OLD BUSINESS: Morrison-Maierle Building — They are still working out their drainage issues with Public Works. NEW BUSINESS: Mountain Mudd — 2267 Hwy 93 S, at the corner of Kelly Road and Hwy 93 S; new drive- thru espresso stand — A portion of their access crosses the property lines. They need to see if there is an easement in place. Stacking in the easement, and up to 9 ft into the right-of-way. On Kelly Road, the drawing shows curb and berm that are existing. Sidewalk is in. Not enough parking spaces and accessibility is a problem. Public Works will want to look at the frontage on Kelly Road. Could shift the stand so backing and stacking isn't an issue. They will need to clarify their property line on Hwy 93. James will look at this for M.D.O.T. regarding the access on Hwy 93. They would like to have access for both windows. Each window needs four stacking spaces. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Willow Creek — They have reduced the number of units along the creek to 123 units comprised of single family, townhouses, and condos. Exit to go north. Improvements along Foys Lake Road and all improvements along Meridian arterial on Foys Lake Road, including curb, gutter, and sidewalks. 65' road easement that goes to the pump on the west side. They have asked to annex everything to the east into the City that is part of the bypass. Charlie does not support this. There are continuing conversations going on between our Fire and Planning Directors, and between the Police and Highway Patrol. They have revised some of the parkland, which has been increased at the north part and should be shown on the plat. It should be out of the 200 foot buffer. Access to Hwy 2 through Tract 12. Willow Creek Drive is the one they will have to build. They will begin with Phase 1. Lots will be 4,000 sq. ft. in size. They were also requesting the setbacks to be reduced to 10 feet. A 200 foot setback is the recommendation from Fish, Wildlife, and Parks. They will improve the parks area to what the Parks Department will approve. There will still be a path along the creek. Mountain Vista Estates Phase 4 — The internal roadway on the southern end that connects to Cottage Gardens has a sashay in the road that will not be approved (Mountain Vista Way). Frank suggested they could do a 60 to 1 ratio taper. The trail across the stream is connectivity to other future surrounding subdivisions. They will need to see Chad or Mike about the parkland. They could possibly put the trail path between 12 and 13 to connect to the common area. This plat will need some minor revisions for the flood plain. We will require a community lift station between this project and Cottage Gardens to work together to share the up front costs. Bowser, Sharp, Fetveit Property — They would like to annex to the City. Meadows Lane would have to have a dedicated street way with curb, gutter, and sidewalk before Public Works would support their annexation. Mountain Vista Estates Phase 2 — Final Plat. They have submitted a Subdivision Improvement Agreement. The Parks Plan hasn't been approved. There will be a pre -con meeting next week with M.D.0.T. James said that they are okay with this project. They will stub out a 14 foot water main to the right-of-way where there is some water storage. The storm water will have dry ponds. Appears to be missing the road connection to the north. Northland Subdivision Phase 3 - is coming in for Final Plat. They submitted a Subdivision Improvement Agreement and are bonding for about $80,000. Ashley Heights Subdivision — They are asking for 26 lots now. The traffic impact study said they can handle it. They will improve their additional right-of-way and the front of their project along Sunnyside. Provide additional 10 feet for Sunnyside. 60 foot easement, bike/pedestrian path in the park. The annexing of the right-of-way that is part of the bypass will need to be resolved. OTHER REPORTS: Gravel in the Boulevard is supposed to be 5 lbs. and is a chronic problem. This may be addressed in the landscape ordinance. Three Mile Subdivision — Charlie mentioned there are tree issues there. He will meet with Chad on this. Famous Dave's — F. Ray said they will be opening on Monday. Hilton Garden Inn — They are making their improvements, and will have a ribbon cutting at 4 p.m. on Monday. Sportsman's — Are planning on opening on July I't. Ladder Truck — F. Ray mentioned that the Council has approved the purchase of a new ladder truck for the Fire Department.
