Parks and Recreation A 135 foot section of the bike/pedestrian trail adjacent to the playground at Lawrence Park is being replaced and should be completed by the beginning of next week. This section of trail had deteriorated over the years and was beyond repair. After firing up the pool boilers, a large leak was discovered under the pool deck. A broken 6" pipe and tee fitting was found. This pipe delivers water from the pool back to the boilers. Park crews removed concrete and excavated approximately 5 feet down to locate the broken section. Park and Water Department crews worked together to make the repair. Park staff were also able to fix several chipped areas in and around the activity pool that have occurred over the years. Woodchips that have been collected over the years from the forestry division have been loaded and shipped to Stoltz Lumber for their boilers. The transportation cost was paid by Stoltz. This has helped reduce the amount of wood chips that are being stored at the compost yard. Our Summer Day Camp program started on June 12, with 486 participants (97% capacity) for the first week. For the summer, we are 93% full with over 4,570 participants registered. Our new Zombie Survival Camp is 88% full with 9 weeks before the first day. The Woodland Water Park had its first group reservation on June 7, with 261 students from Kalispell Middle School visiting the pool. The Woodland Water Park officially opened June 10 to the public. Signups for our Skyhawks program has doubled this year (59 participants in 2017 compared to 29 in 2016). We added two new basketball camps this year that are both at capacity (22 participants) in each session. Our first Skyhawk program starts on June 19. We now have our own Kalispell Parks and Recreation Facebook page. Important notifications will continue to be posted to the Kalispell City Government Facebook page. 2. Public Works Locate Electronic Procedure This past week, Public Works kicked off the implementation of electronic locates through the utilization of Cityworks. As new location ticket requests are generated from the 811 Call Center, Public Works administrative staff will initiate a new Ci works service request with the locate ' tY q � -. request address, special comments, maps, and Thin 1 r i r i ��'� attachments. s ew y created service request s then viewed live (real time) by water/sewer field staff, who then complete the locate ticket request in the field. This new process also allows field operators to input comments, add pictures of the site, notate any special conditions, and accurately track labor costs for locate requests. Pictured and circled in red, is the mapping icon that alerts field staff of a newly created locate request. Once the work task is completed, the icon is removed and the operators proceed to the next work task. This real time electronic process promotes more efficient work activities by providing staff the ability to receive and complete work tasks (utility locates) in the field and eliminates the need to make extra trips to City Hall for utility locates. This process also reduces the amount of paper copies distributed to field staff. 3. Fire Department Since the last update, the Kalispell Fire Department has received 143 calls for service and have conducted 3 outreach trainings with approximately 64 individuals in attendance. Assistant Chief Campbell met with other fire department administration and Montana State DES personnel in regards to the year in advance outlook for the Montana State Regional hazmat teams. Even though the regional team funding was cut, the entities that host the regional teams have agreed to keep the teams in service for the next year while other funding sources our sought out. Most entities will have enough hold over funding to be able to provide the necessary training and maintenance for equipment to be able to provide a response when needed. With the assistance of the planning department, fire department personnel have been working on reorganizing and revamping the way that we track our business preplans. Using real time mapping and quick identification, we can review previous pre -plan information in the field and enter information with a web -based device. Information collected will still need to be uploaded into the CAD program for our use on responses. However, this will give us a quick and easy way to identify business that have not had a pre -plan completed or will give us a date of the last site visit by fire department. More 2 development and testing is needed prior to implementing this system, though it is expected to be in-service this summer. 4. Community Development The Environmental Assessment for the Glacier Rail Park/Kalispell Core Area Development and Trail Project has been available for public review and comment for a 30-day period from May 19, 2017, ending at 5 pm on June 17, 2017. The document is available in hard copy at Kalispell City Hall, Kalispell Imaginelf Library, and online at: http://www.kalispell.com/community economic_ development/. This comment period also satisfies the public involvement requirement of Section 106 of the National Historic Preservation Act and Section 4(f) of the U.S. Department of Transportation Act. These two laws afford protection to resources such as historic properties, parks, and recreational areas. FRA and the City will consider comments received during the public comment period before FRA makes a final NEPA decision and Section 4(f) determination. 5. Information Services Information Services initiated a web redesign committee to review options and expectations for updated the City of Kalispell website. This information is being used to elicit quotes for the website redesign. 6. Building Department Thirteen single-family building permits were issued in the past 2 weeks. This brings the total of new housing units for the year to 52 compared to last year at this time when 63 residential building permits had been issued. The permit was issued and construction has started on the new Valley Ford Dealership located at 200 Rose Crossing. The project is valued at $8.4 million. The permit for the new Green Nissan Dealership located at 2915 Hwy 93 S was also issued. This project is valued at $1.7 million. 7. Planning Department The planning board met on Tuesday, June 13, and recommended approval of a request from the Flathead County Economic Development Authority (FCEDA) concerning the development of a PUD for their 40-acre property known as the Glacier Rail Park. The PUD seeks to address a number of zoning and subdivision regulations that have not been anticipated in our local development code for the development of an industrial rail park, including fencing heights, paving, signage, and private road standards. One change was made based on public input that would specifically require a conditional use permit for any cell towers built on site. A work session was held after the meeting to begin review of the Kalispell Downtown Plan. The Planning Board indicated that they wanted one more work session in July to review the plan before going to a public hearing in August. Staff will circulate the draft plan and meet with various downtown boards and organizations during this time as well. 8. Police Department With school on summer break, our three School Resource Officers are assisting the patrol and investigative divisions. Officer Cory Clarke is returning to patrol working a modified afternoon shift. Officer Fetveit is assisting our detectives with their case load and Officer Venezio is assisting Officer Bartholomew on the Northwest Drug Task Force. Chief Nasset and Captain Overman are currently representing our department at the Montana Association of Chiefs of Police (MACOP)/ Montana Police Protective Association (MPPA) conference in Bozeman. Master Patrol Officer Jason Parce and Cairo are spending the week at Kids Camp on Flathead Lake. Next week Officer Parce will be hosting a Junior Police Academy in Kalispell. He has also done this for several years.
