Location: City Hall Council Chambers Attendees: Board members ® Jeff Zauner (Chair) ® Jason Mueller (Vice Chair) ® Justin Ahmann (Secretary) ® Blake Robinson ® Merna Terry ❑ Nancy Cunningham ® Brandon Thies Others Present: ❑ Doug Russell ® Charlie Harball ® Susie Turner ® Terri Loudermilk ® Tom Gould (HDR Consultant) Jeff Zauner called the meeting to order at 4:00 PM Approval of Minutes: Jeff asked for a motion to approve the City's minutes from April 25, 2017. Blake made the motion. Merna seconded the motion to allow discussion. She then stated she had nothing to discuss. Jeff called to approve the City's minutes. Jeff, Merna, Brandon, and Blake responded with "Aye" to approve the motion. Not to approve the motion: "Aye" from Jason and Justin. The motion was approved 4-2. Public Comment: None. Agenda Items: Concerns, comments, and questions previously submitted to staff by the committee were discussed. Additional questions and comments were reviewed. Merna was against the buy -in component calculation for existing facilities. Jason agreed with some of Merna's discussion, but nothing further. Blake had no further concerns, comments, or questions. Justin had a question on why a stormwater impact fee would be charged if stormwater were retained on -site. Tom addressed all questions. Discussion was held. Brandon explained his experience with retention systems, and stated he agreed with the buy -in component. Also inquired about possible credit when a development discharges into a waterbody outside of the City's area. Discussed possible credit for retention on -site. Consultant will research credits and present at next meeting for follow-up discussion. Old Business: None. New Business: Set Agenda, Date and Time of Next Meeting: June 27, 2017 at 4:00 PM We will look for a recommendation on the report at the next meeting and discuss the development of a credit policy.
