06-22-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 22, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Keith Haskins, City Engineer Patrick Jentz, Engineer I Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: Mark Johnson, Architect HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Forest Service Building — The Agreement has been signed for the Certificate of Occupancy for the Forest Service Building. Their bond will be coming in soon. OLD BUSINESS: First American Title — 219 E. Center; new office building. Public Works is waiting for a resubmittal. This will be on the agenda for next week. 45 — 61h Ave W —just off of Center St called Distillery Square; convert existing space to retail. No new development on this project. This will be on the agenda for next week. Pinnacle Chiropractic — 105 Westview Park Place; new office building. New Civil Plans came in this morning. Haskins would like to see the sidewalk put in with steps. This will be on the agenda for next week. Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. All four buildings have been through ARC. Nygren stated we will need a plan for the berm. They may need to have more handicapped spaces in various places. This will be on the agenda for next week. RDO Phase 2 (Phase 1 was only interior work) — They want to remodel the existing store. We are waiting on additional plans. This will be on the agenda for next week. CHS — 801 Whitefish Stage; new Cenex facility. The PUD went forward for the Rail Park. Amendments are going forward. The contract for the construction of the entire park was approved Monday night. The FACEDA Board will be giving Cenex a relocation package this afternoon. The Final Plat for the Rail Park will be done in three to four months. The parking spaces are under -sized and will need to be adjusted. There will be no landscaping. The committee agrees to pass this through Site Review. Great Northern Dental — 85 Village Loop; new office. There are two sublots in there that they will need to consolidate with an Amended Plat. They have Evergreen Water. Sorensen needs the cut sheets for the lights on the building. Johnson states their sign will only be on the side of the building. This will be going to ARC on Tuesday. Public Works needs a submittal. Their sidewalk connections were discussed. This will be on the agenda for next week. Fresh Life — 31 — 2nd St E; addition to church. This is early in the process. It went through ARC. CTA is working on this. No building plans have been submitted yet. There will be some landscaping. This will be on the agenda for next week. Sunrift Brewery — 55 — 1st Ave WN; remodel to brewery. This is a two-phase project. Phase one will have the micro -brewery and the testing room. The second phase will be a restaurant. First Ave WN dead -ends at the tracks. It is part of the overall area that will probably be developed at some point by the mall. They will be adding a concrete patio, and they have hops planted along the fence. They will need to move their handicapped space and make it van accessible. They will have sidewalk with landscaping. Discussion was held regarding a 5-year bond posted by the brewery or by the mall. They hope to have phase one opened by Christmas. This will be on the agenda for next week. NEW BUSINESS: Fairgrounds — 265 N Meridian; ADA and bathroom improvements. They are basically taking out old buildings and replacing them. They received a State CDBG to do this. There will also be a new stairway and ramp. There will be impact fees. Haskins will look at this project and the water main. This will be on the agenda for next week. Sterling West School — 135 Glenwood; new private school. Their CUP was approved on Monday, which does require ROW improvements to go in, including sidewalk, curb and gutter. The CUP requires street trees. Storm should be in the street. They can hold off on changing the parking lot but they will need to provide a long-term plan. Handicapped parking was discussed. Their future plan needs to include a stormwater plan further to the west. They would like to fence off the whole project. Fencing was discussed, and Dedman stated he will need to take a closer look at this project. This will be on the agenda for next week. Sassy Nails — 88 N Main St; Change of Use. This is located in the Quonset but next to Kentucky Fried Chicken. There are two parking spaces in the front that should become one handicapped accessible space. Impact fees will be required. This is zoned B-3, and is a Change of Use. This will be on the agenda for next week. 2 Buffalo Stage Professional Park— 34 Bruyer Way; new office building. This project was started in the mid 1990's. The site plan is from 2003. The cross -shaped parking is all in place in terms of the paving. The building willbe matching the other ones there. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Rail Park — The PUD went through Planning Board. It will be going to City Council. Nygren sent out the referral last Friday for July's Planning Board. The materials are on the Building drive under 2017 Planning Projects. There are six items on the agenda. OTHER REPORTS: Kalispell Regional South Pedestrian Path — A new drawing was viewed. There is a narrow sidewalk where the park is located. Brendan House Addition — They are changing their configuration on it again. They will be doing some updated renderings for ARC and some revisions for Building. Southside Estates — They wanted it to be a gravel road connection. They may only final plat 30 of the lots and bring the 10-acre parcel in with another phase. They will need to put in their storm for the whole site. Multi -Family Apartments — Jamie Rhodes is the Contractor, and they are owned by Jim Davis. Davis had told Haskins that the end holder would be Weber, but he wasn't going to be the builder. Weber also has an option on the 8-acre piece. Treeline — Nygren asked when we would require (fire line extension or loop?) on Treeline. Dedman will check the regulations.
