OLD BUSINESS: Mountain Mudd — 2267 Hwy 93 S; new drive-thru espresso stand; nothing new 245 Windward Way — conversion of existing congregate care facility to medical office building (plus an addition) — went through Architectural Review. They will need to contact Public Works about drainage and traffic vision issues. Appleway Apartments — 3 5 Appleway; new apartment buildings added to existing apartment complex. B-2 — 15 dwelling units and an office. Will not need to sprinkler, but Jeff spoke with them and told them they would have to take out the cooking facility and add in a handicapped bathroom in their office. Limit their access to the existing accesses, and stop creating an access on the south side by the fencing. Condition that there be a Public Works punch list of included infrastructures and repairs and some drainage issues. Mark will get in touch with them. Either they should be completed or bonded for prior to getting their building permit. D. C. will confirm the sprinklering issue with F. Ray. Otherwise, this is passed through Site Review. 242/248 — 2nd Ave W — conversion of tenant space — Mark looked at the site and had no issues. F. Ray visited with the builder and will return there next week, as they may have many fire issues. They may need to do alley paving if it hasn't been done yet. Public Works will take another look at it. This will be on the agenda for next week. NEW BUSINESS: Rosauers to Liquor Store parking lot connection — Hwy 93 S — there is a little bit of a grade change. The connection will take out three parking spaces, but they still have enough parking. This will be 24 feet wide with a grade change, covering a 10 foot stretch. This could be moved further to the east. Public Works needs to see some elevations. Site Review approves this, with the condition that they work with Public Works on a design. PLANNING OFFICE ITEMS: Trumble Creek Crossing Phase 2 — East Reserve just north of Trumble Creek Phase 1. Mike Anders, Northwest Development Group. Erica presented the project. They are coming into the City to annex 140 acres and do the first phase down to Trumble Creek Phase 1. There are a series of sub -phases on two acres. Regarding Phase 1, applicant is working with City Attorney Charlie Harball to work out a Developers Agreement. They will move forward with the annexation. There are 52 lots on Phase 1. Phase 2 is 50 acres. The entire site is a little over 140 acres. The initial zoning will be R-3, and the City is working through their PUD. The little pods are working toward Rose Crossing. I-1. They have asked MDOT for roadway access along the highway, but this will most likely be denied. There will be walking trails, a park, and a bike path. They have had a Flood Plain Analysis completed. Wet land delineation. A Traffic Study has been submitted. There are extensive homeowners' association documents. There will be Architectural Review standards for the whole project. Phase 2 will have some single family homes. The pods may look at apartments. Phase 2 will be phased in. A secondary access will come in later. Andy spoke regarding the water and sewer. Trumble Creek Phase 1 is connected to Evergreen Water. Sewer pump station. Part of our design, we extend sewer north of the property line to serve by gravity. A, B, and C can go south and everything else will need to go to a different pump station. Storm drainage, drain the site to drain to some points, dispose of water sub service, creek can be used if we treat the water. The road extended through and eventually connecting to Rose Crossing. Unlikely to see a road going out to Highway 2. Ground water on higher levels is maybe 10' regarding the wetlands. Ground water peaked for Phase 1 at 29.14. Discourage basements, especially in the lower areas. Will probably have Evergreen service lgt Phase services and then bring in a new City sewer line along Rose Crossing later on. The City is working with them on this. There is a lift station in Park A. Chad stated that they do not like these in the parks. Either enclose it so it looks like a building or take it out of the park. May put the storm drainage underground. Multi -use facility. Chad would like to know what this is going to look like. They could put in a pedestrian bridge for the park on the southeast corner (Park D). Secondary access will need to go in fairly early in Phase 2. May require a dedication for future vehicular connectivity on the south end. Zoning deviations— lot coverage is vague. Variety of housing types. Erica will work on this. Setbacks and accessory setbacks need to be clarified; should measure from the furthest extension (e.g. eave) rather than foundation. Removing overhead power line from the park. Improvements to the parks need to be clarified. Long linear park (A) has a road on the other side. Main road at 70' on west side of Phase 2D. Offset of roads south of Park A need to be aligned. In block 7 and 9 or 12 and 14 2 they could extend the road instead of going through Park D. D.C. is okay with the road. No problem with the bulb out either. This is not going to the Planning Board until October. They will work on the necessary changes. Deposition of ground water. Trigger point for through road up to Rose Crossing. Lift station and enclosing it if in park. Access to Park D. Road alignment (south of Park A). Bike path 10' wide asphalt. Maintenance of bike path by homeowners to include scheduled maintenance (i.e. seal coating). The question of who is inspecting the homes in Phase 1 was raised, since it is not in the City. OTHER REPORTS: West Town Village — Pre -application for Long Engineering for a potential subdivision north of Mountain Vista. Farm to Market Road on the west side. Possible 103 lots, but will probably go down to 90 some lots. Water, parks, access that goes into Mountain Vista. Connection to the north at lot 25 and West. Perhaps they should break up the block lengths. Connect the bike path from Mountain Vista. The will need a centrally located park, with nothing in the B. P. easement. Parks Department will do the improvements themselves. The right-of-way is to the east. Westbrook Square — A Subdivision Improvement Agreement will be completed in a few months. They have a deadline of September 1, but need an extension. We could extend this. Sean will speak with them and decide how much time they will need. Certificate of Occupancy Form — Discussion was held regarding the C of O. The Building Department is reworking the form. Fire Inspector Position — Mike Eaton is leaving for a new job opportunity and his last day in the office is August 22. This position has been posted through the fire network, in house, and in the local paper. The posting will close August 31gt.
