Performance Bond Reminders: Mark gave Deb Diest in Finance an updated list with a number
of subdivisions that are past their completion dates. They have ten days to get back in compliance.
OLD BUSINESS:
Town Pump — PJ spoke with Brian Angrove with Town Pump, who stated there should be
something in soon. He did agree to sprinkler the building.
Holiday Inn Express — Nothing new.
Hutton Ranch — Hutton Ranch Road — We have not received the full parking lot plan or
pedestrian access plan yet. The change of the roadway width hasn't been shown. Tom said
they said the extra footage would be taken off of their landscaping. No garbage containers
will be on site (they will have interior storage of garbage in each building with a central
collection site). Public Works certifications and fire access — all buildings are Type 5 with the
exception of the theater complex.
First Interstate Bank Branch — 100 Hutton Rand Road — They need to show the
easements, i.e. water line main. Stacking lanes are a little tight. Their ATM is in the
drive -up. They need to widen the by 2 feet, making it 32 feet. They need to connect
the sidewalk.
Pad "C" — 13 5 Hutton Ranch Road — new office building — professional offices — no
site plan included. Need parking plan.
Pad "E" — 175 Hutton Ranch Road; new retail shops — need site plan/parking plan.
14- Screen Theater — 185 Hutton Ranch Road — They could put some of their
handicapped parking at the side exits instead of all handicapped parking in the front.
This building is a Type 3.
Huhot — Hutton Ranch Road — Mongolian Grill — Need overall parking plan.
121 Financial Drive (Health & Human Services) — new office building — Added in delivery
area for loading and help for buses. Storm drain system was discussed. They need to provide
elevations for flood plain issues, drainage calculations and data to back it up, and a lighting
plan. They are going to Architectural Review on Tuesday. They may need to move the
existing hydrant. We will need to check the vicinity map showing the other lots to determine
whether the hydrant should stay there or not.
Office Solutions — 700 Sunset Blvd; loading dock addition and remodel — This interior
remodel will need an Administrative CUP because of the expansion of a non -conforming use.
P7 informed them that the loading dock would not work. They will need to change the
parking in the front by taking out two of the existing four spaces, and converting the
remaining two spaces into a handicapped space. They could change their entrance to the back
(eastside) of the building.
NEW BUSINESS:
City Airport Hanger — Airport Road — The structure is an approved layout that Peccia
worked out. Dan asked if the structure is only for storage of a plane. Utilities are stubbed
out and there is the septic service line. No annuals, no heating, and no service (i.e. painting,
etc.) will be taking place in the structure. Dan noted there is a big difference between an
actual "hangar" and an airplane storage unit. He is using the manufacturer's drawings. This
airplane storage unit is approved. This will go through Architectural Review on Tuesday.
Western Building Center — 1745 — 3rd Ave E; addition to existing store — updated site plan.
They have incorporated most of our comments. There is an existing storm water line for the
lumber shed and they are tying it into that. They are adding one basin. The display area is
included and also a covered walkway. The entrance will be back inside the building. The
shaded buildings (see site plan) are all existing accept for the one being relocated. They
would need a view -obscuring fence or landscaping hedge along the apartments. Fence along
18th — in B-2 zone, fences should not be in the front without setback of 20'. The drive-in
storage needs room for a forklift. See what sort of changes you can work out. Minimum
intrusion into setback. We can't do final approvals without the full plans. The existing gate
needs to be open or at least unlocked and easily opened. They will need additional exiting for
fire. Exiting and sprinklering was discussed. Curb, gutter and sidewalk on 3rd and 18th,
existing city basins, some areas will be green space, handicapped ramps on each. The fence is
on the property line. Sidewalk is in the right-of-way. Mark asked them to connect the city
sidewalk to their project, but they will need to look at the grade. Where possible, they will
plant grass between the curb and sidewalk. Fire flows could be high because of the
flammables. 20' gates would be necessary for fire. Fire requirement to fence the lumber yard.
Put in hedging to break up the fencing. Mound up landscaping and use taller shrubs to block
the fence. This is on Architectural Review for Tuesday.
Kid Kare — 66 Claremont; expand day care to portion of basement; administrative CUP -
they are just doing a small portion of their downstairs building for now, but will be expanding
to the whole basement later this year. Their dumpster and storage shed are not shown. They
should try to move them somewhere else. They have fenced off their drive-thru, and could
possibly move the dumpster there. The building is fire compliant with fire rated doors that
separate the stairways. The Admin CUP is approved with the condition that they move the
dumpster and shed. This is approved by Site Review.
Hilton Garden Inn — Hwy 93 S; new hotel; specific discussion to include limited approval
for site and utility work — They will have to remove 5' of dirt. They will relocate the water
line. The old sewer line coming from Lion's Park will be abandoned. Overhead lighting for
two hangars will need to be relocated. We would like them to be underground. A main water
line will need to go between the city pump well house and the hotel. The building straddles
the property lines. They have a 99 year lease. Their parking dimensions don't work. They
are wanting the "go ahead" for next week to do some of the earth moving and utility work.
They need to connect their sidewalks. They will need to work with our fire department on
the pump house situation. Many issues of concern were voiced about the pump building
being so close to the hotel. Anything beyond the dirt moving, we will need more information
on the project. No casino signs are allowed on the outside of the building.
PLANNING OFFICE ITEMS:
Cluster Development — Proposal for property in/near Three Mile Subdivision. The
information will be sent out this week.
Riata Ridge and Cottage Gardens — Sean sent letters to both with a deadline of August 181h
to look at this again.
OTHER REPORTS:
Hillstead's Parking Lot — They submitted a revised drawing.
Heritage Bank — ATM — new proposed location on the southwest corner. There are still
some stacking problems. The committee feels this won't work. Perhaps they could move it
off site. The committee still wants it on the north side.
REMINDER: Next week's meeting will be at 2:00 p.m. due to a scheduling conflict with a
Fair Housing Workshop.
