OLD BUSINESS:
Town Pump — 2910 Hwy 93 S — casino addition — nothing.
Hilton Garden Inn — Hwy 93 S; new hotel — Public Works signed off on the drainage.
MDOT said they are moving ahead and the right-of-way is okay. They are redesigning the
lights and are ready to asphalt. Fire is okay with a ship's ladder with a hatch.
USFS — new facility; Spring Prairie PUD — Dan Lozar — Waiting for Mike Baker's final
approval on the landscaping on Stillwater. Parking has been adjusted. They have visited with
Ray Ruffatto previously on fire issues. They are coordinating the paving of the city street
with Glacier High School. They are not required to do improvements to Stillwater Road.
They have dedicated 40' to the road. They have a 30' tower. Public Works still needs to see
their drainage calculations. This is approved subject to the drainage being approved.
NEW BUSINESS:
Famous Dave's — Hwy 93 N/Spring Prairie; new restaurant — they are working with Lowe's
to use some of their parking. Have them extend the sidewalks. They are near the roundabout
and close on their setbacks. We need to get dimensions to Fire. We will need pipe profiles
and where they are hooking in. This will be on the agenda for next week.
Blend — N Meridian parking lot - Michael Blend — the exteriors will be brought in. There will
be 44 parking spaces. Paving the parking lot next to the house. R-5 zoning. For offices.
Eagle Transit would have to pick up on Liberty. Buildings will need to be connected by
sidewalks, with connectivity to Liberty and Meridian. The Liberty sidewalk will need to
extend to the end of the property. This project is approved subject to drainage approval by
Public Works, and Fire checking the hydrant locations.
Trinity Lutheran Youth Center — 452 — 3rd Avenue WN — Cory Johnson, CTA — 4,800 sq.
ft. Community Youth Center. Public Works is okay with this. This item is approved.
PLANNING OFFICE ITEMS:
West View - Annexation and Initial Zone Change — Erik Mulcahy, Mark Owens, and Dan
Lozar — Single family, R-3. Site review did not have any concerns with the proposed R-3
zoning.
Fox Trotter Meadows — Mike Frazier and Frank Strickland — Preliminary plat request,
annexation and zone change to R-2. They will need Public Works' comments. This will need
a 60' dedicated easement for adjoining property. They will need access to the west and the
north. Mark suggested a 45' strip with curb and gutter on the south side of the subdivision.
Tom suggested a Developer's Extension Agreement. Tom will check with Jim Patrick on
this. Ten foot dedication and waiver, and bike path along Stillwater Road. Susie discussed
storm water with them. Parks will accept cash in lieu.
Glacier Meadows — Greg Lukasik —411 Cluster houses, 276 apartment units, 126
condominium units, streets are proposed to be private, immediate egress. Separate
communities for each development. Affordable housing. Five different housing types. PUD.
The Drainage Plan was shown and discussed. This project would connect to Kidsports.
There are 85 total site acres. They would like to see if Parks would take cash in lieu money.
Public Works will require at least a 60' right-of-way. There will be a community center for
the condos and one for the apartments. The committee agrees — no private streets. Fire and
garbage need wider roads and turnaround areas for proposed 24-foot wide private roads
within the subdivision. Residential sprinklering would be helpful. They could put in one -hour
walls between the houses. Possibly connect the 24-foot private roads. We will need an
updated, more detailed plan. They have a proposed 13' retaining wall along Four Mile Drive.
They will have a geo-tech person do some infiltration testing for them.
Riata Ridge — Willow Glen — redesign, requesting R-2 zoning. They will need to dedicate a
20' road easement and the bike path will go in there.
Willow Glen Heights — across from Muskrat Slough — no parking on 24' road with sidewalk
on one side. They will need to provide some sort of turnaround for the Fire Dept. We will
add the condition that they will not be allowed any crawl spaces — only slab on ground.
Access is problematic.
OTHER REPORTS:
Three Mile Professional Center — Frank Sutherland — This project is approved subject to
Public Works approval.
