A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD ON MONDAY, APRIL
10, 2017, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA.
MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM ATKINSON, SANDY
CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD
KUNTZ, AND WAYNE SAVERUD WERE PRESENT.
Also present: City Manager Doug Russell, Finance Director Rick Wills, Parks Director Chad Fincher,
Parks Administrator Lisa Simmer, Public Works Director Susie Turner, and Budget Resource Manager
Terri Loudermilk.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Forestry Assessment Review
Russell gave a brief introduction about the budgets and turned the discussion over to Fincher.
Fincher presented a PowerPoint regarding the Forestry assessments and answered questions.
There was discussion regarding removing the "vacant land" caps.
There was further discussion.
Fincher noted that staff is looking for direction and they would like to get back to a higher level of
service.
Public Comment
Terry Richmond, 1136 2nd Avenue East, said he is a member of the Tree Board. He noted that trees are
quite a bargain and suggested raising the average lot price annually in order to take care of the trees. He
said that vacant lots also enjoy the increased benefits from the urban forest and encouraged a budget
increase for Forestry.
Marcus Grail, 427 4th Avenue East, remarked that the city and trees are in a difficult situation, and
thanked council for their forthright vision.
Eugene Thomas, 733 3rd Avenue East, commented that nothing in the budget showed storm damage
coverage and questioned whether it came out of the General fund or the Parks budget. Wills answered it
comes out of the Parks budget.
Dave Jones, 260 Dairy Drive, Tree Board member, remarked he appreciates any help from council in
slowing down the decline of trees in town. He said the dynamics of trees change over time and he urged

council to keep the urban forest healthy.
2. Stormwater Assessment Review
Russell introduced the topic and gave a brief overview.
Turner presented a detailed PowerPoint presentation regarding the MS4 Permit, the Stormwater
Assessment, and the Stormwater Impact Fee Review, all of which are interconnected.
Turner explained the MS4 permit is regulated by the DEQ at the Maximum Extent Practicable and
described the Best Management Practices.
Turner described the special conditions regarding surface waters and Total Maximum Daily Loads
(TMDLs) monitoring.
Russell and Turner answered questions.
There was discussion and council thanked Turner for the thorough presentation.
Public Comment
Mark Campbell, Manager of the Flathead County Fairgrounds, gave commendations to the staff for the
presentation of information. He commented that there has been a 47% increase in the assessments the
Fairgrounds pays in the past six (6) years and assessments have a major impact on business people and
the county.
CITY MANAGER/COUNCIL/MAYOR REPORTS
Russell informed council that budget meetings are tentatively set for May 8, 9 and 10, with the 1 Oth being
the BID budget.
There was discussion regarding the timing of the BID appointments.
Mayor Johnson remarked he will be attending the 911 meeting on Wednesday, April 12.
