HEAR THE PUBLIC:
Margaret Davis — Homeowner at 160 Charlotte. She spoke regarding Immanuel Lutheran and their
next phase in relationship to their CUP from 2015. She has concerns about possible bulb outs on
Claremont that the applicant had asked for. Also, clarification of what happens down on the corner
of Mission and Crestline at the south end of the assisted living. That parking lot is now developed.
Mission cannot be used by trucks, but judging where the loading dock and the semis come is right in
the middle of their property. She understands that they have to come around the property and come
out on Claremont and cannot use access or leave via Mission Street. The applicant also proposed
redoing Claremont Street to change the corner where it meets Crestline. I think probably Planning
and Public Works ought to revisit that and clarify that traffic patterns, because this parking lot is now
being used, should be established early and appropriate signage should be installed before the project
goes under construction.
PERFORMANCE BOND REMINDERS:
Herberger's — We will probably need a bond for this project. They have not completed all of their
site work, including paving and landscaping. They are requesting their C of O. Fincher will contact
them. T. Jentz is meeting with them today at 4 p.m.
OLD BUSINESS:
First American Title — 219 E. Center; new office building. Hafferman told Sorensen that plans will
be coming in next week. They had sanitary sewer capacity and drainage issues to work out. This will
be on the agenda for next week.
KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). No resubmittal back
from them yet. Fincher is still waiting for payment for the trees that were removed. They are close to
having the parking template with the spreadsheet that would get submitted with it. This will be on the
agenda for next week.
Immanuel Lutheran — 20 Claremont; Phase 2 of the expansion of the existing retirement
community. The bike path agreement is progressing. Nygren received it yesterday and will make a
few changes and then get it to City Attorney Harball to review. Harball will put the MOU together
for the $10,149.75. Parker in Building started his review of Phase 2 yesterday. Tabler stated Public
Works has some correspondence going out to them regarding Phase 3 as far as their requirement for
the grease interceptor.
Green Nissan/Green Hyundai — 2915/295 Hwy 93 S; new auto dealerships. Jackola Engineering is
doing the building. Comments on the building have been answered but questions on the site have not
been answered. There were some concerns about being able to do some of the more regional
stormwater setup that they would need some coordination with Gardeners on in order to do it the
way it was contemplated. Their stormwater system is currently under review. They also need to
work on the Final Developer's Agreement with Charlie. Hyundai will have the same issues. This did
go through ARC. There will be no access to the east. This will be on the agenda for next week.
Ford Dealership — Amended PUD. Public Works has comments going out soon. Tabler spoke with
the engineer about trying to memorialize the 80% impervious surface for these lots. They had
suggested adding them to the final plat for the overall subdivision. We are trying to decide the best
place to put their stormwater. Ford is coming in at 93% impervious. Jentz doesn't think you would
do this at the final plat. It's their issue, but we would need to track it. Nygren suggested we put a
basic stormwater requirement note to refer to it. Ford may get a 25-year lease for this lot to begin
building their project that would go away at final plat. There was a meeting on the traffic light at
Hwy 93 and Rose Crossing that was briefly discussed. This will be on the agenda for next week.
45 — 61h Ave W — just off of Center St called Distillery Square; convert existing space to retail.
Nothing new. This will be on the agenda for next week.
School District 5 — 2155 Airport Road near Merganser; new elementary school. Tabler sent out
comments for their site package. Tabler, Dedman, and McConkey will discuss fire flows after this
meeting. Jentz met with owners last Tuesday. We have a layout for the timing on their building
permits. It will be a tight phase -in. They will need to establish a school zone on Airport Road with
MDT. McConkey received a draft of the Traffic Impact Study yesterday, and he will forward it to the
City. They are looking for names for the road just north of the school. Zoning will get comments out
today. A sliver of land, in order to keep the road straight, will be dedicated. Circulation for the drop-
off area was discussed. Details of the plantings will need to be provided. This will be on the agenda
for next week.

NW Automotive — 20 — 2nd St E; convert to auto repair. This went through ARC. The CUP is
going to Council on Monday. Parking spaces are short but grandfathered in. They may need to make
room for a handicapped parking space. The landscape boulevard and sidewalk replacement condition
in the CUP is that they would have it installed by Sept. 1. If they are opening up by June 15,
however, they will need to have it installed by then or bonded for. This is passed through Site
Review.
Florence Coffee Drive-Thru — Their drawings came in earlier in the week. The existing building will
be used for storage and an office area. Their plans are on the shared drive. MDT is good with this
project. This will be on the agenda for next week.
NEW BUSINESS:
Pinnacle Chiropractic — 105 Westview Park Place; new office building. This is on here for ARC.
They will be putting in an additional building next to their present location. They may be putting in
additional parking. This will be on the agenda for next week.
PLANNING OFFICE ITEMS:
May 51e Submittals
Northland Subdivision — They will be submitting for Final Plat for Phase 5. Fire will not require a
temporary hammerhead for this project, but the Garbage Division may require it. Utilities and
driveways could be dealt with by putting an alley requirement in there, as there is no room for snow.
They will need an additional bike path connection. We may need another road or ROW going into
the MDT property. Nygren will need general comments from our committee in the next seven days.
OTHER REPORTS:
Beehive II — memory care facility. Frasier stated they are extending one building further down on
their project. There is an existing parking lot. They presently have an existing gravel hammerhead
for fire. They will have another gravel hammerhead further down. They put in a hydrant, extend the
8" main to the end of the property and put a blow -off hydrant there. This works with how the
approved layout was done before. This will need to go through ARC. This will have the same
number of units as last time, which is 19 units. They will be adding another office, which wasn't part
of the CUP.
Bloomstone — The NE corner will have some new development with a new Preliminary Plat coming
in for townhouses. They are also looking at property against the bypass just south of Mountain Villa
Apts. for more multi -family units for Dr. Weber. He is also building immediately east across the
street from Mountain Villa Apts. This would be within the PUD as leased for multi -family and
townhouses.
