OLD BUSINESS:
First American Title — 219 E. Center; new office building. Hafferman told Sorensen that plans will
be coming in soon. This will be on the agenda for next week.
KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). McIntosh will be
sending Haskins some information on parking. He will have a project summary showing the parking
and which ones are in the core area and which ones are not. Haskins is waiting for comments to
come back. They are limited to an inlet and water meter pit. This will be on the agenda for next
week.
Green Nissan/Green Hyundai — 2915/295 Hwy 93 S; new auto dealerships. Under review right
now by Public Works. They submitted civil drawings, but we didn't get anything on the Building
Department side coming in from Sorensen's comments. The Developer's Agreement is not
completed yet, either. Sorensen spoke with Harball yesterday and it sounded like there was still
maybe some signatures or something, but we don't have the final go ahead from him on that. Haskins
stated the resubmittal is under review right now. The difficult thing about this one is that there are
three different designs that we're looking through and on the stormwater side, the Gardener
Retention Pond is what two lots are using for their stormwater. The Hyundai site has the Water
Quality Treatment for the Green Nissan, so they're all interlinked and we have to review them
together. The Green Nissan looks like it's actually fairly close, so we'll probably be able to issue an
approval contingent upon some items to be fixed. On the retention pond, there's a couple of

clarifications Haskins needs to get from Justin. We did have a question on the approach coming off
of 93. Our City Standard requires that to be a concrete approach, but it's in the Highway ROW.
Haskins didn't know what MDT's thoughts were on that. Freyholtz stated they are okay with either
paved or concrete. Haskins also asked about the car dealership off of the Lower Valley Road where
that approach is shown at a 4% cross -slope, and you will be using a lowboy design vehicle for your
approaches. He isn't sure if that is going to work. Henshaw stated that Ahmann looked at that slope
and ran the numbers to make sure it works. Haskins stated that the other comments we have are
going to be fairly limited to the asphalt for the pathways shown at 2" and our standard requires 3".
They're showing 4" of base and our standard requires 8" for the path, so it's just little things like that
that can be contingent items. Sorensen stated that based on that, we could probably move it through
Site Review but it would be contingent on their review and receiving the plans so he can review his
portion. We will also need the Developer's Agreement to be finalized, which is in progress. We can
move it through Site Review, but no Building Permits or anything until all is resolved. Green
Hyundai will be on the agenda for next week.
45 — 6th Ave W —just off of Center St called Distillery Square; convert existing space to retail. No
responses have been received yet. This will be on the agenda for next week.
Ford Dealership — Amended PUD. Their Developer's Agreement is not finished yet. A condition
will be attached that there be a temporary access for fire before the combustibles are on site. Nygren
just received the layout for the Plat for the entire site. He will send it out to everyone for comments.
The Final Plat application should be coming in soon. Comments on Ford from Public Works just
came back yesterday. Haskins stated their second review has not been completed yet, but are close to
issuing a conditional approval on the overall Town Center and on Ford. Herbst stated Fire, Building,
and Parks have all stated they are good with the Ford project. Public Works notified him that there
are three comments related to the plate details for the three entrances on the site. Those were
resubmitted on Monday. The e-mail indicated that that would not hold up permitting. Haskins stated
Zack Graham is working on a P & P Bond for the SIA. The upsize will be approved today and the
City will pay the difference. Herbst will follow-up on the Developer's Agreement. Ford is passed
through Site Review with conditions.
School District 5 — 2155 Airport Road near Merganser; new elementary school. Getting comments
back fairly soon. Public Works is not done with their review. The parent drop-off area was
discussed. This will be on the agenda for next week.
Florence Coffee Drive-Thru —The existing building will be used for storage and an office area.
Their plans are on the server. Public Works and Parks have not completed their reviews yet. They
need to submit the Public Works' checklists, Engineering Reports, and submittal fee. Haskins stated
that if it's just services, we may not need to review it. He will look at the electronic version and see.
This will be on the agenda for next week.
Pinnacle Chiropractic — 105 Westview Park Place; new office building. This went through ARC.
Their full submittal has not come in yet. This will be on the agenda for next week.

NEW BUSINESS:
Lofts at Ashley — 2050 Airport Road near Teal; new apartments. These are apartments which
include a component that looks like townhomes. They need to go through ARC. Some of the
neighbors plan to attend. Hydrant locations are fine. Haskins noted they will need to upsize the main
in Airport Road and connect up to Teal Drive. We will have a dead-end line that comes into their site
with a couple of fire hydrants on that. Their fire flows are contingent upon the upgrade. They will
need a 5' sidewalk on Airport Road. This will be on the agenda for next week.
Brendan House — 350 Conway; material receiving addition. McIntosh explained this building will go
from the existing overhead door to the SE. They will cut out existing asphalt and take out some of
the landscaping. This storage building will be used for about an 8-month period for materials for the
hospital, and then it will revert back to Brendan House. They will be adding a bike rack off the
existing sidewalk. There will be some cutting and patching, and putting some irrigation lines back
together. McIntosh will submit some numbers to Sorensen. He asked about The Developer's
Agreement for the PUD for the hospital. T. Jentz and Sorensen will follow-up with Harball on it.

PLANNING OFFICE ITEMS:
Davison Multi -Family Project - on Meridian Court. This was passed through Planning Board. The
alleyway from the south end of 2nd Street will be required in the 4th building phase.
Westview, School Meeting Halls, Northland Phase 5, and the 4-acre annexation off Sunnyside
all passed through Planning Board.
OTHER REPORTS:
J-2 Office Products — There is some talk about phasing this in and not doing the building part right
away. McIntosh sent this in where they might do some of their service vehicle parking on the pad for
the building. Everything else would be developed as previously agreed. McIntosh stated they will
maintain the same drainage pattern, so since the building was flat, they will adjust the grades to pick
that up a little bit. The water quality flow is half of what the CBS unit can do. They will have to look
into it. The owner needs more parking. They will be putting in the utilities in case they decide to
build the building. There are some trees and some plants that will be installed the same. They will
update their drawings. They will be widening the sidewalk up against the building to provide a place
for an employee picnic table.
Fairgrounds — preliminary comment on new restroom facilities and ADA work at grandstands. They
are bringing these up to ADA Standards. Wallace stated there are three components to the project.
They are putting in a ramp, stairway, and new roof for the grandstand. On the building to the left,
they are replacing the existing two bathroom buildings and some food court elements they are
combining into one building, and then a couple of food courts off the north side. They will be getting

some more green space back. They will be missing all the utilities but for a small telephone line on
the south side that they will have to relocate. They will be putting in a grease intercept trap between
the grandstand building and the new building for the two food courts. The fixtures counts will be the
same. They are planning on having two unisex bathrooms on the south end winterized, to be used for
winter use. The rest of the building can be turned off during the winter. The third building is
replacing some showers and bathrooms. They will be tying into existing water and sewer. They will
be running gas from a location further south along the road. The bids will be going out in June and
then begin the projects after the fair. Fire requires hoods for all of their food courts if they are doing
fried food. The food booths are responsible for getting the hood if they need one.
Stampede Packing — Nygren stated that Ashley Creek underneath the bypass sits and swirls, and
smells awful. He thought it may be due to Stampede. They will begin their construction at the end of
June. They are being fined by DEQ so they have to connect, but DEQ is giving them a break since
they have been working with the City. Haskins mentioned that we haven't come to an agreement on
their outflow strengths. They will have to pay a wet industry impact fee, which, when we calculated
it based on our sample that has been done, it was really high. So they wanted to do more sampling.
T. Jentz mentioned that they said they don't do any live slaughtering but bring in prepped meat and
process it.
Rail Park PUD Meeting — T. Jentz — Had our preliminary PUD workshop, so we are talking about
the reduction in paving, height signage modifications, fencing, etc. There is also an on -going
discussion of the future of the main road through the Industrial Park. The Preliminary Plat showed it
as a private road. There had been discussion at the workshop on what that should be built like and
the benefits of keeping it a private road versus becoming a City street. There is still some struggle
with this. It's either a major arterial that connects a shortcut between Whitefish Stage and over by
the old Wal-Mart, or design it as a Rail Industrial Park. We can't do both. The arterial would be
expensive. The private road would be only for heavy industrial traffic and not a through cut-off. It
could possibly be gated. The Rail Park is out to bid right now. The bid closes June 19 for the Rail
improvements. Cenex will be going out to bid for their grain elevator designs. So construction
should start at the end of July for the Rail Park, and the beginning of August for Cenex. Both to
proceed only if we can get our environmental clearance from the Federal Rail Administration.
Kalispell North Town Center — Nygren will send Sorensen the Plat for this project.
Trail on Four Mile — Freyholtz received a call regarding this path. T. Jentz noted that we have
received a grant to put in infrastructure, and it wasn't specifically addressing that trail but Kidsports
gave a verbal commitment that they would be doing that. So that could be as soon as 18 months.
