OLD BUSINESS:
Fun Beverage — Concerns about the radius with the circular driveway were discussed. We
will ask them to add an additional two feet to the current proposed radius. Brent will take a
look at the project for fire access. PJ went down the list of requirements. Parking has not
been adjusted. We are okay with the staging area in the front. This is moved through with
the conditions of Fire and Parks approval, the additional two feet on the radius, and the
parking adjustments.
Town Pump — Nothing new.
Courthouse East — 723 — 5th Ave E; remodel existing building into office/apartment use;
proposed new coffee shop — some committee members had a tour of the property. They will
be sprinklering the building. The parking has been established to be 124 spaces. The 5'
landscape buffer is still problematic. Modify Developer's Agreement and allow the 5'
sidewalk off the property and then include it in the buffer. Public Works and Parks are okay
with the plan. The islands were made larger. They have some dry wells for drainage. They
will have medium sized trees instead of large tress. There will be holding tanks to use
drainage water for irrigation. Grade elevations have been calculated. Public Works will give
them credit for what's there. PJ read the PUD conditions. They will need to get a dust
control permit before construction begins. Sidewalks will need to be to city standards. The
Lighting Plan still needs to be worked on. The Sign Plan is separate. The final draft of the
Development Agreement is coming from the City Attorney's office. Bonding for the
proposed infrastructure and improvements will need to be paid before the permit is issued.
This will be drafted into the Developer's Agreement.
Scotty's — 2245 Hwy. 93 S —Jeff Goudreau- They have adjusted their Lighting Plan. Both
parties have signed the lease with MDOT and it is being recorded in Helena. Their parking
and loading zone was discussed regarding possible fire access problems. They will work on
adjusting the loading zone. Parks needs to know the tree species they will be using in their
landscaping. They will work with Parks on this. They have four floating spaces that the
committee asked they take out and have perpendicular spaces or some other alternative (Jeff
will discuss option with the owner). This is approved with the conditions listed above.
NEW BUSINESS:
City Shops — 1400 — I't Ave W; garage/shop addition to existing building at City Shop
complex. Architectural Review met regarding this on Tuesday. They approved the building
but not the full Site Plan. They would like the City to do landscaping in the boulevard along
First Avenue West. Subject to fire flow issues and the landscape boulevard, this is approved
through Site Review. Public Works and Fire will need to meet on this.
PLANNING OFFICE ITEMS:
Holiday Inn Express — West of Lowe's , Kent Clausen - temporary gravel turn -around.
They will continue the road, and extend water and sewer to the end. Fire will need access
around the back of the building. They will also need hydrants, but they cannot be put in the
BPA easement. The building will probably need to be sprinklered. We are just looking at the
subdivision part of this now. Five foot buffer off the front property line which may affect
some of the parking. Add a 5' landscape buffer between the sidewalk and the parking spaces.
Check with PUD for buffer standards. There are responsibilities for the improvement of the
road according to their agreement.
Cottage Community — On Three Mile Drive — Brian Long — We had requested more
connectivity with the crosswalks. Base flood elevations — would like to bypass the full study.
They will need a 20' bike path. There will be central access for all pods, they want internal
access not connected to the City streets. There will be a community park only. Access and
street addressing will need to be coordinated with Fire. The parking that backs into the street
or alley will not be allowed. There was concern over whether privately owned streets can be
policed by a homeowner's association for parking offenses, etc. Undelineated flood plan, it
will be necessary to do a full flood study. They do not want to do curbing. Discussion was
held regarding the appropriateness of putting in cottage units at this location. They will get
together with Sean when the developers are back in town. Design standards are still
necessary even with private roads.
Gardner RV Center — LeVar and Todd Gardner — industrial commercial complex. Access
off of highway with gravel road. Would like a road to connect to Lower Valley Road. They
are moving the auction facility somewhere else and will have a larger RV center. Would like
to annex into the City. They will need a lift station in there. Streets will need to be built to
City standards. They will need to install hydrants. They will have a frontage road, but will
still need access to Highway 93. The bypass was discussed. They will need proper
addressing. Sidewalks with 5' boulevards and curbs will be required. Latecomers agreement
on the water and sewer. They could have their own late comer's fees on their end lots.
