02-23-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 23, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Chad Fincher, Parks & Rec. Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Spring Prairie 4 — We are working with them to get their bond amount resolved. Two 4-Plexes by Gateway West — Chris Sund will be doing a bond for the concrete and landscaping. OLD BUSINESS: First American Title — 219 E. Center; new office building. They will be getting additional plans in soon. This will be on the agenda next week. KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off the north of the existing building, right near the Women's/Children's Clinic. They are planning for an April start. The PUD for KRMC will be going to Council on the 6th. The second reading will be March 20th. If it is approved, then it will be ready at the end of April. We just received the full set of drawings on the G.I. Building. They will need to give us the parking analysis. ARC review will be required. This will be on the agenda for next week. McDonald's — 1110 Hwy 2 W; new building to replace existing. They are planning on starting in March. Everything has been resolved with Fincher. Tabler mentioned that they still need to get the approaches changed. This will be on the agenda for next week. Rivals — 1250 Hwy 2 W; remodel of old Sizzler/Tree Frog. Sports bar. No major site changes. They have a CUP for their casino use. Sorensen sent them an e-mail recently about meeting with Public Works regarding how they will grade the sidewalks across the approaches. They are concerned about the electric and utility boxes they need to work around. Tabler stated Public Works is okay with those. On the SE corner of the building, they were going to put in a platform and railing for some mechanic equipment. This will be on the agenda for next week. Immanuel Lutheran — 20 Claremont; Phase 2 of the expansion of existing retirement community. Phase 3 has also come in now, which is just an interior remodel and some touch-up on the outside. We essentially approved the overall site layout when Phase I came in. Some of us met yesterday with them regarding the bike path. We wanted the easement on the west property boundary. We agreed to narrow down the sidewalk from 10' to 6'. Their CUP said there needed to be an easement on their site plan, but not the construction of the bike path. They started to do some of the site work and went ahead and built the garbage enclosure there without the City's approval or permits. We will have to work around it now. They have fill material piled up high on the bank that is around 50' across that may be in the MDT right-of-way. Freyholtz will check on this as it could be an issue. They are willing to work with us as long as it doesn't cost them anything. We will submit to them our ideal path layout with options to make it a buildable easement. Discussion was held regarding where to locate the path. We need to get together next week to decide what we are going to do. This will be on the agenda for next week. Copperwood Brewing — 409 —1 st Avenue East; convert existing retail (the old American Carpet) to a micro -brew and tap room. This is a Change of Use. All changes are interior, along with a new sign outside. They are being pro -active on this project, and have submitted their pre-treatment design. Their main issue is wastewater. They also have questions as to how they will handle their storm sewer. This will be on the agenda for next week. Montana Coffee Traders —111 S Main. They are doing some work on the front of the building that will go to ARC. In the back, they are removing a portion of the (Osbourne) building. They will be backfilling the existing crawl space, and doing interior remodeling. They haven't shown their parking or garbage area yet. This will be going to ARC next week, and on our agenda for next week. Spring Prairie 4 (mini -anchor) — Old Reserve/Hwy 93 N; new retail. The anchor north of Hobby Lobby, with one pad but two tenants. Most of the site work is done there. They will be coming in at the end of March for ARC. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: KRMC PUD — See above under Old Business. 2 OTHER REPORTS: Stillwater Bend — An application for 56 acres west of the Kalispell North Town Center at Rose Crossing and Hwy 93 N behind Falkor came in for a PUD Place Holder. They are asking for a Commercial B-2 zone on the front and then it would just be high -density residential in the back along the river.
