Performance Bond Reminders: None. OLD BUSINESS: Town Pump — 2910 Hwy 93 S — casino addition — Fire requests a hydrant within 100 feet of the building with an acceptable path. Drainage looks different than their last plan. Landscaping is based on 5% of the parking lot. We will need the okay from Public Works on drainage. They may need three handicapped spaces but are now only showing two. Cemetery Road access, DEQ approvals, and the working in the right-of-way. They are no longer showing a bike path — they want a sidewalk instead. The Police request re -striping of the crosswalk. PJ will send them a letter and this will be on the agenda for next week. Holiday Inn Express — Spring Prairie; new hotel — Fire code issues, signs, street addressing, Parks has okayed their internal landscaping, but there needs to be clarification on the right-of- way extension, including the boulevard trees. Curb, gutter and sidewalks will need to be put in on Treeline Road on both sides. Sean will call Goldberg regarding the extensions and other issues. Secondary access for Fire was discussed. It was suggested that they put in a temporary cul-de-sac. The detail on the 12 inch landscape buffer is acceptable. The developer of this project and Goldberg need to resolve this and present a performance bond as to how this project will be completed. Will be submitting updated plans. Drainage is approved. Extend the sewer line to the west or south side of the property line. Upgrade the water line to 12". The PUD will require the same kind of landscaping that Costco and Lowe's had to do. This is approved by Site Review. Fire access during construction also needs to be addressed. There needs to be a temporary cul-de-sac at the end of the pavement. Hilton Garden Inn — Hwy 93 S; new hotel — Two-way driving lane — will ask the State. They have two entrances. They are looking for a limited approval for the foundation and site work. Public Works is okay with the impacts of the pump house. Snow loading will be part of the remainder permit. Revision in the PUD is being handled by Charlie Harball. Fire has requested three hydrants in the back and three in the front. Signs and the final items for Architecture Review are not needed now. The lighting plan can be handled separate from Site Review. Show landscaping changes to the east of the building. MDOT has to give its OK. Drainage is approved tentatively. PJ asked for revised plans. Public Works has requested certification that the structure and operation will not have an adverse effect on the City's well and pump house. System development charges will be ready Monday afternoon. This will be on the agenda for next week. Montana Furniture — 2240 Hwy 93 S; new furniture store — They have done some revisions. They have better alignment with the road across the highway, more green space, have kept the parking the same accept for there is now room for semi -trucks. They have reduced the size and centered the gable. The entrance is on the south side. The airport height and the lighting will still need to be addressed. Public Works has approved their drainage plan. Their garbage receptacle was discussed. The project is 13,120 sq. ft., and the overhangs add about 100 sq. ft. at the most. Landscaping will need to be approved by Parks. This is approved by Site Review with the condition that they work with Parks on the landscaping and they work with PJ on the airport height issue and the lighting plan. Office Solutions — 700 Sunset Blvd; remodel update — They will not be expanding into the dance studio. They will be adding landscaping on the north side and turning the two parking spaces closest to the highway into one handicapped space. The existing dry well will be removed and they are changing their storm drainage. This was just for informational purposes since it had been on Site Review's agenda when it had originally come in. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Willow Creek Subdivision — Wayne and Hubert Turner were present. Traffic study recommending a series of stop lights. Mr. Turner noted that when the bypass comes in, a lot of the stop lights will go away. Connector to the highway — Mr. Turner believes the bypass would effect this. There is a culvert in the creek. The railroad track is a problem. Mike would like to have a regional park there eventually. Sean asked about the noise impact from the highway — they will need to address this. The storage units are intended to reduce the noise and be used by the residents. They may have a small office to handle the rental of the storage units. They need to address lighting and fencing. They have not provided any elevations. They want to build a 6-8 ft. high wall facing the bypass. The units will face west. They need to provide more information on the storage units. Zoning was discussed as it pertains to the lot size. Lot coverage needs to be addressed. The garages will be in the back, off the alley. A 15 ft. setback would be okay as long as the garage and driveway are setback 20 ft. Retaining wall block was discussed. Parks and Public Works will need details on the retaining wall. This project has much more density than the surrounding areas. Police would need 60 ft. roadways with right-of-ways. They have a 28 ft. travel surface. The boulevard area will be 7 ft. wide. Half of the utilities will be in the alley. There will be two foot curbs on each side. Utility easements need to be centered on property lines if they are placed along a common boundary line. They will be having on -street parking. Back up the sidewalk to within one foot of the property line. There is a flood study being done. Hydrants will go in the boulevard. Street names were discussed. Storage sheds off Fourth Street extend into the park land. Elevation of the roadway for the bypass was discussed. The sheds will need some vegetative screening. The front area should be green space that will need to be maintained. The Turners need to contact MDOT for bypass information. The zoning ordinance has specific requirements for the storage units. The park land needs to be reviewed with a preliminary plan showing the intent of the developer. Also a bike path along the creek; it would be best to put the path on top of the bank so that they do not need to place any fill in the floodplain. Mike supports the parks all being City parks (but not the green spaces). We'll need to know how much park land is in the flood plain and then have that taken out of the park land. Tying the trail system into the Great Northern Trail. The pedestrian trails need to go to the street light and all the way to the end of the property. Call or e-mail Sean with your comments or requests. This will be on the agenda for next week. The traffic study is available for your review if you are interested. OTHER REPORTS: United States Forest Service Building — They have turned in some plans that are incomplete. They are working on others. They have two access points. They will be moving two of the hydrants for better use. They were going to put in a 12" water main, but Public Works decided to partner with them and upgrade that main to a 14" main. We are waiting for their updated site plans. This will be on the agenda for next week. Westwood Subdivision — Frank sent a letter approving the water and sewer. Permits will be issued for the 3 attached townhouse units. Mountain Vista — They are looking for their foundation permits. They haven't put in their water and sewer lines yet. The needed certification is on hold. Draft Model Flood Plain Ordinance — There was a meeting last night regarding this document. If you have any suggested changes or comments on this, please give them to PJ. Site Review Meetings — September 28th and October 5th Site Review Meetings will be held in the City Hall Conference Room at 10:00 a.m. Discussion was held regarding the extremely long agendas and how we might handle getting through the agenda. PJ suggested we either meet at 9 a.m. instead of 10, or have a separate meeting time for Planning Board items. Discussion was held. The majority of the committee agreed that the 9 a.m. time would be preferable, however this change will not be implemented yet.
