OLD BUSINESS:
First American Title — 219 E. Center; new office building. They will be getting additional plans in
soon. This will be on the agenda next week.
KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off
the north of the existing building, right near the Women's/Children's Clinic. They are planning for an
April start. The first reading of the PUD was passed by Council. The second reading is scheduled for
March 20th. We have received the full set of drawings on the G.I. Building. ARC review is set for
March 28th. Public Works is working on their review. Haskins stated that at the mid -block crossing,
there was a requirement that they reset some of the trees. Fincher will need to look at that, because
the boulevard trees were a sight view issue. They said they would take care of it with the digestive
health building. McIntosh stated they have moved the six trees that were part of that crossing and are
now behind the property line. They still have some landscaping issues that need to be resolved
regarding the size of the trees. We will need the parking analysis soon. No photometrics will be
needed because they are taking out a pole. We will need cut sheets on any other lighting that will be
added on the outside. Nygren asked about the sidewalk below the Brendan House ... that east/west
connection. It needs to go in within the next year. McIntosh agreed. This will be on the agenda for
next week.
McDonald's — 1110 Hwy 2 W; new building to replace existing. Haskins stated their easements
came in yesterday, and he has given it a contingent approval. Tabler will be calculating their impact
fees. The old building will be coming down on March 18th, and the new one will take approximately
112 days to get to opening day. We still need a sign -off from Fincher. This is passed through Site
Review with conditions.
Immanuel Lutheran — 20 Claremont; Phase 2 of the expansion of existing retirement community.
We will need to meet with all departments that have an interest in the sidewalk/bike path. We could
meet tomorrow afternoon or on Monday. Tabler will let Sorensen know when he is prepared for this
meeting. Clawson stated they have been advised about the need for a grease interceptor. No moving
forward until that is addressed. No Building Permit will be issued for Phase 3 without the grease
interceptor plans (to be installed prior to certificate of occupancy). This will be on the agenda for
next week.
Montana Coffee Traders —111 S Main. They are doing some work on the front of the building that
will go to ARC. In the back, they are removing a portion of the (Osbourne) building. This area will
not be used for parking but for loading, which is 22 feet across. They will stripe this loading area.
They will need to discuss parking with the adjoining property owner. Parking stops/bollards may be
helpful here. Tabler will review this report electronically. Public Works will notify Solid Waste about
these changes to get their input. This will be on the agenda for next week.
Spring Prairie 4 (mini -anchor) — Old Reserve/Hwy 93 N; new retail. The anchor north of Hobby
Lobby, with one pad but two tenants. Most of the site work is done there. Blumenstein will be
coming to Kalispell on March 28th for ARC. That would be a good time to meet with her if you have
any issues with this anchor. There will be some changes on their revised drawings. This will be on
the agenda for next week.
Green Nissan — The other auto dealer will be coming in soon. The plan is a mirror image of the first
one. They would have a common driveway. Comments have been sent out by Haskins. The bike
path at Willow Glen Drive and Lower Valley Road was discussed. They could come around the
manhole at the bottom. Freyholtz mentioned there being a lot to the south with a possible boundary
line adjustment. A connection to the front door was discussed. This will be on the agenda for next
week.
NEW BUSINESS:
7 Main Street — change of use to ballet studio; adding shed roof over alley entryway. This is
presently a vacant building. We are reviewing it today as it is a Change of Use. Haskins will look at
their street lighting in the alley. This will be on the agenda for next week.
PLANNING OFFICE ITEMS:
KRMC PUD — See above under Old Business.
Treeline Center — 5.8 acres tract on Old Reserve and Treeline. Nygren stated we have received their
application, but it has been changed from 6.4 to 5.8 acres after last week's Site Review meeting as the

path was in the ROW. They will be keeping five lots. This will be on the agenda for the April
Planning Board Meeting.
OTHER REPORTS:
Northwest Automotive — 2nd Ave E. Conditional Use Permit application. They are expanding their
business across the street into a former Century Link building. Nygren will send out a letter to all the
committee members, asking for comments. They want to replace the sidewalk and were informed
about the 50/50 program. Their boulevard is in bad shape. They could potentially bond for these
improvements.
Kalispell North Town Center — Nygren spoke with CTA and Jeff Claridge about their signage and
some height issues they will have to work out. The conditions on the PUD are probably more
restrictive than what they are going to want. It will be a little different because the whole layout of
the project has changed. Once they show us what they want, we'll put something together. T. Jentz
will be meeting with them at 11 a.m. today about their multi -family lots and Latecomer's Fees. They
also want to understand fire flow.
Florence Coffee — 2267 Hwy 93 S; preliminary comments for new coffee kiosk On the corner of
Kelly Road and Hwy 93. There is an existing building there. Freyholtz asked about which plan we
liked better, and Sorensen stated it was Plan 1. This plan was viewed, and discussion was held
regarding the stacking area and easements. They could shift their building to accommodate the
stacking better. They want to have an alternate route. They will need to show easement rights.
Future Highway/Road Construction — Freyholtz informed us that the big project this year will be
through Columbia Falls, including milling, resurfacing, and redoing sidewalks. They will also be
redoing Hungry Horse Bridge over the next two years. T. Jentz mentioned that LHC will be doing
Rose Crossing.
