Todd Berg ProjectMEMO January 21, 2007 TO: City Attorney City Manager FM: Airport M SUBJ: Construction and Lease documents for Todd Berg Project at City Airport 1. After discussions with Mr. Berg today, we have determined that the praJect will require three separate documents: a. A Developmental Agreement specifying what the City of Kalispell will do to prepare the site for development in regards to utilities and infrastructure. Included in this agreement will be the requirement of the City of Kalispell to bring the site to grade and specify ghat areas will be asphalted by the City to extend the taxiways to the project. This agreement will be based on a Site Plan to be submitted by Mr. Berg. b. A Memorandum of Und,erstanto specify when the Lease will take affects and when Mr. Berg will be required to make his first lease payments. The project at 150% of the building footprint, plus some additional parking spaces is projected to be approximately 50,000 square feet. c. An 06ginal Lease for the tract of land. This lease will need to have a 30 year term with two 10 year extensions. The project is estimated to cost front $1.7 to $2.0 million to construct and will need some financing through a local financial institution. It appears the long term lease we gave the Milton project became public knowledge and set a new standard. 2. Mr. Berg is working with Peccia & Associates to draft a Master Plan for the proposed building site and will present it to the City as soon as it is done. There are some concerns I have about clearances for moving aircraft and clearances from other proposed structures on our ALP. This Master Plan will also give us an idea of how much asphalt we will have to lay to extend the current taxiways to the property. I have already suggested some changes to the entrances of at least two hangars to avoid tight spots.
