Accept a $400,000 EPA Brownfields Assessment Grant .� Acceptance of this grant would allow property owners to apply for a low -interest loan to fund petroleum and hazardous material contamination assessments and cleanup planning. 3. Ordinance 1776 —Second Reading — Eisin eg r Properties LLC Zoning tL!4z] This Ordinance would create initial zoning of B-2 (General Business) on property at 837 West Reserve Drive. Public Comment on Consent. Mayor Johnson opened public comment on the consent agenda. Seeing none, he closed public comment. Motion to approve the consent agenda as submitted. Ordinance 1777 —First Reading —Disturbing the Peace �a This Ordinance would amend the language of Kalispell Municipal Code Section 19-10, Disturbing the Peace. City Manager Doug Russell provided background regarding why this Ordinance was brought forward and the previous discussion that occurred at the work session on this item. (00:05:26)Councilor Kuntz began questions for staff asking for Police Chief Nasset's feedback. (00: 06:2 1 Councilor Guiffrida continued questions for the Police Chief. (00:07:14)Public Comment Mayor Johnson opened public comment. Seeing none, he closed public comment. (00:07:33),Motion to approve ordinance No. 1777, amending Kalispell Municipal Code 19- 10 Entitled Disturbing the Peace, Declaring an effective date, and authorizing the City Attorney to codify the same. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Russell provided the following report. League meetings will occur this week including the .Resolutions committee meeting. City Manager Russell and the Mayor have had discussions with Bozeman this week as Bozeman is looking into hiring a lobbyist for their platform. They have asked whether the city of Kalispell would want to partner with them. Next work session will include short term rentals again, and probably an update on the urban forestry management plan that is currently being worked on. Page 3 of 5 Kalispell City Council Minutes, October 3, 2016 00:12:26 Mayor Johnson asked Council for comments related to whether they had interest in partnering with the city of Bozeman in hiring a lobbyist for the upcoming legislative session. 00:12:28 Councilor Guiffrida began questions and discussion on this issue. 00:12:53 City Manager Russell answered questions. 00:13:51 Councilor Kluesner continued questions and discussion. 00:14:19 City Manager Russell spoke to the questions posed. 00:14:56 Councilor Kluesner continued discussion. 00:15:15 Mayor Johnson continued discussion and reported on the conversation he had on this issue with Chris Kukulskl, the City Manager in Bozeman. 00:16:17 Councilor Guiffrida continued discussion. 00:17:16 Councilor Kuntz continued discussion. 00:18 : 3 3 Mayor Johnson continued discussion. 00:18:51 City Manager Russell said he would report back on the Resolutions that the League of Cities and Towns passes this coming week, and after discussing with Bozeman what their platforms will entail. 00:19:20 Councilor Atkinson spoke regarding the EPA Assessment grant that was passed on consent and how this grant will help development in the core area. This is a great way for the public sector to help the private sector to grow and move forward. Councilor Atkinson thanked Community and Economic Development Manager Katharine Thompson and everyone else who made this grant possible. 00:21:18 Mayor Johnson provided the following report: October 12th at 1:15 at the 911 Center — Joint meeting between 911 OPS Board and 911 Administrative Board to review the results on the audit efficiency report. This Wednesday, October 5th is the first of two candidate forums hosted by the Mayor and Council for legislative seats. Mayor Johnson listed the candidates that have confirmed for the forums and those who have not. Thursday, October 6, at 4 p.m., Governor Candidate Greg Gianforte will meet with Council in the Council Chambers to discuss city council priorities and concerns. J.
