10-26-06 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, October 26, 2006 Building Department Conference Room ATTENDING: Brent Christopherson, Asst. Performance Bond Reminders: Stratford Village Phase III — the bond has been seized, but the bank refused to honor it as they were not licensed in Montana. We drew up a document to act as a bond for what Mark thought the repairs would cost, and the bank signed it. The developer is beginning to make the repairs. Phase IV was tabled by the Council until December 4. OLD BUSINESS: Town Pump — 2910 Hwy 93 S — casino addition - Issues in right-of-way are still not resolved. Most other issues are close. Hilton Garden Inn — Hwy 93 S; new hotel — Approved to move forward on all their site work and they have their foundation permit. They still have to complete information on the following: The pump house and mitigate what they need; Airport height —they have knocked down some of their parapet, but we still need the final approvals from Peccia and the City Manager; Public Works regarding all infrastructure will be taken care of or bonded for; and some lighting issues. PJ will keep track of these issues and this is approved by Site Review. Famous Dave's — They have turned in a landscaping plan. They added in a loading area that appears to maintain a 24 ft driving aisle. This went through Architectural Review. No building plans in yet. Fire will look at site distances. Drainage is tying in to the system that is already there. They may need a second hydrant. Subject to these conditions, this is approved by Site Review. NEW BUSINESS: City Hall — Change of use — no change in parking or any other outside changes. Discussion regarding roof drainage. This is approved by Site Review. Flathead Bank — Hutton Ranch; new branch bank — Parking, lighting, landscaping, and drainage plans went through with the master plan of Hutton Ranch that was already approved. They will need handicapped ramps at each end. We need more detail of the SE corner. PLANNING OFFICE ITEMS: Riata Ridge — Willow Glen Drive and Greenridge Drive — they have reduced their project to 16 lots with a cul-de-sac, park land, and a 28' road but no 5' boulevard, bringing it down to 110'. Their park land is not accessible to the other lots. Brent will check on the size of the cul-de-sac. Jennifer said parks will not approve this. Mike stated that the park should not be next to a major road and must have at least one on -street parking space. The bike trail will go in on the other side of the road with a covered bus stop area. Mike asked that they have park land of at least 20,000 sq. ft., and then have their homeowner's association do the amenities for the park. They will need a storm drainage and storage plan that will have to be reviewed by the state, as the manhole drains down outside of the city limits. Brent suggested a 32' minimum for roads to be entered in the subdivision regulations design standards. Sean said the Planning Office will be looking at updating these soon. Peny Mathiason's Project - Valley View Drive - Pre -Application — R-3 zoning, new subdivision with a cul-de-sac. The committee suggested a hammerhead. Valley View would need to be improved. Be sure they meet the setback requirements. There is an existing house and shop which must be accounted for (setbacks, etc). They will need a bike path. Four Lots — Willow Glen Drive — Pre -Application - 6 unit condo with a proposed 14', one- way road. The driving surface would have to be at least 24'. Denver Avenue — Pre -Application — R-3 annexation and initial zone change. They will need to do improvements to Denver. They have a 20' road with a hammerhead. They will need a 28' road built to city standards. There is an infiltration system along the side of their property that they could hook into and extend across the property. OTHER REPORTS: Espressos — Proposals for espressos at Albertson's parking lot and Papa John's parking lot have come in and will be on the agenda next week. Waati's Proiect — 59 — 3rd Avenue WN — Drainage was approved. Buffalo Mountain Sales Office — 19 Appleway — Architectural Review had approved this. There is a possible encroachment of the easement, drainage, no landscaping plan, and they need to record the easement. Appleway — There is a concrete slab on the south side that they intended to use for the postal mailboxes, but the U. S. Postal Service requires it to be on the road. Mark is working with them on this. Trinity Lutheran Youth Center — 452 — 3rd Avenue WN — Their permit will be issued after a few items are taken care of with Jeff and PJ. Holiday Inn Express — Their permit has been issued this morning, having tweaked the process because of time issues. Silverbrook Developers — Mike and Jen met with them about retention ponds and recreation. Public Works and the City Council will need to approve this. Grant Money — Sandy informed us that Community Development received $750,000 from Rural Development for business expansions and startups. Sprint Creek— Mark noted that they are trying to get final plat. Their sidewalks will need to be completed, as Frank has stated there will be no bond or SIA's for this project due to the developers past performance.
