Director Patrick Jentz, Engineer I Jarod Nygren, Senior Planner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation; Justin Ahmann, APEC Engineering; Dusty Lohof, Green Nissan; Karl Henshaw, Jackola Engineering; and Brent Campbell, WGM Engineering. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: First American Title — 219 E. Center; new office building. Hafferman told Sorensen that plans will be coming in soon. This will be on the agenda for next week. KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). No resubmittal back from them yet on Public Works comments. Preliminary plans on Brendan House Addition will be coming in soon. This will be on the agenda for next week. Immanuel Lutheran — 20 Claremont; Phase 2 of the expansion of the existing retirement community. City Attorney Harball has the draft bike path agreement. This project is passed through Site Review with the condition that final approval regarding the agreement comes from the City Attorney's office. No Building Permit will be issued until the agreement is approved. Green Nissan/Green Hyundai — 2915/295 Hwy 93 S; new auto dealerships. They are working with the City Attorney on the Developer's Agreement. Sorensen sent out some comments to Marc Liechti with APEC. Ahmann is waiting for comments on the pond before resubmitting. Public Works comments went out for Green Nissan, and their pond comments should be going out today. Nygren signed off on the Plat at the Plat Room, which included the ROW dedication to the City on the northern end of the parcel along Lower Valley with the boundary line adjustment. Henshaw stated there will be 68 feet between the two buildings. That should be fine with fire/building code requirements. Fire is okay with these projects. Fincher sent comments but has not had any responses. Building needs something showing the property lines. Nygren stated the 509 County process will take another week. This will be on the agenda for next week. 45 — 61h Ave W —just off of Center St called Distillery Square; convert existing space to retail. No responses have been received yet. This will be on the agenda for next week. Ford Dealership — Amended PUD. Public Works has comments going out today. Fincher is waiting for another update. Dedman is waiting for a model flow rate. Tabler has addressing completed for this whole project. Public Works had a conference call with the engineer yesterday morning. Comments have been sent out and once they send us the changes to the sheets, we should be at a contingent approval. Site Review could be ready to approve this next week. Freyholtz stated MDT is still waiting for approval on the Traffic Impact Study. This will be on the agenda for next week. School District 5 — 2155 Airport Road near Merganser; new elementary school. Sorensen sent out comments last week. Fincher needs to have the placeholders for the playground and the green space, along with a planting legend to review. The utility portion in the ROW is contingently approved by Public Works. Tabler stated that if the Lofts at Ashley doesn't go through and make that water looping connection, then the School District will have to make up the difference in their fire flow deficiencies without that connection being made. For their site, we will be sending comments out, but the bulk of our comments were in regard to the utilities. Sorensen is concerned about the 5-foot berms they are showing on their Landscape Plan as they may cause some site distance issues for walking/biking children. This will be on the agenda for next week. Florence Coffee Drive-Thru —The existing building will be used for storage and an office area. Their plans are on the server. Public Works and Parks have not completed their reviews yet. They need to submit the Public Works' checklists, Engineering Reports, and submittal fee. MDT will be issuing an Encroachment Permit for their work in the ROW. This will be on the agenda for next week. Pinnacle Chiropractic — 105 Westview Park Place; new office building. No comments so far. Tabler stated Public Works will be sending comments soon. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: April Submittals — Nygren stated all the items on the agenda were passed, including Casa Mexico Accessory Casino, Northwest Automotive Auto Repair, Treeline Center, and the process resolution for the Stillwater Bend project for 56 acres up across from Kalispell North Town Center. A Text Amendment to allow private schools within the B-1 zone was also approved. This pertained to Sterling West School. Some paving was discussed. 2 May Submittals - we will have Owl View and Davison on Meridian Court. Nygren asked for any last minute comments to be sent to him. OTHER REPORTS: Old Crowley -Fleck Building behind Ciao — 431 - 1st Ave W — WGM is moving into this building tomorrow. Flathead Valley Brokers and KRMC data entry people will also be sharing space in the building. Campbell presented their proposal to have angled parking along 5th St W. Nygren stated this would be a good change for downtown. With the 66-foot ROW, there is room for angled parking on one side and parallel parking on the other side. Third St W would also be a good street for this sort of change. Their proposed parking would provide 11 spaces total, with either an 18- or 19-foot wide deep diagonal parking depth. Dimensions would match those in the zoning ordinance. This can be accomplished with just striping changes. Campbell also suggested that we consider 8- hour parking there. The Kalispell Parking Commission would need to approve this, and they may require parking permits in this area. The City Council will also need to approve this. The existing sidewalk is 6+ feet. Discussion was held. Nygren noted this is something in the Downtown Plan that hasn't been adopted yet. Campbell stated the owner will be putting in window wells eventually, which could create an opportunity to redo the sidewalk there. Nygren stated we will begin to look into doing this downtown.
