08-17-06 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 17, 2006 Building Department Conference Room ATTENDING: Jeff Clawson, Plans Examiner Brent Christopherson, Asst. Fire Chief Sean Conrad, City Planner Mark Crowley, Construction Manager Roger Krauss, Asst. Police Chief P. J. Sorensen, Zoning Administrator, Chair Sandy Wheeler, Comm. Dev. Mgr. Kathy Kuhlin, Recording Secretary Hear the Public: None. Performance Bond Reminders: Stillwater Bluff s SIA was to be completed by July. The sidewalks, electrical and the lift station have not been completed. We could extend the agreement for the sidewalks and the electrical work, but the committee feels that the lift station needs to be completed. Mark will contact them. OLD BUSINESS: Town Pump — 2910 Hwy 93 S — casino addition — nothing new. Holiday Inn Express — New plans are in. They have rearranged their parking to fit within the 5'. This will be on the agenda next week to allow time for all departments to review the plans. Hutton Ranch — Their signs are going up today. Storm drainage has been checked off by Public Works, the hydrants will be checked on Friday, temporary roads are okay, the right-of- way line will be setback. The road changes are tied in with the bypass and looping the road around. Mark said they need more pedestrian connections between the different structures. All of these projects are moved through Site Review with the condition that Public Works can look at each individual project for sidewalks and PJ will still work on the zoning issues. They will be brought back to Site Review if any significant issues arise. Public Works needs to video tape the sewer. Water will be turned on and then fire flows will be tested. 121 Financial Drive — new office building — Their basic site plan is good. Jeff spoke with their engineer this morning to have them provide more information. Hilton — Hwy 93 S; new hotel — They have submitted a revised parking layout. The hydrants look good. Nothing else new. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Forest Service Building — Section 36 south of West Reserve — right-of-way has been purchased from DNRC. How much additional ROW do we need on Stillwater Road? Who will pay for it? Discussion was held; the ROW question is critical to their site layout, and, while some questions can wait until they submit for a building permit, the ROW location should be addressed if possible as part of the preliminary plat. They are extending water and sewer. They will need a secondary access. "Trucks Entering" sign and/or a flashing light was discussed. Possibly a traffic impact study to be submitted and signed off by Public Works. Bike path/pedestrian walkway will also need to go in. Improvements to Stillwater Road? Going to Planning Board on September 19th Cottage Gardens — Revisions will be submitted by Friday and on the agenda for next week. Riata Ridge - Revisions will be submitted by Friday and on the agenda for next week. Their roads are not wide enough and not to city standards. This will be a straight subdivision. Roger voiced his concern that we stick with the 60' roadway requirements and also regarding the maintenance of subdivision parks. OTHER REPORTS: Flathead High School — 4th Avenue is a private street in a sense. There is angle parking with a 17' aisle. Fire will look at this soon. Westwood Park — They had paved over their water valves. Susie and Mark met with them last week about their storm water drainage. They are working on these issues and will submit them in writing. Their hydrants are fine. Their street signs are also okay. Corporate Drive and the loop will have the same name. Flood plain permit? The secondary access will need to be completed. Their final plat will not be issued presently, only the permits for the first three units. Everything must be in place before the final plat is issued. They need to sign their developer's agreement. Certification letter from Pubic Works. Lone Pine — SIA dictates they will need to do their secondary access. Traffic Light at 93 and Reserve Loop — Roger asked about the need for a left turn arrow at the traffic light at this location. He will talk with MDOT about this. Flathead Valley Community College — They have requested the Kalispell Police Department assist with traffic control in their parking lot. Stop signs will be going up in their lot. Aspen Creek — formerly known as Bowser Creek — Their sidewalks have a 10' boulevard approved, but they now want a 5' boulevard. Two areas have no boulevard because of topography restraints. Now their boulevards are 4'6" to 4'8" instead of 5'. They have 30 days to fix this. Water Valves — Brent mentioned that the water issues with the fire flows have been resolved. There were two valves, one off of Meridian and one off of Highway 93, that were closed. Hopefully, this will help our water pressure problem. We need to find out who is turning these off or down and then not turning them back on. Telecommunication Buildings for KPD — Jeff talked with them about this project. Glacier High School — Swank has been bypassing the hydrant meters we gave them to use. This has happened four times. Some equipment has been confiscated and Public Works has sent them a "strong" letter regarding this. The meeting was adjourned at 11:30 a.m. cc: Police City Manager Bldg Fire Planning Parks Comm.
