Dev. Mgr. Guests: Jim Atkinson (Eagle Transit), James Freyholtz (M.D.O.T.), Bill Rice (Denman Construction), Jim Berry, Brett Kelly and Beau McCloud, and Michael Blend (Blend Construction). Hear the Public: None. Performance Bond Reminders: Mark is working with a developer on Cascade Business Park. The bond on the Kalispell Center Mall will either be partially or fully released soon. OLD BUSINESS: Milbrandt Apartments — 1711 — 5th Ave E; adding 2-unit building to existing apartment complex — nothing new. Mountain Mudd — 130 W Idaho; espresso stand — by King Buffet. Alter their access so that it does not stack onto the highway. Shift over to get a 10 foot setback. There will be one walk-up lane. Stacking would all be on -site. 35 — 5th Ave W — new hair salon/tenant space — Moving out the old building and building a new salon. They will need to talk to Public Works about drainage. There is an existing fence. Parking based on the number of operators. There is a question as to whether the basement should be sprinklered. Mike said they most likely do not need to sprinkler. Ask for sidewalk out to Fifth Avenue. Drainage could be a major issue. Sidewalk connection, fire code review, drainage approval, Parking, and lighting. Passed through Site Review with the conditions as listed above. Westwood Park — PUD amendment/common area access — Eliminating the bridge and the bike path, terminating the secondary access. 600 foot long by 60 foot strip that goes to Two Mile. Will have full sidewalks. Chad said the road where the bridge would be is a fitness trail with work stations. Parks would like to keep access to this. Extensive discussion was held regarding the bridge. The real question is whether the proposed change is major or minor. They have proposed to possibly put in the remaining sidewalks on Cooper. This is determined to be a major change and will need to go in front of the council. Silt fence needs to be installed. The round rock is fabricated under ground. Hutton Ranch — new Food Court building (Pad J), south of First Interstate Bank. Right in, right out to the south of this. The garbage area will be screened. We need a more complete site plan showing property lines and easements. PJ will review the evolution of this project. Also, by Glacier Quilts, there is an approx. eight foot landscape buffer along the deceleration lane that is nearby. Update site plan. This moved through Site Review pending review of revised site plan. Appleway Business Park - B-2 area. They did a boundary line adjustment. There is a vacant lot between Orchard Village and this project. Access to the bike path. They are working with Architectural Review on some issues. This is going to be a medical office. Proposed landscaping was shown. Sidewalk connection to Appleway. Move the light to allow drop off area. They will swale the parking area to drain around the building. They still need to submit the light plan. Mailboxes will go in the solid area. They will be replacing part of the sidewalk in the back. Hydrants are not shown. 108' on two sides. 2,772 sq. ft. Type 5 building. Need to determine fire flows. Issues: Sidewalk connections, drainage, hydrants, light plan. Would suggest connection to Rails to Trails. Approved with conditions. NEW BUSINESS: 432 E Idaho — change of use of tenant space to office — change of use. Prudential Glacier Real Estate is moving in. Interior remodel. Approved subject to Fire Department approval. PLANNING OFFICE ITEMS: 7t" Avenue West — proposed townhouse toward Sunnyside, Lots 2 and 3 of Western Acres Subdivision. Two tracts of land, one in the City, one in the County. Zoned R-4. Their proposed 40 foot right-of-way would need a variance. They need to get the garages in the rear. Public Works will not support anything less than a 60 foot right-of-way. There is no place for storm water. This would have either a 110 foot cul-de-sac. We would require an additional 10 feet of right-of-way with curb, gutter and sidewalk on the west side of 7t'` They may connect 7th Avenue West to Western Acres for 30 feet to access the unused City park. Tom suggested they put in 4-5 units per lot instead of 6 (for a total of 8-10 rather than 12). This project is less than one acre. OTHER REPORTS: 285 — 2nd Avenue WN — Change of use from offices to ABC Copiers. There will be a sign change condition added. Otherwise approved. Starling Group — Section 35 next to Glacier High School is coming. Ashley Park Phase 9 — slowly coming in. Four Square Church - across from the proposed Bucky Wolford Mall may come in to annex. Lone Pine Trails — getting some building plans coming in. Mike will check the street signage. Silverbrook — On Highway 93 is under construction as far as earth work. MDOT will be doing a "Junior" interchange at Church Drive. Passenger Shelters - Eagle Transit passenger shelters will be built by Carter and located at several spots in the Flathead Valley. The first four will be at FVCC, Target, the post office on Meridian, and at Depot Park. They should be appearing by Summer.
