Director Keith Haskins, City Engineer Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); and B.J. Grieve (WGM) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: First American Title — 219 E. Center; new office building. Haskins is working with Hafferman on this project. Haskins stated that when Depot Place came in, they had not calculated in the school having service to that same main. Additional calculations are needed to verify we have enough sewer capacity to add this project. There is a lot of pervious area with green space on the west side of the lot and the existing lot is mostly gravel, so their storm design should be fairly easy. No plans have been submitted to Public Works yet. This will be on the agenda next week. KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off the north of the existing building, right near the Women's/Children's Clinic. They are planning for a spring start. This is on hold while they are still working on their PUD. This will be on the agenda for next week. McDonald's — 1110 Hwy 2 W; new building to replace existing. They plan on taking down the existing building and putting in a new building on slab. This building will be five feet wider, with no basement. Haskins stated that review comments have been sent out from Public Works. A potential floodplain came through in the NW and the SE corners. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Lofts at Ashley. Nygren and Jentz had a meeting with the neighborhood last night regarding the new 55-unit design. The architect and the owner were in attendance via conference call. We are close to a compromise, and the neighborhood may support this project. They don't like the rusty, recycled, corrugated steel as a secondary feature (wainscoting) all around. The neighborhood would like them to come up with an alternative. They would also like the berm along the west side to be 7' instead of 6' on the entire boundary. That may or may not cause the development to lose the corner unit. The neighborhood is concerned about the rustic, recycled siding that is being proposed. When it starts to break down, how would you replace it and maintain it. The neighborhood would like it to look newer; more like the rest of the neighborhood. Nygren noted that we hope to work out these few details before the Planning Board meeting next week. Glacier Town Center — We have received their Preliminary Plat application for a 12-lot subdivision with Rose Crossing going through. There will be multi -family on the north. They don't have the Whitefish Stage access worked out yet, and are still negotiating for the land to the south. Nygren will send out his referral for comments. They are aware of the latecomers' fees, but not much discussion has taken place regarding those fees yet. Short -Term Rental — Has one more reading on the 19th. This will involve inspections through the Building Department on Life Safety type of issues as part of getting this approved. OTHER REPORTS: Rail Industrial Park — Jentz stated we have moved over 70 thousand yards of gravel out of there already. The Cenex design will be coming in soon with a fertilizer plant, grain elevators, a scale, and administrative offices on their 8-acre site. The whole Rail Park will be about 30 acres of developed land. Paving standards for the Industrial Park is the present issue. Every truck will need to stop at the scale before they leave. There will also be an equipment storage facility for the winter season. Three paving options were discussed. Option A would be to require the whole thing to be paved; Option B would have only the travel routes paved, but that is still a lot of paving for the whole facility; or Option C where they pave what needs to be paved. Jentz suggested they come in with 150 yards of paving in each entranceway, with either concrete or asphalt. Tabler suggested they think about concrete. The whole administrative area should be paved around the building. But with the fertilizer plant, do we need pavement there? You can't ask for a variance to the paving standards. We could do it as a Planned Unit Development for the whole Rail Park. In that PUD process, we could address any of the things that we have otherwise that need to be addressed. There will be at least five more lots like Cenex. Public Works is okay with the 150 yards of paving in the entranceways. They could be under construction in July. Corporate Drive Property — Haskins stated the property owner has gated off his entrance and his building, due to maintenance of his lot. Public Works has an issue because our trash pickup vehicle will not back down the alley to pick them up. Are there any fire access issues? Haskins noted where the closest hydrants are located. Dedman will look at this for any concerns. 2 Highway 93 at Rose Crossing — Jentz noted that the property just below the golf course has been purchased. We will call for a road going where the stop light is, but west of the river there will be a bridge there. This will be developed as a local road with the potential of becoming an arterial. Freyholtz stated that right now that road is only an easement that goes back to the single house. This could be a possible residential development.
