05-25-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 25, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Keith Haskins, City Engineer Patrick Jentz, Engineer I Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: First American Title — 219 E. Center; new office building. We received a new submittal with the same general layout as before. They are under review in Public Works. This will be on the agenda for next week. KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). They are starting their demo site preparation. Public Works still has some comments waiting to be addressed. Their Amended Plat needs to be done before the Building Permit is issued. Harball is working with them on the Developer's Agreement. This is passed through Site Review pending resolution of these few items. Green Hyundai — 2955 Hwy 93 S; new auto dealerships. Public Works has given conditional approval on all three projects: Green Nissan, Green Hyundai, and the Retention Pond. Haskins is waiting for a fresh set of plans with the changes incorporated, including the concrete approach and the relocated pedestrian path to the east around the manhole. MDT is waiting for the final information on the path. They are waiting for their Municipal Exemption letter. This will be on the agenda for next week. 45 — 61h Ave W —just off of Center St called Distillery Square; convert existing space to retail. It is still rough -framed on the inside. This is in the B-3 rezone, which will resolve some of their parking issues once that zone change is approved. This will be on the agenda for next week. School District 5 — 2155 Airport Road near Merganser; new elementary school. Sorensen stated everything from a site perspective has been basically addressed. The current upgrade to the water will only serve the present projects that are going in near here (this elementary school, Lofts at Ashley, and Southside Estates). No building plans have been submitted yet. This is conditionally approved by Public Works. They extended the path to their far property line, they installed street lights that weren't on there before, and completed some minor modifications to their storm drain. This project is passed through Site Review with conditions. Florence Coffee Drive-Thru —The existing building will be used for storage and an office area. The committee is okay with this project. There is a property line where they will bind the two parcels together. Public Works has received updated utility plans. Their connection for the water service was moved to Kelly Road. They will need a concrete approach with no ramps on the sidewalk. This is passed through Site Review. Pinnacle Chiropractic — 105 Westview Park Place; new office building. The full set of plans has been received. This is under review in Public Works and Zoning. We have not received anything back yet on the billboard. They will have steps going down to Alpine Dental. Pedestrian access was discussed. The area is extremely sloped. This will be on the agenda for next week. Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. This was tabled at Architecture Review regarding the trim on the outside of the building. Public Works' comments went back to their engineer. Parker will check the Plumbing Code on the sewer requirements. T. Jentz questioned whether there will be two more garbage receptacles put in along with pedestrian access to the two shown receptacles. Haskins was questioning the sidewalk location. They will be installing street lights. The setback encroachments may not be measured properly. This will be on the agenda for next week. NEW BUSINESS: RDO Phase 2 (Phase 1 was only interior work) — They want to remodel the existing store. They are enclosing two areas. They are showing a new proposed bike path along the highway, with paving for the existing display area. This submittal was mainly for ARC. This will be on the agenda for next week. Torrent Technologies — 1935 — 3rd Ave E; loading dock (and interior remodel). Their plans are on the server. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Growth Policy — This went to a Work Session this past Monday and the City Council seemed agreeable to that, so it will be going to Council on June 5th. They will be having various hearings to get it actually adopted. 2 Rail Park — PUD is on the agenda for next month. OTHER REPORTS: Angled Parking on 5'h St W — Nygren asked if Public Works had decided on whether to allow the angled parking or not. They will be having a Work Session on the downtown Plan and they could talk about this if it looks possible. Also, the issue of yellow paint on Main Street was discussed. MDT will get with Josh Brinton from TSS and review the parking/yellow paint areas on Main Street to possibly allow for more parking spaces. Two Mile Drive Property — There are 33 acres off Two Mile (behind Teton Terrace), and 1/3 of it is in the Flood Plain. A developer may be developing this soon. Glacier Rail Park — Pre -bid meeting took place. This project is moving ahead. 4'h Street West — T. Jentz met with Trails West Bank to use this area as an access to cross the railroad tracks for a container site / storage area. Meeting on 3'd & 4th Avenues East transition — Haskins noted Public Works had a meeting last night that was well attended. Third Avenue East will be switched on June 1 st. The traffic data will be evaluated in a year to see if additional signage needs to be added. Fourth Avenue East will be switching to two-way on October 31st.
