PERFORMANCE BOND REMINDERS: Papa Murphy's Pizza — Haskins stated we have released their bond that covered some services they had that needed to be abandoned. Parks is working with them on a bond for the landscaping. They also changed up some of their fencing. They are going to go back to Architecture Review to ask if they can change it from wood fencing to chain link fencing with slats. That would also need to go into a bond. OLD BUSINESS: First American Title — 219 E. Center; new office building. This passed through ARC last week. Haskins has a meeting set up with Hafferman on Friday. This will be on the agenda next week. KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off the north of the existing building, right near the Women's/Children's Clinic. They are planning for a spring start. This will not be ready to go to the December Planning Board. They are still working on their PUD. This will be on the agenda for next week. McDonald's — 1110 Hwy 2 W; new building to replace existing. They plan on taking down the existing building and putting in a new building on slab. This building will be five feet wider, with no basement. This went through ARC last week. Haskins stated that review comments have been sent out from Public Works. They will need to specify their service locations and sizes. The property owner to the east is concerned that the drainage for this project doesn't stay within their easement. They will need clarification as to how that works to their outfall. MDOT is okay with this and will need to do the new permits for it. Fincher has not looked at this yet. This will be on the agenda for next week. 175 Commons Loop — expansion of existing office building. This is a step building, and they are filling in the corners that were originally deck space on the roof. A tenant on the main floor is now interested in expanding, too. This expansion will take out some existing landscaping. Their retaining wall will be the back wall of the addition. The additions will be approximately 1,000 sq. ft. Sorensen noted they are over parked based on what the regulations are. Haskins stated that the original design for it was based off of an assumed imperviousness for each lot, and everything that is built in there already is over that imperviousness. It's underneath Public Works' trigger for when they would require a full drainage review, but it's also going to further exceed their impervious threshold. Jon Pedersen is doing this project. He replied and said it is okay. There are no site changes and it is going into the existing landscape area up against the retaining wall. This is approved through Site Review. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Southside Estates — formerly Ashley Park Phase 9 — at Merganser and Pintail. Their CUP was subject to the zoning, which will be going to Council. The RA-1 zone would allow them to build 55 units. The CUP will be going to the Planning Board on December 13th. The building changes were discussed. The buildings will now include a two-story, 14-plex; three-story, 20-plex; and two-story 12-plex; and then nine two-story units. Discussion was held regarding one water hookup or individual water lines. They will need to sprinkler the buildings if they go with one water hookup. They have completed a Sound Study and will need a 6' wall with a 2' berm. Any comments you have on their Preliminary Plat for the Planning Board should be submitted this week. Glacier Town Center — PUD Amendment will be coming in soon. Silverbrook —They are likely to request an increase in the allowable floor area for an office in their commercial area. We will probably consider this a major change and send it to Council. We have a meeting on it this afternoon. OTHER REPORTS: On the Papa Murphy's project and the Clear Choice Clinic project, recently the contractors have been removing the street signs and throwing them away. On both of those projects, we are invoicing them to install new signs. Typically we would just require them to do that but they worked out a deal with us for that per Haskins. Owl View Condos — Haskins stated he saw a layout for this project. They will probably be coming in pretty soon with a new phase. 2 Hampton Inn — Haskins mentioned they are reviewing the parking lot improvements for the Hampton Inn. They will be improving some drainage issues and repaving. Sorensen noted that one of our major flood plain violations in the last twenty years was this parking lot. They rerouted that whole stream to put in the parking lot without any permits. MDT's drainage comes through this lot, and some of the neighboring lots drain to this lot and there aren't any easements on any of that. Sorensen stated that they had pushed the stream over to get the parking lot in the back, so it's not the natural location of the stream through there. They installed a culvert that they subsequently had to remove and do some restoration work but not fully all the way back to what it was before. If they move anything around near the stream, than that could be an issue because of the history. The meeting was adjourned at 10:23 a.m. cc: Police City Manager Fairgrounds MDOT Bldg.
