Performance Bond Reminders: Public Works has extended certain items for Aspen Creek until June. Building Dept. needs Public Works' certification on the project prior to issuing permits. OLD BUSINESS: Espresso Stand — 335 E Idaho (Papa Johns) — Kirk Fritz — There are three options — (a) leaving parking as is with the only ingress/egress being the alley and 4th, (b) same as "b," but with rearranged parking, and (c) the previously approved plan with the right turn only onto the highway. They will need to make the curb cut at least 3 5' from the corner of the asphalt on 4th and Idaho. The alley entrance should go north around a bulb -out area to keep the stacking away from the highway. They are willing to make landscaping changes. Paul prefers the parking on Plan A or C for better circulation. The two-way alley needs to be kept clear. 24' with 8' on their property and 16' in the alley. Plan A is the favored plan. Rework the turn off the alley with the proper radius. Kirk will contact Public Works regarding this to avoid backing into the alley. Concrete median or raised curb to keep traffic out. They will be putting in sidewalk and landscaping along Idaho and part of 4th . Will just do paint on the interior areas. They would like to put the building in soon. The landscaping and site work will need to be done in the spring. Come in with temporary plan with detail of type of curbing and a bid or estimate on the cost to do the work and then post a bond with a deadline on the bond. Open curb cut along the highway will need to be closed off prior to opening. Kirk agreed to go with Plan A and with doing a bond. Eisingers — W Reserve//Hwy 93 — Utility plans were received in Public Works. NEW BUSINESS: Jackola Office — Kelly Court/Hwy 93 S; new office building — 5,760 sq ft - Originally had an "L" shaped building with tenant space. They will be sharing a common access with a bank in back of them now, and will no longer be doing the tenant space. They will be doing a screen wall to hide their parking and do landscaping on the north side of the building. The handicapped van accessible space needs to be 8'. A monument sign is okay if it is less than three feet if on the northeast corner. Visual landscaping buffer. May sprinkler the building. They are hoping to submit to Architectural Review next week for the 28th meeting. They may share a trash enclosure with the bank. Driveway approach is an existing approach. Two percent slope on sidewalk. Drainage was discussed. Will need to detain their outflow and submit calculations. Also, photometrics on the outdoor lighting, including the building. A "street trees" bond may exist. Mark will check on this. Fire will need to look at the building for the location of the FDC. Dr. Stebbins Office — 1860 Hwy 93 N; addition to existing office of 482 sq. ft. some with new concrete and new asphalt. This is approved by Site Review. PLANNING OFFICE ITEMS: Ashley Park Phase 9 — Erica Wirtala. Two cul-de-sac roads. Need to provide for a roadway connection to the east, and to provide for additional setbacks on the resulting corner lots. No utilities or boxes in the boulevard. Five foot boulevard between the back of the curb and sidewalks in the cul-de-sacs. Will need to extend the water and sewer lines to the property lines on the southeast edge. Erica will meet with Parks on this project. No open storm water ponds allowed. They will noise info for the area next to the by-pass. Pedestrian connections to the bike path and the bike path should be a part of this. 10' connections and 8' bike path. Jennifer reminded them of the Parks tree planting program, and also that she would like to see parkland on this project. They will need to meet the geotechnical requirement for the project because of fill. Need engineers certification. Need to look at where the ordinary ground table water is. Blue Sky Subdivision — Valley View Drive on the west next to the future by-pass. Originally came in with a cul-de-sac. They now have a hammerhead. They need to show the future acquisition right-of-way and move the hammerhead. Give 30' off of center line for right-of-way. They will need to redraw to City standards. Upgrade to City standards as it fronts. 8' asphalt bike path along Valley View in lieu of a sidewalk on the east side and trees. No inlets of any kind in the bike path. They will need to provide flood study information. Brent will check on the minimum road requirement for a hammerhead for the Fire Dept. They will need to put in a noise barrier along the by-pass. Abbey House - Denver Avenue and Sunnyview. This property has been purchased by the Violence Free Crisis Line group. There is an existing triplex house that does not meet the setback requirements. There are other setback problems as well. There is 1.3 acres for parkland. They are doing 7 lots. It has R-3 zoning. There is a need for a new Abbey House and they have the other lots in there to help pay for it. They will be doing a hammerhead turnaround. They need to know the City standards for a hammerhead. Fire will need an access road. They will need to do City standard improvements on Denver on both sides of the road. Cottage Gardens — 5' wide boulevard. 28' driving surface. Frank gave Sean some proposed changes. 10-15' easement at the clubhouse. Flood plain and fill comments prior to doing anything on site. Slope regulations were discussed. They will need to comply with DEQ. Stakes at building envelope with 5' or 10' offsets would help the Building Dept. Flood study needs to be completed and the impact should be mitigated with BMPs. Fox Trotter — Stillwater Road — doing City street. Sean proposed they put in a 60' road easement to the adjoining parcel. Discussion was held and it was decided that they should put the road straight through with curb, gutter and sidewalk without the cul-de-sac. OTHER REPORTS: Evergreen Water District — at the southeast corner of Glacier Village Greens, the Evergreen Water District has a pump house at West Evergreen Drive and East Nicklaus. Village Greens is selling off portion of their parkland property (17,000 sq. ft.) to Evergreen Water to move the well house. Glacier Village needs consent from the City to sell this land. They still meet their parkland requirements. Jennifer is okay with this and this is approved by Site Review. We will suggest that they put in a connector path to Evergreen Drive.
