A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, JUNE 12, 2017, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL
GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE
PRESENT.
Also present: Public Works Director Susie Turner, Budget Resource Manager Terri Loudermilk,
Parks Director Chad Fincher, and Parks Superintendent Fred Bicha.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Stormwater Utility Assessment Discussion
Russell noted both of these topics are follow ups from a previous work session; staff brought back
implementation options for a plan.
Turner presented the Stormwater Utility Assessment options and answered questions.
Turner noted that if the city does nothing, Kalispell can not implement any capital projects next year
and the city would face violations and fines from the Department of Environmental Quality.
There was discussion regarding Impact fees.
Turner remarked that by law, the city has to show what projects it is spending impact fee money on.
There was discussion of proposed and upcoming projects.
Public Comment
Tom Rygg commented that the power point does not explain what the assumptions are and that the
math does not add up. He said there should be a better way to lay the math out.
2. Forestry Assessment Discussion
Fincher updated council on various forestry assessment options and answered questions.
Fincher and Bicha answered additional questions.

There was discussion regarding urban forest and general pruning practices.
Fincher gave examples of how other cities handle their urban forests.
Council discussed both raising and removing the caps.
There was additional discussion.
Guiffrida remarked that Parks needs to run a crew year round because of the need to take care of
hazardous pruning immediately. He said that deferred maintenance is an issue and liability and the
city needs to look to the future.
Council consensus was to bring the issue back to a work session with additional options included.

MAYOR/COUNCIL/CITY MANAGER REPORTS
Russell commented the city closed on the Knife River property and is now the owner of 16 acres of
healthy trees. He also said the June 26 work session will cover the Stormwater Utility and Urban
Forestry assessments and the BID work plan.
Kluesner updated council about the garbage problem on 12th Street East, stating there are also issues
with the house next door being converted into four different rental units and owned by an out of state
owner. He requested a discussion regarding rental issues because they are starting to degrade
neighborhoods.
Mayor Johnson reminded council the 911 budget meeting will be held Wednesday, June 21 at 7:00
pm.
