Performance Bond Reminders: None. OLD BUSINESS: The Meadows —Four Mile Dr — we have the plans for 5 condominium buildings as part of Phase I. PUD issues are incomplete and need to be resolved prior to permits. Discussed sprinklering, storm drainage. Chad will discuss drainage with Mike Double J Econolodge — 1680 Hwy 93 S — storm main runs under building; need to get that matter resolved before they move forward Milbrandt Apartments — 5th Ave E; nothing new; F Ray met with Torgerson about building a 4-plex next door — would take a CUP NEW BUSINESS: Tire Rama — 1555 Hwy 93 S — addition onto existing building. Will be reviewed under today's codes. Minimal site changes. Should have enough parking. Some changes to curbing behind building, adding speed bumps and landscaping. Need to make it 24 ft wide driving surface. Total building size 11,434 sq ft. Fire code review pending for structure. Zoning review pending. Discussed sidewalks. Conditionally approved subject to installation of sidewalks/curb/gutter/landscape boulevard along lgt Ave section (coordinate with Public Works and Parks). McDonalds — Spring Prairie — we did a preliminary look at the project recently. Sidewalk connections to Hwy 93 and bike racks are shown. Discussed utilities. Potential hydrant relocation. Need to address parking numbers; shared parking is in the works. 20 ft landscaping setback; lighting will comply. Reserve Loop will be expanded to a 4 lane, but will not move closer to this building. Trash enclosure is by the south side of the building. Deliveries will be early in the morning (size of the building does not require a loading berth). Zoning review is pending. Approved by site review. Glacier Quilts — Hutton Ranch — in front of Sportsman. The parking lot connection between Target and Hutton Ranch is between Sportsman and this building. Parking along the driving lane? Overall parking plan has been previously approved. Need to ensure pedestrian connectivity. Will be on agenda next week. PLANNING OFFICE ITEMS: Aspen Group - 2 weeks from submitting Starling/Sec 3 5; Fox Trotter to the south included a park placeholder adjacent to this project. BPA easement discussed. They are working with the school districts —possible middle school site. Roundabout at NE corner. Neighborhood commercial component near central parks. Utilize alleys throughout much of the project. Corner lots should provide for side corner setbacks. Discussed bulb -outs and the testing done with cones for fire trucks, snowplows, etc. Landscaped blvds 7-8 ft. Every 50 ft, spacing in trees for fire access Ashley Heights — Discussions relating to easement along Sunnyside and need to change drainage easements. Bike path along bypass. Road needs to be 20 ft on each side of landscape island; other changes to island needed (angles, etc). May wind up being an R-3 rather than an R-4. Discussed impact fees as they relate to developed properties being annexed. Next week — Valley Ranch and Ashley Park Ph 9 River Horse — county subdivision; submitting comments to county OTHER REPORTS: Husky Street — Jackola is working on a project for a retail building at Husky/Meridian Rd; preliminary comments only. Discussed access agreement with truck stop. Curb cut needs to be 35' from corner of asphalt. Discussion regarding reworking parking and access onto streets. One loading berth required. Sign by intersection would have traffic vision requirements. Hutton Ranch — two tenant improvements have been submitted for Pad C (offices) — the shell was previously approved as offices Target — has a permit application in for some mechanical work with coolers and some work by the loading area/trash compactor; no site review issues Knotts Family Patnership — multi -tenant building off of Corporate behind Ashley Square; reviewed as an office complex, but has since included a church and is now looking at a business which packages and ships video tapes — change of use, so will be on agenda next week Greskos — looking at adding a 100 sq ft walk in cooler. Some setback issues which might be able to be dealt with. Biggest problem is the parking. Number of issues with layout. Most significant from site review perspective is backing into the right-of-way. That situation would have to be corrected per both City and MDOT, and the committee strongly felt that it would be a necessary condition.
