Hear the Public: Sandy shared the news of her new granddaughter, Samantha Stevenson, born on May 24th, 6 lbs. 14 ozs., and also a beautiful baby photo. Performance Bond Reminders: None. OLD BUSINESS: Town Pump — Has been taken off the agenda until we received something new. Courthouse East — 723 — 5th Ave E; remodel existing building into office/apartment use; proposed new coffee shop — they are still working on this. Kidsports — Champion Way; new concession building — Parks has found the plans. Kidsports will be getting to Parks what they are going to do with the color scheme. There was a Kidsports' meeting yesterday with the City Manager, Fire, Parks, and Building. It was agreed that the concession and storage buildings would all be sprinklered. They are also going to begin planning for the hydrants and a plan to upgrade the water line. The City Manager gave approval for getting the buildings sprinklered. Any new additional buildings and existing buildings will be sprinklered as agreed. Jennifer will get the overall plan to P. J. This is released from Site Review with the conditions previously mentioned above. Seventh Day Adventist -494 — 9th Ave EN; addition — Discussion about the hydrants/water line over this past week. They may challenge the code interpretation. They still need to submit the drainage and landscaping plans. This was approved by Architectural Review on Tuesday. Heritage Bank — 20 N Main — They will need a different address other than 20 N Main. This has been through Architectural Review. The Main Street approach needs to be approved. We could have them bond for it. They have not done anything yet on the Center Street approach. Requested preliminary plat; they will need to adjust the plan because their proposal would land lock the parcel. Also, their leased parking and stacking is not part of the proposed lot. If this is a lease, then all the parking would be included, and they would have to designate the lease line going all the way to Main Street. The sidewalk in the front of their building doesn't link to the other sidewalks in the area. They will need to contact the Highway Department to get approval on this (subdivision approval and frontage access approval). They will need parking on their lease site. Landscaping is okay. Public Works has not received any drainage report or civils on this yet. Hutton Ranch — overall lighting & landscaping plan — Todd Foley from Morrison-Maierle was present to discuss the overall lighting and landscaping plan. Everything is setup around a 60' right-of-way, but it may need to be set up around a 90' right-of-way when the by-pass there is approved. Brian from KPD requested that any landscaping at the intersections needs to conform to the clear vision triangle rules, especially since this will be a collector street. Mark suggested they have pedestrian access with a path and at least a stairway to create connectivity. Brent suggested a left turn arrow at the light onto the highway. Parks will suggest they put in small trees and space out the trees. This is approved subject to the bypass change. Conditions of landscaping and tress on highway ROW. A connection between this project and the Home Depot project would be helpful as well as a pedestrian connection. We would like details on the slopes. The lighting is approved subject to revisions for the wider right-of-way. The landscaping is on -hold in order to discuss a few points with Bruce Lutz. NEW BUSINESS: Cedar Commons — 3rd Ave E (east side of street about 350 ft. south of 14th St E); new apartments, 28 units (now reduced to 24) — six 4-plexes behind the Outlaw Inn. They had a meeting this morning with some city employees. This was approved by Architectural Review on Tuesday. They will be putting in some aspen trees along the front and adding some shutters. New plans, including new drainage plans, will be submitted. Jim A. was concerned about drop off access for his buses. Discussion was held. Michael Blend is going through subdivision review on this. The way he has this right now, he will go to the July Planning Board meeting and then go for final plat in late August or early September. PLANNING OFFICE ITEMS: Cedar Commons — (same project as above) — They will have to improve the street with curb, gutter and sidewalk for the frontage, drainage plans, hydrant plan, and common access easements that they will maintain. Discussion was held regarding moving the building on 3rd Avenue East up, to create another driving lane and access for the Agency on Aging buses and to make it easier for KPD to patrol. They could have a cross easement with adjoining property if the owner next to them would agree to this additional access. Also allow a circular access for fire, police, and Agency on Aging. They may need to pay park money in lieu. Stratford Village Phase 3 — series of sublots along Stratford Drive to create townhouses. Mark would like a condition that they not be allowed to put construction materials or scrap materials in the City ROW. Pay a fee for city parks to finish the boulevard. May need to provide for park land dedication. Cash in lieu would work. OTHER REPORTS: Starbuck's — N of Wells Fargo Bank — Plans were received (two sets). This will be on the agenda for next week. Mountain West Bank — Near the new McKenzie River Pizza Company — Their stacking lanes hang over the sidewalk. They exceed the ADA slope requirements. The existing approach on Highway 93 was supposed to be abandoned. Jeff thought that Penco uses that access. They will need to meet with MDOT on this. Boulevard trees — there may be a bond on this. They may need to adjust their stacking lane for the ATM, then create a two way in and out on the Frontage Road. ISO Review — Brent mentioned that the ISO was here and that it looks good for having the Fire Department's rating changed. We should hopefully know in general where we stand in 3-4 months. Picnic in the Park — Jennifer passed out new books for each department to display to provide information on the Picnic in the Park for this year, beginning June 20th The meeting was adjourned at 11:35 a.m. cc: Police City Manager Bldg Fire Planning Parks Comm.
