Hear the Public: None. Performance Bond Reminders: None. OLD BUSINESS: Courthouse East — 723 — 5th Ave E; remodel existing building into office/apartment use; proposed new coffee shop - nothing new. Seventh Day Adventist — 494 — 9th Ave EN; addition - No update. This will be pulled off the agenda until something new comes in. Heritage Bank — 20 N Main - PJ asked Ron LaRue to work with MDOT on this and to work with the Fire Department if they put in a pork chop. Their basement became a crawl space because of lowering the ceiling. There is no good place to put in sidewalk on site, as there is public and private sidewalk in some areas. Discussion was held as to moving the ATM to the other side for better accessibility. PJ will suggest this move to them. Their garbage pickup will be private. Fred will assign them a different address. They will be sprinklering the building. They will also need to submit a Lighting Plan. Fire will check to see if their hydrant is within 150' from the building. This is passed through Site Review subject to above conditions. Hutton Ranch Overall Landscaping Plan - Mike is reviewing the plan. They will be losing a lot of landscaping on the south side when the road expands. Drainage is not a problem. Many of the buildings will start submitting their plans soon. Tom will have to decide whether they can obtain their building permits prior to the access permit from the State (final plat was granted by council based on the requirement that no permits be issued until the access permit is granted). This is passed through Site Review. Cedar Commons — 3rd Ave E (east side of street about 350 ft south of 14'h St E); new apartments, 24 units - Michael Blend - drainage was discussed. They have their 10' to meet their fire requirement. Jim Atkinson discussed the drop off difficulties. If the lot next to this project were to develop, there is a potential that another outlet might be added at that time. He will work with Fred on the addressing. Aspens and shutters will be added as required by ARC. There is a green belt requirement along the property line on the east side. Make sure there is enough room for the eaves/setbacks. All the trees will be inside the property line. Public Works is okay with the drainage. Fire has been working with them on this and is okay with this project. Federal ADA rules may dictate that each building have a van accessible handicapped parking space. This will be discussed later. Provided the subdivision plat conditions match up to what we have here, this is approved by Site Review subject to the above conditions. Starbucks — Spring Prairie/Hwy 93 N; new coffee shop - Two different firms have submitted site plans. Public Works will make sure they are hooking into the right connections. PJ will send them a letter regarding having them share their dumpster with Wells Fargo Bank; they are short one handicapped space; and lighting. Fire will check to see if they will need an additional hydrant. This is passed through Site Review subject to the above conditions. If they come back with a different plan that will have an impact, they will be brought back to Site Review. Western Building Center — 1745 — 3rd Ave E; shed addition - Carl Henshaw, Jackola — concerns about sidewalks and parking in the right-of-way. This review is limited to the storage addition and shed relocation, with the main project to be submitted in about a month. They now have angled parking. They will be moving their storage building and doing a covered lean-to. They would need to pave with the north addition. The property line is three feet north of the edge of the road. Sidewalk to the warehouse would be attached with the addition at that time. They will bring in sprinklering at the time of the major addition. The distance between the large building and the relocated storage building will be 40'. The water line next to the storage building will need to be either moved or abandoned. This will need to be coordinated with Fire and Public Works. This is passed through Site Review. Johnson Dental — 3 Sunset Plaza; addition to building — The parking lot is all existing. They are adding onto the back of the building which is encroaching into the setback area. They have enough parking. They will be building out over the patio area. Fire will look at their hydrants. This is passed through Site Review with the condition that they correct their setback problem. NEW BUSINESS: Hillstead's — E Idaho/5th Ave EN; parking lot review - Ryan Jones from Jackola — it looks like the parking spaces encroach on the property line. They are tearing out the existing lot, repaving it, and extending it. They may want to look at making the spaces at an angle to force it into being one-way only. Fire is okay with the access. Public Works asked that they check the grade on the handicapped parking space according to ADA requirements, which should be 2%. Make sure parking doesn't back over the sidewalk. Holiday Inn Express — Spring Prairie; new hotel - Approved through ARC with a few changes. The by-pass will be behind it. They need a 5' landscape buffer between the parking spaces and the property line. They should also have some separation between the travel lane and the sidewalk. They are showing a 12" landscape strip, but no details. They will need to add a couple loading areas with an 18' clearance. They will need to angle some of their parking to make it function better for the end spaces. Fire is okay with this as previously discussed with them. They will need to submit updated site plans.
