OLD BUSINESS:

Town Pump — 2910 Hwy 93 S; casino addition to convenience store — Nothing new. To be
removed from the agenda until such time as additional information is submitted.
Courthouse East — 723 — 5th Ave E; remodel existing building into office/apartment use;
proposed new coffee shop — PJ and Jeff met with Eric Berry on Tuesday. They plan on
pulling things together for drainage. They are losing some tax credits for some historical
issues. They will need fire sprinklering in the elevator shafts. The separate ownership for the
main building and the coffee shop will cause the need for separate water and sewer service.
They are working on some different things and will be getting some plans in.
Kidsports — Champion Way; new concession building — Concession stand for the softball
fields' plans were supposedly dropped off at the planning office, but they haven't been
located. They would like to begin construction in late July. They will be moving the old
concession stand. PJ has requested a joint meeting as discussed last week and is awaiting the
City Manager's response.
Seventh Day Adventist — 494 — 9th Ave EN; addition — Plans will be in next week and they
are also going to Architecture Review next week. They have a significant fire flow issue.
They could loop back in or increase the size of the line, which is presently 6". PJ will talk
with them about this. F. Ray and Frank will get together to discuss the options on this.
NEW BUSINESS:
Heritage Bank — 20 N Main — The plans just came in. They have gone through Architecture
Review. This is located at the northeast corner of the Kalispell Center Mall property just off
the highway. They will have a drive-thru access on the north side. The dumpster may
conflict with the drive-thru lane. T D & H will drop some civil drawings off tomorrow.
Access will need to comply with MDOT requirements. Fire would prefer the right in, right
out to be without a pork chop for fire access. They will be sprinklering the building. The
sidewalk is not shown on their plan.
Hutton Ranch — overall lighting plan — Morrison-Maierle is doing the lighting plan. We
could approve the light plan now, and then they can bring each project in as they come up.
Everything is set up on a 60' right-of-way, but it should be lined up as a 90' right-of-way.
We are waiting for the bypass document to be closed, allowing the MDOT to establish the
right-of-way (at 90'). Parks will review the landscaping.
PLANNING OFFICE ITEMS:
Spring Creek Estates —Three Mile Drive —Tim Birk's project. The park land was originally
presented on the preliminary plat in the northwest corner, but they would like to move it/have
moved it to the northeast corner and also set it up as a detention pond. This park would be'/z
acre short for park land. The committee feels that it should stay at the northwest corner, with
the potential to be combined with the park in the adjoining proposed subdivision. The
detention pond should go in at the northeast corner with possibly an additional small park.
The detention pond would have to be fenced off. Their approach on Three Mile Drive needs
to be approved by MDOT before their final plat will be approved. There is no water available
there yet. F. Ray will check to see if they have submitted a hydrant layout plan.
Stratford Village — The rock in the boulevard area was discussed. Presently, there is no
ordinance that covers this specifically, but it is addressed to some extent in Public Works'
design and construction standards.
Third Avenue East — Michael Blend project - he wants 4-plex and 6-plex units on sublots,
which will be configured as if they were one 12-plex and one 16-plex. If the 16-plex is not
sprinklered, then more hydrants will be necessary. If this is treated as 12-plex and 16 plex
units, he can proceed today if the lot lines were to be removed. Otherwise, he will have to
wait for subdivision review/final plat. The sprinkler issue can be a condition of the plat. He
needs to decide which it is. PJ will call him.
OTHER REPORTS:
Starbucks — going in near Costco - Architecture Review did not like their proposed building
color. Their plans have been submitted to the Building Dept. We are working with them to
clarify the right color/design.
Wells Fargo — Their dumpster has still not been moved. They may share a garbage area with
Starbucks.
New Development — Highway 93 and Church Drive — on the southwest corner of Highway
93 with 600 units.
