of Final Plat to move the water system. Nygren needs to discuss with Harball how the easements work with a Final Plat. OTHER REPORTS: Dr. Webber — Property west of Kidsports on Treeline. He is interested in developing Multi -Family housing on 8'/2 acres with 200 units. T. Jentz noted that the present zoning would not accommodate that much density right now. Bridgewater (Tikka) — The Preliminary Plat was approved. They were looking at a couple of other projects before beginning this one. The hotel was put on hold until January. There are 160 acres owned by Roger Fricky. He was able to get 40 acres of residential zoned 132 from the County Commissioners across from Majestic Arena, south of Silverbrook This is in the County. We have water and sewer that plugs into this site. Blanchard Dental — This project is now moving forward and will be back on the agenda. KRMC — Tabler asked Dedman to look at the Traffic Control Plan for Digestive Health. Road closures were discussed. He is okay with this with proper notice when it is happening.
