07-12-07 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 12, 2007 Building Department Conference Room ATTENDING: Sean Conrad, City Planner Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Nicole Johnson, City Planner Craig Kerzman, Building Official Roger Krauss, Asst. Police Chief F. Ray Ruffatto, Deputy Fire Marshal Kathy Kuhlin, Recording Secretary Guests: James Freyholtz from M.D.O.T. Hear the Public: None. Performance Bond Reminders: Grainier Ridge is approaching it's completion date next week on their Performance Bond for their subdivision and PUD. Mark will be working with the engineer. OLD BUSINESS: Mountain Mudd — 2267 Hwy 93 S; new drive-thru espresso stand — They have submitted a revised site plan and will be on the agenda for next week. Westbrook Square — Hwy 2 W and Meridian Road; remodel tenant space to car wash— four self-service bays, one automatic bay, and a self -serve dog wash. This is approved by all departments present, but there was a concern regarding the zoning issues for a dog wash. PJ will need to check on this. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Turner Annexation — Highway 2, northwest of Willow Creek. Asking for a B-2 zone. There are no hydrants out there and they would have to extend services. Discussion was held about annexing without services. We will talk with the department heads on this. We may require the project to extend services. If they were bringing the road through Willow Creek and then to this property, Mark said they would need to annex the whole thing. Roger asked about the traffic counts and Sean said there would be potentially several thousand vehicle trips up through this property if the Willow Creek subdivision is approved. Cottage View Estates — agency referrals — for R-4 zoning, they are deviating from the City standards, particularly with the right-of-way. They will have full curb, gutter and sidewalk on one side with the roadway on the west side of the project site without sidewalks due to the future bike path associated with the by-pass. The majority of the project is townhouses. This will be on the agenda for next week. OTHER REPORTS: LHC on Reserve and Stillwater — Their new Safety Officer, Don Denning, will be running some radar, watching the stop signs and monitoring their own people. Universal Athletics — Meridian Road and Husky — the sidewalk and their northwest approach must comply to City standards. The sidewalk must be a certain grade. Mark has spoken with their engineers (Jackola) as to the driveway approach. They built it anyway, with domes on one side, but not on the other. Also, the lane for the entrance is narrow. Mark has requested that they rip it out and start over. This may be a zoning problem on this narrow road, but fire has other accesses so this won't be a fire issue. Econ Lodge — The have completed their addition and are looking for their Certificate of Occupancy. They are putting in a hand rail today, and they have submitted a parking layout plan.
