OLD BUSINESS:
Penco — 2310 Hwy 93 S; adding 4,000 sq. ft. storage building — This was approved through
ARC. They need some landscape screening along the east and north sides. Height of the
building may go down so they could move it to 10' off the property line due to fire wall issue.
Fire is okay with this. Approved through Site Review.
The Meadows — 4 Mile Drive development; new clubhouse building — They met with the City
yesterday. The PUD has a number of things they have to do before they get building permits.
They are meeting with Charlie about a number of issues. They are coming in for some
building permits: 4, 5, 10, 12, and the clubhouse. They may need to sprinkler the clubhouse.
A Traffic Analysis was done on 4 Mile. There will be another meeting on Friday regarding
fire access issues.
Parkside Credit Union — 55 Heritage Way; adding canopy and additional drive -through lane
— This went through ARC this week. Fire access is okay. Police are okay with this. 54
parking spaces. Need a sidewalk added along Heritage up to the ROW at Highway 93. 5' off
the curb. They need to submit a plan that shows the landscaping and a letter to PJ about the
lighting. Approved through SRC with sidewalk and boulevard to be coordinated through
Public Works and Parks.
Milbrandt Apartments — 1711 — 5th Ave E; adding 2-unit building to existing apartment
complex. This went through ARC on Tuesday. Require sidewalk on the west side. Fire is
okay with this project. Addressing was discussed. We will need a Lighting Plan and a
Landscaping Plan. Parking dimensions are not quite accurate. Susie is working with them for
drainage. Utility connections with water and sewer running out to 5th. They will need to sign
an SID waiver, and also consult with Eagle Transit.
KRMC — adding 14 bed temporary modular unit/patient wing (Administrative CUP) —
Parking information was submitted. Lot coverage is fine. Getting some additional
information in as to the property line and lighting information. They are okay with out this
works with the Alert Flight pattern. This is approved through Site Review, including the
Administrative CUP.
Double J Econolodge — 1680 Hwy 93 S — addition to existing hotel for 6 new rooms — Most
of the project is pre-existing. Some ownership issues. There is a storm line that needs to be
identified. There is an alley (public?) that divides the parking. Fire flows still need to be
calculated.
City Shops — 1400 — I't Ave W; addition to existing shop building — ARC wants a landscape
boulevard in there. The will replace their fire hydrant. They will be putting in a fire wall. It
will have a separate gas meter that will need to have bollards around the meter. This is passed
through Site Review.

PLANNING OFFICE ITEMS:
Trumble Creek #1 Developer's Agreement — Charlie Harball explained that they could
come in as an annexation or with an Annexation District Agreement. We need to look at this
as if they are coming directly into the City. We will need a Development Agreement or
Subdivision Agreement. This would be zoned City R-3. Andy noted that city standards are
being used for infrastructure, lighting, etc. A flood plain permit was issued from the County.
The pipe was installed last September, and is made of galvanized CNP. Stokes did the flood
plain work. We would need base flood elevations. The water is actually an old swale for
backwater from Trumble Creek. Andy has met with Parks on street trees. Concrete will go
in during June or July. If anyone has any conditions they would like added, please send them
to Charlie. Floodplain information and permit(s) from the county need to be provided to P.J.
Bruce Lutz did the Landscaping Plan. The Parks land in the flood plain is an issue. The
Landscaping Plan was made to County standards and will need to be sure to comply with City
standards. The road width from the back of the curb is 32'.
Willow Creek — revised project. Gary Severs represents the Turners. They now have larger
lots on the west side, and multi -family units throughout. A traffic study has been sent to
MDOT. James said they have not looked at the new traffic study yet. The corner lots are the
same as the internal lots, and usually they are larger to make room for the ROW. There is a
60' street ROW on the NW corner. They will need 10' side corner setbacks. The corner lots
should be made 45' wide. Otherwise, the building area would be 5' smaller on the corner
lots. Their excavating and fill issues were discussed. They will do it up front so each lot will
be ready to build on. The county has been trying to get them to do some remediation work in
the floodplain area. They should do a flood study before doing any of the phases near the
flood zone. Connection up north will happen at the beginning of Phase 3. Connection to
Hwy. 2 may happen at that time, otherwise a cul-de-sac will go in. Perhaps the connection
should be made prior to any phases due to construction traffic and the relatively low number
of lots that the traffic study called out as generating the need for the connection. We would
like a final plat for how they will do the final landscaping and completion to the project and
who will do this work. They will have this staked. They have about 300,000 cubic yards of
dirt that will be taken off -site. Excavation should be hauled off, and this should be required in
the CC & R's and in the design guidelines. The finish floor elevations are 2-3' above to the
highest point of the curb. No lot can drain onto an adjoining lot. They will be doing a final
geo-technical report. The cul-de-sac is 600', and the secondary access will need to be in
before Phase 5, according to Ray. Correct width and radius in the parking lot needs to be
submitted prior to final plat. The requested buffer from Fish, Wildlife, and Parks is 200', but
the Turners would like a relaxation of this standard by averaging their distances. FWP will
need to approve this. All applicable standards by the City and State will be applied. Street
naming will need to be addressed later. Roger asked there be fencing put in along the creek
where their parks are located to protect children. A 10' wide asphalt trail will be put in along
the open space.
Family Concepts — CUP on 5th Ave W in 1800 block — site used to be a church and daycare.
Family Concepts is proposing to move here. They have two access points. They plan/are
required to add parking. They will have 4-6 staff members, zoned R-4, need to pave the lot
and show how it's striped. Surface drain to open space on the lot. Fire needs access through
the driveway. Need to submit a parking lot layout plan and how it will work. Considered as
professional office. Fire access concerns. Their proposed sign is too large. Recommend
sidewalks with a 10' ROW or a Waiver of Protest on an SID for future upgrades. They could
sprinkler the building. They will need to talk with Jeff about ADA conditions and code issues
and also check with Eagle Transit.
