Director Keith Haskins, City Engineer Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: None HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: First American Title — 219 E. Center; new office building. They will be getting additional plans in soon. This will be on the agenda next week. KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off the north of the existing building, right near the Women's/Children's Clinic. They are planning for an April start. This is on hold while they are still working on their PUD. The PUD for KRMC will be going to the February 14th Planning Board Meeting. Once the PUD is finalized, the G.I. Building project will probably go quickly. This will be on the agenda for next week. McDonald's — 1110 Hwy 2 W; new building to replace existing. They are planning on starting in March. Fincher has received their Landscaping Plan that shows 60 more plants are being put in compared to the original design. They will need to define what some of the sizes will be. Fincher is fine with this plan. This will be on the agenda for next week. Rivals — 1250 Hwy 2 W; remodel of old Sizzler/Tree Frog. Sports bar. No major site changes. They have a CUP for their casino use. We'll need a site plan for the sidewalk, as the sidewalk is one of their conditions. They will need an ADA ramp at the existing approaches. Parker noted that if they move the kitchen where they want it, they will have some rooftop platforms and walkways to put up, because they are putting in a Type-1 Hood Exhaust System through it, and they have to have a maintenance platform because of the pitch of the roof. This will be on the agenda for next week. NEW BUSINESS: Immanuel Lutheran — 20 Claremont; Phase 2 of expansion of existing retirement community. They need to give their bike easement to the City or build it themselves. Discussion was held regarding the path, different options and suggestions, including having them remove their garbage area and put a bike path on top. Jentz noted there are three trails there right now that are in the ditch that people are using. Haskins suggested we turn Mission Street into a one-way street going north. This will be on the agenda for next week. Copperwood Brewing — 409 —1st Avenue East; convert existing retail to brewery. This is a Change of Use. All changes are interior, along with a new sign outside. They are being pro -active on this project, and have submitted their pre-treatment design. This will be on the agenda for next week. PLANNING OFFICE ITEMS: KRMC PUD — see above under Old Business. Southside Estates — Parker explained previously that modular homes are under the State's jurisdiction. The State didn't adopt the residential sprinklering requirements on the residential building code, but with this only having one fire access, we put on the sprinklering requirement according to the NFPA Fire Code. This has gone through Council. All units will need to be sprinklered. Harball received a letter from the Dept. of Labor & Industry regarding the sprinklering requirement. There will be a conference call on this. They won't get a Building Permit unless the buildings are sprinklered or they put a secondary fire access through. Silverbrook Estates — Their PUD went through the Public Hearing on Monday night. The first reading will be in a week and a half with Council. OTHER REPORTS: Kalispell North Town Center — This went through Council Monday night. The Ford Dealer project is in for Architectural Review. Mann Mortgage is also proposed to go here. Young is present to get some preliminary feedback on the Mann Mortgage site. This will be sprinklered. There are two hydrants proposed for Jefferson Boulevard and two on Lincoln Street. There will be a fire sprinkler line and a water line to the building. Do we need an onsite hydrant? Dedman stated that they will need an accessible hydrant within 150 feet of the hookup. Young stated they will run the 8-inch and put the hydrant in the little island in the corner. Haskins would like the water line in the parking lot in the drive aisle. They have to make it so the valves are accessible outside of parking spaces. This is a 26-foot drive aisle. They would need easements extended in on the main, at the fire hydrant, and at the meter pit. There will be a possible addition on the building or a separate building in the next ten 2 to fifteen years. The original PUD for this site will need to be updated. The City will discuss the internal roads with CTA. Moose's Saloon — Fincher has received their Landscaping Plan and he stated it meets Parks' requirements. Spring Prairie Phase 4 — Jentz stated they may have a carwash going in. Tika — Jentz stated Tika has five lots near Glacier High School that he is considering developing.
