OLD BUSINESS:

Fun Beverage — Old School Station — Nothing new.
Town Pump — 2910 Hwy. 93 S; casino addition to convenience store — They have not yet
responded to review comments. MDOT would require a study in order to put the bike path in
the ROW, which could cause a problem because there is no place to put the path on the
property without a significant negative impact on the site design.
Courthouse East — 723 — 5th Avenue East; remodel existing building into office/apartment
use; proposed new coffee shop — They still have a parking issue, and will need to redesign per
the PUD to provide for a 5 ft landscape buffer along the parking lot and provide for the
number of parking spaces required.
NEW BUSINESS:
None.
PLANNING OFFICE ITEMS:
The Hilton — PUD application; DEQ may have a requirement that there be no building within
a 100 ft radius of the well, which could create a major issue. Storm drainage will go out to
the system in the highway. The casino entrance facing the highway may not be a good idea
given the issues surrounding the casino use. Peccia has calculated the airport height limits —
was it based on the existing runway or the proposed realignment? Some discussion relating to
traffic circulation and general fire code issues. The pool feature in the ROW may be an issue
in that it could block the sidewalk, and will need MDOT or Council approval because it is in
the ROW. Some discussion regarding potential use of TIF funds. The projected effective
date of the PUD would be early June, which may conflict with their written desire to begin
construction in May. We will need to schedule the proposal for the April 11 Architectural
Review Committee meeting.
Hope Pregnancy Center — — CUP; no new comments
Casino Text Amendment — Discussion re: background of the 300 ft requirement and the
evolution of casinos under the zoning ordinance
OTHER REPORTS:
New Subdivision/Three Mile Drive -- general comments re: street/lot layout
Private Alleys -- discussion relating to benefits and potential pitfalls of private vs. public
alleys
Stratford Subdivision — issue has arisen regarding maintenance of and access to common
area, particularly because the area serves as drainage
Leisure Drive — problems with the roadway; portions are being redone
Meridian Road — will be closed for 3-4 months between 3 Mile Dr and Husky; discussion
about impact on fair
Fire Department — Brent had compliments for their fire inspectors and discussed their efforts
to reduce their ISO rating. The open house at the new fire station was a success.
