OLD BUSINESS: Town Pump — 2910 Hwy 93 S — casino addition — nothing new Holiday Inn Express — Spring Prairie; new hotel — Discussion on the road/utility/boulevard trees extension of the ROW. Need to review landscape plan, trees, fire turnaround, probably 3 additional hydrants, and the lighting plan. Add sidewalk connection to the ROW. Discussion of changes in 3 tight areas of the parking lots. 121 Financial Drive — new office building — We have received the Lighting Plan. Drainage needs to be checked by Susie, some of the lighting will need to be clarified, we will need base flood elevations, and the hydrant location needs to be verified by Brent per Ray, along with any other fire issues on site. Also some other zoning issues will need to be looked at for their final permitting. This is passed through Site Review subject to the above conditions. Hilton Garden Inn — Hwy 93 S; new hotel — We just received the full set of plans. They have shifted the sidewalk two feet closer to the building. They need a loading area. Parking was discussed. They are asking for an encroachment into the right-of-way. Added a new driving lane in front of the pump house that would be a 20 foot aisle (would need to be one- way only). Asking for encroachments in three different instances. F. Ray stated that this is nothing like what we initially approved for fire access. Question as to what MDOT has worked out with them. Tom will send them a letter reminding them of the "no sign on the casino' decision. We are okay with their parking numbers. They are concerned with losing parking spaces. Mark suggested a cross easement or frontage road to tie these projects together, specifically Whitefish Credit Union south. Tom will check with Charlie on the zoning map legal description clarification. They would like to pour concrete in four weeks. NEW BUSINESS: Montana Furniture — 2240 Hwy 93 S; new furniture store — Note: The property line has been shifted on this. Their sidewalks need to be ADA compliant. No Landscaping or Lighting Plan submitted yet. They need to put something together for ARC. They will need to submit information for the airport height restrictions. Drainage was discussed. They have a twenty foot utility drainage. Need a handicapped ramp put in opposite Kelly Road. Everyone will review this and it will be on the agenda for next week. PLANNING OFFICE ITEMS: Forest Service Building — Subdivision plat is being reviewed now. Public Works had requested a 100 foot right-of-way for Stillwater, but they would prefer 80 feet. This needs to be resolved. They are wondering if they can get seasonal access on Stillwater Road. Section 36 — Goldberg concept design was reviewed. Discussion regarding road access. Silverbrook Estates — Church and Hwy 93 - Coming in October 3rd or November 5th with a design. This is a 330 acre project, with 475 lots, trying to get a preliminary plat for the whole 330 acres. They would rather do this in phases. Tom explained to them that if they do a phase 1 preliminary plat, they could come in with a PUD, but their access points and lot configurations are subject to change. This project will be a very high end market project. Fifth Avenue north of Milbrandt — CUP — Lisa Wade — access issues. Cottage Gardens — Tom has sent them a letter suggesting they withdraw and redesign due to many issues raised by all departments. Text Amendment on Sign Ordinance — Changing the formula from having a fixed number for non -general business zones to 1 to 1 or 2 to 1 ratio. OTHER REPORTS: Third Avenue West and Second Street — existing building. Change of use. Changing the building drainage to go to the storm sewer. Not many other changes for Site Review approval. Will be on the agenda next week. Westwood — Waiting on the certification from Public Works based on their video. Empire Estates — Mark is working with the Turners on this project regarding their bond and items not satisfactorily completed.
