OLD BUSINESS:
First American Title — 219 E. Center; new office building. Nothing new.
KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off
the north of the existing building, right near the Women's/Children's Clinic. Public Works will be
sending out comments, and this has gone through ARC. Each permit that comes in will have a
separate parking analysis as part of the PUD. Haskins noted the two main issues with Public Works
are some drainage issues at the intersection with Sunnyview. It wouldn't be captured; it would just
go around the corner. They have an existing inlet that could be relocated. Also, there's a perforated
pipe that connects between manholes on the storm sewer, and it would be within the required setback.
They moved their trees onto their property because of the site vision around the corner. There were
a few issues with how that was completed. Their mobile MRI Unit will have landscape screening
added. This will be on the agenda for next week.
Immanuel Lutheran — 20 Claremont; Phase 2 of the expansion of existing retirement community.
We talked about having a path go along through some parking spaces because that is the level pad.
They have decided not to have the path go across the parking spaces. They would like to bring the
path around the spaces, and have committed $10,500 to grade a pad out, put a retaining wall in and a
railing equivalent to what a flat pad site would be. Fincher is looking at going out for a planning
grant from MDT trail funds. T. Jentz suggested we have a consultant come in and figure out where
we can actually build and not build. We do need to get some significant design plans in here,
including how to get it over to West Wyoming. There needs to be an agreement drawn up between

the City and Immanuel Lutheran. Sorensen, Nygren, Fincher and T. Jentz will get together to work
on this agreement. This will be on the agenda for next week.
Spring Prairie 4 (mini -anchor) — Old Reserve/Hwy 93 N; new retail. The anchors north of Hobby
Lobby. Only the north area for one of the retailers went through ARC. We will be getting updated
drawings tomorrow. They are still figuring out who the other tenant will be. We asked Blumenstein
about landscaping across the front. She was reluctant to do so because of irrigation, etc. Because we
don't have a sidewalk system in here right now, this would serve a purpose until that is developed.
Screening was discussed. We talked about another building going in for Harbor Freight that will be a
24,000 sq. ft. building. This will be on the agenda for next week.
Green Nissan — We are waiting for comments to come back. Bob Abalon is the one doing the
Traffic Study. The PUD asks for a Traffic Analysis for the entire 55 acres. Sorensen mentioned the
PUD would require a study to see if a Regional Lift Station would be necessary. Since the South
Kalispell Facility Plan was updated, the Regional Lift Station is no longer required. The extra lot that
is further down will need to have access after the boundary line adjustment is made. They could
provide an easement to the existing access. We need an overall plan for this area. The north/south
road would be a collector. This will be on the agenda for next week.
7 Main Street — change of use to ballet studio; adding shed roof over alley entryway. It should be
140' from the front sidewalk and 10' over from the middle of the alley. We need a site plan for the
shed roof over the doorway. This will be on the agenda for next week.
91 Financial Dr — 4-plex; revision to plans for driveway. This is tied to their C of O. There is a
question about the Century Link building located next to their project. They were going to pave
around it, but ran into problems with a great deal of fiber optics. They could pave it, but can't go
down more than 2" and can't compact it. Discussion was held and it was agreed that they should just
leave it as gravel.
45 — 61h Ave W —just off of Center St called Distillery Square; convert existing space to retail. They
want to wall some areas off and create some more retail spaces. When we gave them approvals to do
work previously, they were supposed to establish more parking in the back and close some things off.
No Landscaping Plan was ever submitted. They never completed the improvements and never
received their C of O. Some of the issues are life safety issues. Extensive discussion was held
regarding what we should require. This will be on the agenda for next week.
NEW BUSINESS:
Ford Dealership — Amended PUD. Freyholtz noted that MDT has many comments going back to
them on their Traffic Impact Study. They will not be striping the display parking area. Their
approach was discussed. Ford wants the pad ready and available to go vertical by May 15th. They
may not get their MDT approvals until mid -June or July. They could get a temporary access from

MDT during the review process, but the City wants to be able to get this Final Platted. MDT has
approved the intersection. Ford is hoping to open by Thanksgiving.
School District 5 — 2155 Airport Road near Merganser; new elementary school. Their Project Time
Table was viewed. Their deadline to have children attending this facility is August, 2018. There
could be a middle school on the southern half of the site in the future. We are waiting for full Site
Review plans. They have submitted utility and roadway plans to Public Works. The utility bid opens
next week, just for the ROW utilities to support the facility according to McConkey. Sidewalk/bike
path was discussed. Public Works is waiting for their resubmittal. Their site construction contract
award is set for May 8th. They are hoping to have the contractor start a couple weeks after that per
Heinecke. They are hoping to begin their foundation work July 1st. McConkey noted that utility
construction is a 50 day project, scheduled to begin around the 1st of May. They will need to get Site
Review and ARC completed before they begin the site work. ARC is set for the 1 lth. The Traffic
Study will follow about a week behind the submittal per McConkey. Heinecke stated that the School
District has not determined the district for this school yet. There is a 10' asphalt path along the Hwy
93 bypass. Nygren asked about a pedestrian crossing at Merganser. Sidewalk extension was
discussed. T. Jentz noted that Roundup for Safety could help with $10,000. Sidewalk could go north
instead of south, serving what's already there. Show crossing at intersection with sidewalk down the
east side. This will be on the agenda for next week.
Glacier Town Center — PUD Amendment requested with the following changes were reviewed. 91.
Raise building heights to 35 feet. 92. Signs. Take out one of the tall pylon signs and make it the 20
foot Ford sign; there will be a boulder wall (like Silverbrook's) that would say "Kalispell North Town
Center" on the rock face; and they will keep the common monument sign. 3. Timing of the building
permit. They would like to get their Building Permit prior to Final Plat. And 94. Vehicle display and
storage areas parking can be 19 feet rather than 20 feet. Also looked at changing the name to
Kalispell North Town Center. The committee deemed all these changes to be minor, and are passed
through Site Review.
PLANNING OFFICE ITEMS:
Casa Mexico — They are planning a 2,000+ sq. ft. addition to the back of their location for a
bar/lounge and accessory casino. This is a separate building/separate entrance from the restaurant
itself. The Casino requires the CUP. There is a sewer line in the alley. The plat names this as a
public alley. Their pavement will be considered redevelopment. They will need to have a Stormwater
Plan.
Northland Subdivision — They will be submitting for Final Plat for the May Planning Board meeting.
They will need to extend services plus an easement. They do not want to put in a second access.
Discussion was held regarding roads and access.

OTHER REPORTS:
Three Mile Drive near Farm to Market — 120 acres. It has various easements. It has 11/4 miles of
County road. They plan on coming in with development in phases. T. Jentz had an early discussion
with them. There are many issues to be worked out. The West Side Interceptor was discussed as to
how it might pertain to this project area.
