OLD BUSINESS:
The Meadows — 4 Mile Drive development; new clubhouse building and condominium
buildings. The electric range with the Class 1 hood at the clubhouse has been taken out. An
electric, slide -in oven has been installed below and a microwave has been installed above. Jeff
has approved these. All code issues have been addressed for the clubhouse. They have
submitted their lighting plan to Jeff. There were some PUD issues, i.e. the water mains,
hydrants, etc. Fire access has been approved by the Fire Dept. Their landscape design has
been approved. The necessary CC&R language was included. An S.I.D. waiver has been
signed. Their mailboxes need to be approved by the post office. They said they have received
a letter of approval from the post office, and will forward this onto the City. There is a site
plan issue with the condos. Building 12 includes all of Jeff's issues. Frank stated that no
water meters will be issued until the pump station is taken care of. The park amenities need
to be provided later. They need to backfill the hole so the hydrant can be tested again. This is
approved through Site Review, and Building may be able to a permit first thing Monday
morning.
Milbrandt Apartments - 1711 5th Ave E; adding 2-unit building to existing apartment
complex. They have asserted that they will be wrapping up everything soon.
Glacier Quilts — Hutton Ranch; new retail building. Tom would like to have more width
with their "right in" lane. They may be able to shift the pad ten feet to the north to provide
for a five foot boulevard. Ray mentioned that the infrastructure is probably in and they won't
be able to move the pad. They will have a raised median in Hutton Ranch Road for MDOT.
Ray will check the radius on the "right turn in only" lane. This is passed through Site Review
with the idea that Planning will work with them on the best way to incorporate the "right -in"
lane. They need to do handicapped ramps. Drainage is good.
NEW BUSINESS:
Mountain Mudd — 130 W Idaho; espresso stand next to the King Buffet. Temporary curbs
will be coming in, with a walk-up curb and only one drive -up lane. They will need to provide
parking numbers. They need to shift the building about six feet to provide for setbacks and
give room for stacking on site. MDOT won't approve this with the present setup. PJ will
talk with Kirk about this. We will need detail on the walk-up area.
35 5th Ave W — new hair salon/tenant space. Demolishing old hair salon, and making the top
floor into a beauty salon and the bottom will be lease space (most likely barber shop). They
may have up to 16 stations (which would generate a requirement of 32 parking spaces), but
only have 13. Their lowest floor appears to be sub -grade. There could be ground water
issues. Sprinklering maybe required under IBC 903.2.10.
Westwood Park — PUD amendment/common area access — proposal to change the access to
their common area. Their plan was to put in a pedestrian bridge. Discussion was held about
not putting in the bridge per PJ and Nicole's discussion with Bill Rice. Chad met with Jim
Berry and now they are talking about making the bridge longer. The Conservation District
has some issues with it, and the neighbors would rather not have it there. Chad will look into
this and organize a meeting with staff about this. They could do a sidewalk connection to the
east. PUD amendment proposal is tabled until next week. Discussion also included the
drainage swale/fence/landscape buffer along the west side, and the creation of double -frontage
lots. The neighbors wanted a drainage swale put in.
Hutton Ranch — new Food Court building (Pad J). Three dining opportunities for "quick
food". They will need to have the whole site shown.

Village Greens Clubhouse — Sandy mentioned that they are taking out the stove and putting
in a heating oven.
