Hear the Public: None. Performance Bond Reminders: None. OLD BUSINESS: Courthouse East — 723 — 5th Ave E — We just received some updated plans. Their Letter of Credit will be coming. Ray met with the sprinkler contractor yesterday, and the corridors are fine. Hydrants are okay. Access is on the eastside. The FDC will be located on the west side, approximately 20-30 feet south of the main doors. Fire is okay with this project. They need to combine their internal boundary lines. The tunnel will not be used for public access, and it will be protected by the main building fire system. They will put in a fire separation and a 90-minute door that would be closed on the coffee shop side. They will need to isolate the tunnel at both ends. Parking adjustments will be reviewed by PJ. The updated lighting plan was also submitted. Regarding the drainage plan, they will need to figure out whether the storm system will be over its capacity. Landscaping has been approved by Parks. The bridge — Tom Able is working on that. Details should be submitted soon. They are working with Charlie Harball on the Letter of Credit. This will be taken off the agenda and PJ will monitor the final items. Penco — They need to be 5' from the east property line to comply with the airport height requirements. They will need a fire wall. Ray will go look at this property as to access. They have roadway easement issues. Mark will check with Susie on the drainage. This will be on the agenda for next week. The Meadows — They will need to put 2/3 of their infrastructure in as well as many other items they need to address before coming in for their building permit. Ray will check on their hydrants. Parkside Credit Union 55 Heritage Way; adding canopy and additional drive -through lane — existing site near KRMC. Two accesses, one-way driving aisle with four parking spaces. Adding a canopy, which will be a 4' awning with rods that attach to the existing awning. Site changes including an exit that would be one-way. They will be relocating four parallel parking spaces, two-way flow, they are changing to a one-way. Keep the drive -through lane. One area will mimic the other area. Five foot landscaping buffer. Parking is 8' x 23'. One 12' aisle, stacking spaces at 8'. Highway 93, Heritage Way, and Commons Way. Fire would like them to maintain 20' access roads. Ray will do some research on this, but there is concern about the parking along the access road on the north side. Height of canopy? This is going to ARC next Tuesday. This will be on the agenda for next week. Milbrandt Apartments — 1711 — 5th Ave E; adding 2-unit building to existing apartment complex — Brad with Brad's Design will be doing a site plan for them. The storm water will be addressed with an overflow system. KRMC — adding 14 bed temporary modular unit -patient wing (Administrative CUP) — Nothing new yet. Property line locations and parking need to be addressed. NEW BUSINESS: Woodland Park — community spirit monument (pavilion) — Located at the edge of the lagoon. Hydrants need to be within 400'. Volunteer help as contractor. If someone is hurt, who or what insurance would cover this project? Mike Baker will need to check on this. No zoning issues. Ray will look at the fire issues. Double J Econolodge — 1680 Hwy 93 S — addition to existing hotel for 6 new rooms — Bumped in because of their setbacks. A lot of their parking stalls may be off site. On the agenda for next week. PLANNING OFFICE ITEMS: Trumbull Creek Crossing — Subdivision with annexation and zone change for 600 units. Erica explained that when they went to the County with this, the County wanted '/z acre lots. They would like this annexed to the City. They have met with Tom Jentz and Jim Patrick. They would like to submit their final plat for Phase I by the end of February. They would like a PUD for the residential portion. The industrial part will be included at this time in the PUD. They are working with MDOT for highway access, but is doesn't look like it will be approved. There are some flood plain issues but they are doing a flood plain study. These will be mid -range homes. There is also 1.7 acres set aside for a 3-bay fire station and community room upstairs. Water will initially be Evergreen Water. Water will probably stay with them, but the sewer is the question. There is a lift station going in at Kelsey. They will probably have a lift station on each side of the river. The City and Evergreen are working on getting the collection to the treatment plant. The storm drainage should not be an issue. This 2 project is in the early stages. The roads will have a major link to Reserve on the south and Rose Crossing to the north. They may be coming in as an annexation district, which means that within 10 years they will be fully part of the City, with the time frame to be determined by availability of services. Their flood delineation should be completed by the end of March. This is going to the Planning Board in late March or early April. Youth Group Home — Property is two lots off of 8th Avenue EN and Oregon Street. Zoning is R-3, single family. There are a range of house types. There is a church to the north of the property. The lot is currently vacant. There is a fire hydrant on the property. There are presently no street trees or sidewalks. The plan for the house was shown. The house would need to meet the setbacks. Nicole noted the driveway could fit 5 spaces. Their license is for 8 kids, and they will have 24 hour awake staff. The parking should be treated as single family, which only requires two spaces, and then have an agreement with the church next door to share parking for their additional needs. The stub that is shown for parking doesn't meet zoning regulations. The property is on the corner. The front of the building would be on the short side of the building on 8th, so the setbacks would be 5' on the north and 20' on the remaining 3 sides. The home would be approximately 6,500 sq. ft. The building will need to be sprinklered as the fire flow required will be 2,250 per minute, and the pressures are low on that side of town. The footprint of the building is approximately 5,200 sq. ft. In the future there may be an SID to upgrade the road, which they will be required to be a part of. There may also be a fire alarm requirement. OTHER REPORTS: Willow Creek — This will be on the agenda next week for the Planning Board. Cottage Gardens — They are down to 30 lots. They are looking for a variance on the roadway that serves three lots. This is going to the Planning Board in March. Wolford Mall — The initial plans for the Bucky Wolford Mall will be coming in within the next 3 to 4 months. Sunburst — 1418 — 5th Avenue West — formerly New Life Church and daycare.
