Performance Bond Reminders: Public Works will be notifying Tim Birk about the requirement of
sidewalks at the Three Mile Drive Subdivision and the Muskrat Slough Subdivision.
OLD BUSINESS:
Town Pump — 2910 Hwy 93 S; casino addition to convenience store — Their architect and
their construction manager are trying to convince the owners to sprinkler the whole building..
Courthouse East — 723 — 5th Ave E; remodel existing building into office/apartment use;
proposed new coffee shop. Plans have some building, landscaping, and drainage changes.
There are some problems with their lighting plans. Susie will need the calculations and the
drainage plans to review. Estimates for bonding have been dropped off but need something
signed from their contractor for Public Works. We're not sure where Parks is with this.
Public Works will look at the drainage. We are getting closer on this. They will need to
sprinkler the whole building.
VFW — 330 — I't Ave W (old bowling alley site) — new VFW hall — There were questions last
week on the landscaping. Nothing new back from them. There is a 12' access for one-way
with angled parking, which meets the standards and fire is not looking for anything more than
that. This is passed through Site Review.
Kidsports — Champion Way; new concession building — The Fire Department needs a hydrant
near the Babe Ruth Field building that is going in now. No one knows where the new
proposed building is going in.
Crevier's School of Cosmetology — 134 — Igt St W; addition — They understand they have a
parking issue there. They may buy a parcel off site for parking or they may wait until the
Council decides if they will allow cash in lieu of parking for downtown.
Woodland Clinic — 610 -7th St E; addition to non -conforming doctor's office — They need to
get their Administrative CUP in. They will need to take out the property lines to make it as
one property. They will bring in an 8" line to increase the fire flow. Susie needs their
elevations before she can approve the drainage. We are waiting to hear back from them.
Seventh Day Adventist — 494 — 9th Ave EN; addition — This is a community distribution
center. They received their CUP a while back. We will need a landscaping plan, a drainage
plan, and lighting information. They will need to adjust their handicapped spot further down
and have a 3' aisle at the door. They will need to keep their run off on site and they will get
this information to Susie. Fire will determine the required fire flow.
NEW BUSINESS:
Third Ave E mini -storage — 1601 — 3rd Ave E (Phase 3) — Rich Piatkowski from Denman
Const. — they did a CUP a few years ago. This is the third and final phase of this project.
Additional hydrant and distances between them was a concern. Landscaping extends all the
way around. No lighting — will be submitting a letter in this regard. They do have an
electronic gate for security. Roger voiced concern with vandalism when areas like this do not
have lighting. This is approved with the condition that the fire hydrant issue be reviewed and
complied with as necessary.
Fullerton Architects — 400 — I't Ave E (remodel/office) — Change of use. This is going to
Architectural Review on Tuesday. This is an existing building that covers almost an entire
parcel. They are changing out the windows, etc. The fire flows will need to be confirmed.
This is approved with the condition that fire flows are okay. Jeff asked about the fact that
they have a garage in the building.
PLANNING OFFICE ITEMS:
Heritage Bank — 3,000 sq. ft. bank —to be located at Kalispell Center Mall in the parking lot.
TD & H are doing this project. Sean asked if there are any parking, access, or fire issues.
Specifics can be addressed when they come in for their building permit. The drive throughs
will run along the west and north side of the building. Signs for the mall will be affected by
the subdivision. Fire is okay with this project. The parcel should have direct access to a
public right-of-way.
Empire Estates Phase 5 — Changes will be made where the cul-de-sac was going to be, and
seven lots will be added. This was a park area for the residents. The residents are not
maintaining the bike path, which needs to be seeded. Cash in lieu was paid due to the small
size of the park for the development phase on the other side of the road. Phase 5 would not
be able to access this park because it is across the bypass. A discussion regarding how to
make a functional park was held. The proposed bypass has a bike path going through it.
They will need to put a 15' sewer easement/sidewalk in which could also be used as an
easement to the bike path. Accesses should be put on Hurst Drive and on Getty and Barron.
Easements need to be centered on the property line. The Parks Dept. needs to be here to
discuss the parks land dilemma. Roger noted the need for parks on half of the Police Dept. to
keep kids out of the middle of the streets. Continuous sequential numbering of the lots as
opposed to lot/block would be preferred.
Diamond Ridge — They have done a redesign and are requesting a variance. They have a
new plan with an 8% grade, cutting a 4' cut which would comply with the standards without
the need for a variance. The temporary cul-de-sac needs to be discussed. They will contact
Frank on this. Road adjoining this subdivision with Windover Subdivision needs to be
upgraded with curb, gutter, and sidewalk with boulevards on the private road and maintain it
themselves. The bike path should go along Three Mile Drive. The remainder lot with a house
on it will also need the bike path put in and the requirement to put in curb, gutter and
sidewalk when the City orders it. They are doing cash in lieu for the park land.
OTHER REPORTS:
Certificates of Occupancy — Tom mentioned that tying the water meters to the C of Os
needs to be resolved in the next few weeks. He will talk with Public Works about this.
House Move — There will be a house move on Friday. They are just passing through town,
so this will only affect KPD.
Valley Linen — Sandy noted that they will be changing the structure and will deal with the
sidewalk issue at that time. It was mentioned that the sidewalk should have been taken care
of already.
