08-24-06 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 24, 2006 Building Department Conference Room ATTENDING: Frank Castles, Asst. Civil Engineer Jeff Clawson, Plans Examiner Mark Crowley, Construction Manager Roger Krauss, Asst. Police Chief P. J. Sorensen, Zoning Administrator, Chair Kathy Kuhlin, Recording Secretary Guests: Jim Atkinson, Director, Flathead County Agency on Aging Hear the Public: None. Performance Bond Reminders: Public Works has pulled the Letter of Credit on Stillwater Bluff. OLD BUSINESS: Town Pump — Nothing new. Holiday Inn Express — Public Works needs their storm water calculations. This is still under review. 121 Financial Drive — Health & Human Services — 33,000 sq. ft. of office space and 150+ parking spaces. Jeff is looking at their structural plans. There are drainage questions — Susie will contact them. Jim discussed Eagle Transit issues for drop off, pick up, and exiting. We are waiting for information on where the flood plain is. Hilton Garden Inn — The casino sign "Silver Creek" was discussed. The general consensus during the PUD review was that there would be no casino signs on the building. They have adjusted their parking layout and will have angled parking with one-way traffic flows. They hope to eventually take the hangars out and put in more parking. In regard to the pumphouse, they need to be careful of the snow load, the exhaust, air intake, and will come back with an updated design. Turning radiuses are okay for fire and Eagle Transit. They will add some sidewalk connections. There will be a loading area in the back by the restaurant. They will need to lose 2'/z ft of the parapet on the building per the F.A.A.'s request. Tom will need to discuss the clarification of the legal description with Charlie. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Cottage Gardens — PUD — site layout has not changed. The road is only 20' wide. Curb, gutter, sidewalks and boulevards need to be on both sides of the roads. F. Ray voiced concern about the width of the road and the turning radius. They will need a flood study before any construction begins on site and before any building permits are issued. The slope needs to be 2%. Roger stated they will need a 60' right-of-way. They need a greater setback along Three Mile Drive. Everyone needs to send solid comments to Tom by August 30t'` OTHER REPORTS: Hutton Ranch — They still need to deal with the water lines as they are full of silt and mud.
