Performance Bond Reminders: Public Works is in the process of taking action against the
bond for Stratford Village Phase 3 for $30,750. The
paperwork is with the City Manager.
OLD BUSINESS:
Town Pump — 2910 Hwy 93 S — casino addition — Their building documents are in order.
They are still working on the sidewalk alignment.
Hilton Garden Inn — Hwy 93 S; new hotel — They are working on items listed in PJ's letter.
Famous Dave's — Hwy 93 N/Spring Prairie; new restaurant — will be going through ARC.
Their loading spot doesn't meet the standards. Ray spoke with them about an outside
fireplace. They stated that in Missoula they were required to install a glass door on the
outside of the fireplace. It is a gas smoker. Jeff stated that there is no mechanical
requirement for this. Mike noted that their boulevard trees are in the right-of-way.
NEW BUSINESS:
None.
PLANNING OFFICE ITEMS:
Silverbrook - Wayne Freeman and Debra Rosa, CTA — R-4, R-2 and B-1, 266 units for
Phase I, Phase II will have estate lots, townhouse lots, and commercial lots. There are several
"open spaces" throughout, and the streets will be built to City standards. There will be a 14'
boulevard on each side with a 60' right-of-way except on Silverbrook Drive, which will be
76' of right-of-way. This would include curb and gutter and a 5' easement. They could put
in a bike path instead of the sidewalk in the open space on the south side of Church Drive.
The path could either be made as an 8' concrete path or a 10' asphalt path. They will be re-
building a portion of Church Drive west of the project site. Fire needs details on the cul-de-
sacs. There will be an access off Highway 93 on the south side and three access points on
Church. Frank stated that no open detention ponds will be permitted. They plan to have a
water feature where the water will flow through the project, recycling through a chlorinated
treatment system. Stillwater is an impaired water body and it is now required to treat any
water that is overflow that goes back into the river such as subsurface drainage. They are
also working with the Army Core of Engineers on this. Regarding the bridge, the City will
not maintain a bridge. The County will take care of it if it's a public bridge. They could
consider putting in a multi -plate arch, which would not be considered a bridge. The structure
would be basic, they face it with whatever they want, and then they maintain the esthetics.
Mike stated that dedicated park land is required. Buffers cannot be considered park land.
They should consider a connection to a future regional park of 40-60 acres of which is not yet
determined. They will work with Mike on what to put in these open spaces. CTA will send
their imagery electronically to Jennifer. Everyone was impressed with the nice design on this
project and felt it was a good example of what to do when planning a subdivision. They will
meet with Public Works and/or our City Manager about the underground detention areas.
Fox Trotter Subdivision — On Stillwater Road. They will be putting their road on the
southern side of the property. Sean stated that the adjoining property owner would be willing
to sell 30' of his property to them. A secondary access previously requested by Fire will not
be necessary with the new configuration. There will be a 60' area for a utility easement.
Parks would like lots 9, 10, and 11 for park land, providing 6/1Oths of an acre and a 60'
undefined roadway. The pedestrian path should be 8' wide and separated from the roadway.
It should be placed within 1' of the right-of-way line on the western edge and built to MDOT
standards. We will recommend having the bike path maintained by the City. We will also
recommend an 8' boulevard for the streets within the subdivision.
OTHER REPORTS:
Serenity Lane — Final Plat — 6th Avenue West down south - three unit townhouse with a
single family unit in front. This is moving forward.
