HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS:
Krispy Kreme — They have submitted a bond to Parks for landscaping.
USFS — Their SIA has been reviewed by Harball and Russell and they made a few small edits.
USFS' legal is reviewing it now and it should be finalized in the next week.
OLD BUSINESS:
USFS — 650 Wolfpack; new storage building. We will issue their permit for their storage building
with the conditions that the SIA is approved and Fincher completes his landscaping approval.
First American Title — 219 E. Center; new office building. This will still be going to ARC next
week regarding their building design. This was tabled at the last ARC meeting. They need to submit
plans to Public Works showing their ROW and sidewalks. This will be on the agenda next week.
Glacier View Professional — 165 Commons Loop; new office. Approvals have been sent out from
Public Works, Fire, and Zoning. This is passed through Site Review with the condition that Fincher
approves their Landscaping Plan.
KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off
the north of the existing building, right near the Women's/Children's Clinic. They are planning on a
spring start. We are just beginning the review process, which is partially involved with the PUD that
we are looking at right now. Electronic Plans will be submitted soon. This will be on the agenda for
next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Lofts at Ashley - Airport Road & Teal - 82-Unit, 3-Story Complex — They have submitted a new
design that was shown at our meeting. They have agreed to scale the project back from 96 units to
82 units. Some of the units will be 3-story. There will be another meeting with the neighborhood on
October 25th. They are showing their stormwater pipe under a berm. Haskins stated that we will
need to have access to their manhole on the south side. Public Works will need an easement. They
could bring the pipe out into the parking lot instead of under a berm. They will need to extend the
water main down Airport Road. The State gave this road to the City. We will be annexing the road,
possibly back toward the Ashley Creek Bridge and possibly out to Cemetery Road. Their Traffic
Report came in yesterday. We have not discussed garbage or mailbox locations with them yet. They
are still asking for an RA-2 zone. Jentz commented that they would be better off at this location with
a RA-1 zone that allows for 55 units.
KRMC — The PUD will tentatively be reviewed November 9th at a Work Session to discuss revising
the regulations for the PUD.
Short -Term Rentals — Will be going in front of Council on November 7th. Jentz will be sending out
a memo to Eric Mulcahy to see if Mark Owens is interested in annexing the golf course that is
associated with the rentals. Village Greens' residents are not interested in having short-term rentals in
their neighborhood. Sorensen suggested previously that we create a PUD for the residential area and
then bring the restaurant, clubhouse, and golf course into the City as a part of that Planned Unit
Development. One of the things you could then prohibit would be short-term rentals. That would
necessitate willingness to bring the golf course into the City.
