05-18-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 18, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Chad Fincher, Parks & Rec. Director Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation; Dusty Lohof, Green Nissan; Margaret Davis, Resident; and Rory Young, Jackola Engineering. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Financial Drive — We had a request for release of bond for the 4-plex on Financial Drive. Sorensen and Fincher will go view the property. Public Works will also need to take a look at this. OLD BUSINESS: First American Title — 219 E. Center; new office building. Public Works just received new plans this morning. This will be on the agenda for next week. KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). Fincher is still waiting for payment for the trees. Parker is still working on his review. This will be on the agenda for next week. Green Nissan — We're close to issuing the Building Permit. We need the Certificate of Survey Number, the Latecomer's Fee, and Impact Fees. Haskins is working on the Impact Fee calculations. Glacier Bank is now in charge of the Latecomer's Agreement. Green Hyundai — 2955 Hwy 93 S; new auto dealerships. Tabler stated that Public Works issued a conditional approval on all three projects. Fincher noted they have five landscape islands with planting materials, but he is still not sure if they have the 5%. Freyholtz stated MDT is close to approval. They will need an encroachment permit with MDT for the landscaping path. This will be on the agenda for next week. 45 — 61h Ave W —just off of Center St called Distillery Square; convert existing space to retail. No responses have been received yet. This will be on the agenda for next week. School District 5 — 2155 Airport Road near Merganser; new elementary school. Sorensen received responses back that answered most of what he needed. Fincher has not received any new plans but hasn't checked the share drive either. Tabler just received their second submittal but hasn't reviewed them yet. Sorensen stated we resolved the playground area. The landscaping that would go up through the parking lot can be changed around later if needed. We just need something to start from. We will need counts and what they are proposing to make sure everything works. This will be on the agenda for next week. Florence Coffee Drive-Thru —The existing building will be used for storage and an office area. Fincher is okay with their Landscaping Plan. He will look further at the east boundary area. Public Works has 2 or 3 minor comments that Tabler will be sending out. MDT is okay with this project. Sorensen will ask them for a copy of the easement. Tabler stated they are proposing to route their water service through the boulevard, go up cross-country, and tie in to Pepsi's water. However, we require them to run it out and tie into the main out in Kelly Road. We also have a couple of minor comments on their approach. This will be on the agenda for next week. Pinnacle Chiropractic — 105 Westview Park Place; new office building. The full set of plans has been received. A report has been provided to Haskins this morning. Young stated that the light grade parking on the south side is actually a request from the adjacent property owner for additional parking. This may not go through because of cost. Tabler asked about the stormwater in regard to the additional parking. Young stated the stormwater and the little retaining wall is all designed for that additional parking. The Storm Drainage Report is fine as it is. If they don't take that alternative, we'll have less impervious area and everything will stay the same other than they won't build the additional parking. Impact fees were discussed. Sorensen asked about signage. Young will check back with them. This will be on the agenda for next week. Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. This went through Planning Board and City Council. There will be four different buildings that will be phased in. They made several changes through their CUP process. There is a landscape berm with landscaping and a fence on it. Public Works may want to look closely at that because the drainage easement may be affected by it. This is on the server. They will be starting at the north and working their way back. They will need to have all the infrastructure and paving in to make each building work. Their two access points will be on Teal and on Airport Rd. Tabler mentioned that Public Works will be sending out comments soon for their first review. This will be on the agenda for next week. Brendan House — 350 Conway; material receiving addition. They will be adjusting the handicapped parking. This project will not have any impact for landscaping or on Public Works. McIntosh told Tabler they might have a little bit of storm sewer that they may have to reroute, but it's not touching public utilities. They will need to finalize the Developer's Agreement and complete the parking analysis. This is passed through Site Review. 2 NEW BUSINESS: None. PLANNING OFFICE ITEMS: None. OTHER REPORTS: RDO - Phase 2 — Sorensen stated a partial submittal came in on this for Architecture Review. Southside Estates — Tabler noted that Public Works has given conditional approval on this project. Owl View Estates - condos — Public Works has received their second submittal.
