03-16-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 16, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Patrick Jentz, Engineer I Jarod Nygren, Senior Planner Del Phipps, Industrial Pre -Treatment Coor. Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: None. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Immanuel Lutheran — This project was signed off by Public Works today for their C of O on Phase 1B. Fincher had asked them for the Engineer's estimate or the bid for it. He will get back to them. OLD BUSINESS: First American Title — 219 E. Center; new office building. They will be getting additional plans in soon. This will be on the agenda next week. KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off the north of the existing building, right near the Women's/Children's Clinic. They are planning for an April start. The first reading of the PUD was passed by Council. The second reading is scheduled for March 20th. We have received the full set of drawings on the G.I. Building. ARC review is set for March 28th. The Public Works' consultant is currently reviewing the civil portion of this project. They have moved the six trees that were part of their mid -street crossing and are now behind the property line. Fred Bicha is working with them on their landscaping. Fincher will check with him as to where they are at with this project. This will be on the agenda for next week. Immanuel Lutheran — 20 Claremont; Phase 2 of the expansion of existing retirement community. Tabler put our plan together regarding the sidewalk/bike path, but they had a number of aspects they didn't like about it. We will need to meet after this meeting to discuss it further. Phipps is working with them on their need for a grease interceptor. No moving forward until that is addressed. No Building Permit will be issued for Phase 3 without the grease interceptor plans (a building dept. condition). This will be on the agenda for next week. Montana Coffee Traders — I I I S Main. In the back, they are removing a portion of the (Osbourn) building. This area will not be used for parking but for loading, which is 22 feet across. They will stripe this loading area. They will need to discuss parking with the adjoining property owner. They have a street light in the alley that may need to be relocated by FEC. This is passed through Site Review with conditions. Spring Prairie 4 (mini -anchor) — Old Reserve/Hwy 93 N; new retail. The anchor north of Hobby Lobby, with one pad but two tenants. Some of the configuration will change a little bit. Most of the site work is done. Blumenstein will be coming to Kalispell on March 28th for ARC. That would be a good time to meet with her if you have any issues with this anchor. Nygren believes the north side should be landscaped instead of sidewalk that goes nowhere. There will be some changes on their revised drawings. This will be on the agenda for next week. Green Nissan — The other auto dealer will be coming in soon. The plan is a mirror image of the first one. They would have a common driveway. Comments have been sent out by Public Works. Fincher asked about their Landscaping Plan. Sorensen stated he can access it on the Building Department drive. This will be on the agenda for next week. NEW BUSINESS: 7 Main Street — change of use to ballet studio; adding shed roof over alley entryway. This is presently a vacant building. We are reviewing it today as it is a Change of Use. Tabler asked if the shed roof would encroach into the alley. This will be on the agenda for next week. PLANNING OFFICE ITEMS: KRMC PUD — See above under Old Business. Northwest Automotive — 2nd Ave E. Conditional Use Permit application. They are expanding their business across the street into a former Century Link building. They plan to put some bays on the inside of it. They will need to replace a portion of the sidewalk toward the north end, along with the Landscape Boulevard and street trees. Fincher is okay with their completion date being later in the fall. We will need to look at the number of parking spaces, and whether or not they have room without having the easement to access those. Treeline Center — 5.8 acres tract on Old Reserve and Treeline. They have changed the layout slightly that would affect the southern driveway. Lot 2 and 3 have been swapped out with the Quick Lube now in the front, and the office to the back. They plan on connecting the two parking lots. Nothing has been received on the signage yet. This will be on the agenda for the April Planning Board Meeting. 2 Stillwater Bend — PUD Place Holder that will provide City density and City services. They have 56 acres. This is across from the Kalispell North Town Center. They would change the Land Use Designation to an Urban Mix Use Land Use Designation. They would also change the zoning to City B-2 and City RA-2. The Place Holder status gives them the zone and lets them know they can come into the City and get City services. In the future, they would have to submit a PUD Master Plan for the site. No time line has been set for this project yet. Nygren noted there is a 200-foot buffer from the river where they cannot build, and an additional buffer along the highway with a minimum of 100 feet. OTHER REPORTS: Northland Subdivision, Phase 5 & 6 — Nygren will be meeting with BJ from WGM for a pre - application meeting tomorrow morning at 10:30. They did a PUD on this development, and what they have developed so far has been a regular R-3 Single Family Neighborhood. However the PUD was done so they could have higher density in other areas near the bypass. They have about 36 acres. Kalispell North Town Center — Their Landscape Architect spoke with Fincher on this project. They plan on landscaping adjacent to the properties, and leave the rest of it all ditch. We will check the PUD to see if they were required to landscape to the highway. Nygren noted it should be similar to Silverbrook. There should be some sort of lawn. Fincher will get more information and share it with Nygren. Moose's — Sorensen stated that he spoke with John from Moose's about their parking lot. They are willing to stripe off the no parking, and he discussed possibly paving over some of the area where there is fractured rock. If we do that, he wanted about four feet coming in where that rock was lowered because he was concerned about drainage. He still has a buffer between the sidewalks and the rock per Fincher. Sorensen will check with Haskins on this to see if he will sign off on their parking lot. The meeting was adjourned at 10:50 a.m. cc: Police City Manager Fairgrounds MDOT Bldg.
