Hear the Public: None. Performance Bond Reminders: Kalispell Center Mall/Red Lion Performance Bond — They bonded for several improvements, including parking, internal sidewalks, and landscaping. They would now like the bond released. Their idea is that US Bank is responsible for their area, a portion of the site work is completed, and the remaining section will be modified with a new project on the corner. If the site improvements would satisfy our requirements as they presently stand (separate from the bank area), we would release the bond. Each department should take a look at this project and we will see where we are at our next meeting. There are two bonds; one just mentioned, and one for Swank regarding their fire sprinkler system. They will be submitting a proposal to Fire on this system. OLD BUSINESS: Universal Athletics — They met with Susie regarding their storm water permit. They have shifted the boulevard over to get around the transformer. Their storm water application has been submitted. Calculations have also been submitted. They would like to begin on the utilities. We still don't have the cut sheets on the fixtures. The location of the handicapped spot is okay. Awnings are not shown, but Toby thought they were only on the front of the building. The awnings must meet the setbacks. No public entrance on the west end. This is passed through Site Review, contingent with the drainage information. Flathead Bank — Hutton Ranch (revisited) — this was approved last November in site review, and this is just an opportunity to make sure that everything is in place. They are trying to get a permit issued by the end of May. We had asked for an overall site plan. NEW BUSINESS: Discovery Development Center — 75 Glenwood; roof addition and new covered play area — sand box pavilion. This is approved through Site Review. Glacier High School — new pump house/storage shed — Elevation drawings. Internal road to the shed. Reserve Road will be changed to West Reserve Loop around the school. This is approved through Site Review. Tinseth — 750 N Meridian; new roof expansion — covered walkway off the side of the building. Not sure how it ties in with the parking. They need to submit a much better site plan in order to review the project. Health and Human Services — 121 Financial; storage building/garage. Still have fire lanes. 20' x 20' building, 12' high. This does not impact the required landscaping in that corner. Approved by site review. PLANNING OFFICE ITEMS: Starling — This is going to the Planning Board on May 22" d for a Public Hearing. They will speak with Susie about storm water issues. Sean is working on his staff report for this project. He will send something to Public Works and Parks for their comments. No further comments from anyone else. Westwood Park — Revised final plat and PUD plan. They will be uncovering the catch basins before the end of the month (that they previously covered up). Everything appears to be okay with this project. Nicole will go over everything with Public Works next week to be sure all requested changes have been made. OTHER REPORTS: Fun Beverage —They are wrapping up their project. A sidewalk was shown on the plans that was previously approved from the roundabout to the front door. Item #5 on the revised plan removes the sidewalk because it was omitted from the contract. No fire issues, no building issues. This sidewalk will be deleted from the plans. 338 Main — Remodel on Main Street — Darryl Byle. Gross square feet will be reduced, existing parking utilized. There could be building and fire code issues. Using mixed use, separated units. Egress for residents from bedrooms to corridor. Windows for light and ventilation. Going to fire shutters. Re-establishing the foundation to maintain the stairwell. The stairwell down the south side will be straight. The facade will be brought back to the brickwork. This will be on the agenda for next week. Cottonwood Estates — in Evergreen. Will be tying in with our sewer system. They are working on a Development Agreement with our City Attorney. This will be on the agenda next week. Eisinger's — They would like their permit by the end of the month. There are flood plain issues. There is a condition that there will be a bike path; details to be worked out with Parks. Drainage is okay with Public Works. They have to do a boundary line adjustment. Their permit will be issued by the end of the month. Bond Issues — Chad raised a concern regarding a couple of subdivisions where trees were supposed to be planted but the bond was released before the planting took place. Discussion was held. Leisure Heights was one of the subdivisions, but Mark thought that the bond had just expired. Helen O'Neil Park — There is a park off of College Avenue called Helen O'Neil Park. There is a road that goes around the park. Individuals from the neighborhood have complained about its maintenance, but the neighborhood does not appear willing to take over responsibility for the park. Chad was wondering if the Fire Dept. would take a look at it to see if Sylvan Court would need a cul-de-sac put in there in place of the park. F. Ray will go look at it. Headstart — Community Development has grant money for them that needs to be released. They need to complete the changes previously requested by our departments in order to get this grant money.
