06-01-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 1, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Patrick Jentz, Engineer I Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation; and Margaret Davis, Resident HEAR THE PUBLIC: Margaret Davis, 160 Charlotte discussed the Glacier Rail Park PUD and presented her concerns and potential conditions. She supplied a hard copy for our records. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: First American Title — 219 E. Center; new office building. Tabler stated this is under review. It has gone through ARC. Parker stated the building review is still in progress. This will be on the agenda for next week. Green Hyundai — 2955 Hwy 93 S; new auto dealerships. There are still some items that need to be addressed for Public Works. Their Certificate of Survey should be in today. This will be on the agenda for next week. 45 — 61h Ave W —just off of Center St called Distillery Square; convert existing space to retail. No new developments on this project. This will be on the agenda for next week. Pinnacle Chiropractic — 105 Westview Park Place; new office building. Their plans are on the server for Public Works to review. Haskins was going to check to see if they were going to have a sidewalk going in with steps. They would not be able to make it ADA compliant as the area is extremely sloped. This will be on the agenda for next week. Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. There is not a lot of detail on the berm and how the drainage easement would fit in there. Nothing is showing for their carports. Public Works has this under review. There shows a 15' storm easement on the west side; the other side of the berm. The berm is at a 3 to 1 slope, at least on the back side. There are tree protection zones and recreational amenities for Parks to sign off on. There is a retaining wall where their parking spaces are. The CUP called for improvements on Airport Road that they are not showing on their current plan. This will be on the agenda for next week. RDO Phase 2 (Phase 1 was only interior work) — They want to remodel the existing store. They are enclosing two areas. They are showing a new proposed bike path along the highway. This submittal was mainly for ARC. Most of it will be left as existing gravel. They need to contact Public Works on how much disruption they will have to see if it triggers our Stormwater Review Process. We need more clarification on the gravel/paving areas. This will be on the agenda for next week. Torrent Technologies — 1935 — 3rd Ave E; loading dock (and interior remodel). This is the old Forest Service Building. There will be some interior work as well as a 304 sq. ft. addition on the back of the building with a loading dock. Part of their property is in the county on the south side. We need to find out what the scope of work is to see if we need a Stormwater Permit. Public Works needs to look into whether they may be extending services by irrigating the county property. They may need to annex at that point. This will be on the agenda for next week. NEW BUSINESS: CHS — 801 Whitefish Stage; new Cenex facility. They are going in at the Rail Park. There will be a warehouse with some retail area, offices, grain elevators, and the fertilizer building. There will be paved pads at their entrances, and paved parking up in the front for customers and employees. The gravel areas would have to meet stormwater and dust abatement standards. This will be on the agenda for next week. KRMC — 320 Sunnyview; storage addition/loading dock. This would be in the back near Digestive Health and new construction. McIntosh stated the boundary line adjustment is out for signatures, and the taxes have been paid. It is mostly accessed from the inside, so they would have an egress route on the outside. Some storm drain is being removed. It falls underneath the 10,000 sq. ft. from a drainage perspective. It all ties into the pond that was relocated with the Phase 2 parking lot. No water or sewer on this. The EW bike path is going in this summer. McIntosh stated there are some existing light poles that will need to be moved so they'll have a photo metric plan. Ramp construction will be taking place at Kid Kare and was included with this project. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Rail Park — PUD is on the agenda for next month. Nygren will have the Staff Report together by the 6th 2 Kalispell North Town Center — Nygren stated they will be turning in a Final Plat for Ford. They are trying to get private approaches approved by MDT. This will get Ford's financing in place for a month. This will probably require a new bond estimate and a new engineering cost estimate because it is not going to be as big a project. OTHER REPORTS: Spring Prairie 4 — We received a comment from a mailman that stated there is no central mailbox location. Spring Prairie 3 has a mail receptacle located on the south side of Treeline. A proposed area is shown for 4, but there is no room for a separate drive -up aisle or a pedestrian access sidewalk. Discussion was held. T. Jentz suggested it go 300 ft. south or 200 ft. west. Someone needs to contact Karen Blumenstein to get this installed. Sorensen will get back with Crowley on this. Aspen Group/Starling — T. Jentz will meet with them this morning to discuss viability for development. They have 140 acres at the north end of Section 35.
